Report on the Work of the Government of Wuhan Municipality, 2019

On behalf of the Wuhan Municipal Peoples Government, I will report to you on the work of the government and ask for your deliberation and approval. I also invite comments from members of the Wuhan municipal committee of the National Committee of the Chinese Peoples Political Consultative Conference (CPPCC) and other attendees.
I. 2018 in Review
The year 2018 marks the 40th anniversary of Chinas reform and opening up, and was amilestone inthe development of Wuhan. In this year, General Secretary Xi Jinping made another inspection tour in Wuhan, to inspect the work of the local government and provide guidance for Wuhans high-quality development. Wuhan is now at a new starting point, and is ready to achieve a higher level.
Over the past year, Wuhan fully studied and implemented the guiding principles of the 19th National Congress of the Communist Party of China, and of the speech made by General Secretary Xi Jinping when he inspected Hubei. With the Four-pronged Concrete Actions in mind and under the strong leadership of the CPC Hubei Provincial Committee, Hubei Provincial Peoples Government, and CPC Municipal Committee of Wuhan Municipality, we forged ahead centering on building a modern, international and ecofriendly Wuhan Metropolitan Area and turning Wuhan into the National Central City. Aspired by this ambition, we kept working on the blueprint, learning from good practices, and working assiduously to make headway. We took effective measures to deal with all kinds of difficulties and challenges, and spared no effort to achieve "down-to-earth work style, good implementation of work, authentic achievements, and feeling at ease". We successfully accomplished the goals and tasks set at the Second Session of the 14th Wuhan Municipal Peoples Congress, and made new achievements in high-quality development.
— Wuhan came to the forefront among its counterparts in terms of the growth of major economic indicators. By giving top priority to economic development, we achieved growth ofall major economic indicators, with our regional GDP increased by around 8 percent, the total investment in fixed assets by around 10.5 percent, the total retail sales of consumer goods by 10 percent or above, and the actual figure of local governments general public budget revenue by 11 percent.
— Thenew growth driverswere gathered at a faster pace. We provided more strategic support to innovation; established four national new bases fordata storage, aerospace, cyber security professional trainingand innovation, and new energy and intelligently connected vehicles;and focused on developing three world-class industrial clustersof optoelectronics information, automobile and auto components, and biomedicine and medical devices to promoteindustry upgrading. The added value of building economy, block economy and headquarters economy accounted for more than 27 percent of the gross domestic product of Wuhan, and scientific and technological progress contributed more than 60 percent to economicgrowth.
—Citizensof Wuhan were actively engaged in the preparation of the 7th Military World Games (MWG)to be held in Wuhan in 2019. To improve the image of Wuhan, we launched a campaign toimprove the environment in an all-round waywith focus on improving environments at stations and venues, roads, construction sites, railway lines, and rivers and lakes to achieve clean road pavements, pleasing building elevations, landscape lighting, clear water and green ecology. We also launched a series ofevents related to the 2019 MWG. With these efforts, Wuhan witnessed rapid improvement in city image, which further highlighted the glamour of the city. In this campaign, citizens of Wuhan showed rising excitement and interests over the MWG and every one as the host was actively involved in environmental improvement for the upcoming MWG.
—A number of pains and difficulties were addressed. We stayed true to the vision of people-centered development, spared no effort to continue the Three Critical Battles, and proactively resolved the difficulties in development through reform. We vigorously improvedthe business environment, and took the lead in the reforms to delegate power, streamline administration and optimize government services. We worked hard topromote the development guideline of "one city, one port, and one operator ", and achieved the centralized operation of the Yangluo Port. We launched campaigns to clean up black, malodorous water bodies, and made great progress in improving water quality. We also built more parking lots and charging piles to alleviate the problems in parking. To sum up, we accomplished all of the ten practical tasks.
—The influence of Wuhan was significantly improved. Withmore than 50 major national strategies and pilot reforms launched in Wuhan, the city was assigned with the new mission of leading the development of city clusters along the middle reaches of the Yangtze River against the backdrop of regional coordinated development strategy. Heads of foreign state and government, international dignitaries, and business magnates visited Wuhan from time to time. Major events including China International Friendship Cities Conference, Sino-International Entrepreneurs Summit, and Great River Dialogue were held here. Wuhan is now a city that draws attention from both home and abroad.
In 2018, we were faced with profound changes in the external environment, greater downward pressure on economy, and more fierce competitions with other cities. With concerted efforts of people ofthe whole city, we rose to the challenges, thought in big picture, kept forging ahead and delivered remarkable development results!
Overthe past year, our main work was as follows:
First, we continued to make progress at high growth rate, witness rapid improvement in the overalleconomic strength. We initiated the program of "building trillion-level industrial clusters, 100 billion-level pillar industries, and 10 billion-level key enterprises" toimproveindustrial capacity. The main business of optoelectronics information, automobile and auto components, biomedicine and medical devices generateda total income of more than 500 billion yuan. The added value in finance, trade, logistics, architecture, and many other industries all exceeded 100 billion yuan. Emerging industries also presented many highlights, withthe trading volume of e-commerce hitting820 billion yuan, marking an increase of 25 percent andthe operating revenue of software and information technology service exceeding210 billion yuan, marking an increase of more than 17 percent. Tourism, conventions and exhibitions, design and other industries saw rapid development. We made great progress in promotingthe growth of market entities in both size and strength: (1) The Fortune 500 companies investing in Wuhan totaled 266; (2)A number of influential companies, including China Information Communication Technologies Group (CICT), Guohua Life Insurance Co., Ltd., and Yangtze River Ecological and Environmental Protection Company were headquartered in Wuhan; (3)Six Wuhan-based companies were listed amongthe Fortune China Top 500, and ten were among the Top 500 Chinese private companies; (4)Nine companies including Yangtze Optical Fibre and Cable Joint Stock Limited Company (YOFC), Wuhan Raycus Fiber Laser Technologies Co., Ltd., and Wuhan EasyDiagnosis Biomedicine Co., Ltd. were listed on stock markets, increasingthe number of publicly listed companies to 77 and raising Wuhans ranking to the first place in Central China. Wuhan was home to 1.18 million market entities. With regard to business and investment attraction, we implemented the "No.1 project", and held 13 large-scale promotion events targeting businesses in theGuangdong-Hong Kong-Macao Greater Bay Area, the Bohai Economic Rim, etc. The contracts signed were worth 2.01 trillion yuan, with 860 billion paid in. The utilized foreign capital increased by 13.3 percent. Among contracts signed, there were 559 projects worth 100 million yuan and above, 23 industrial projects worth 5 billion yuan and above, and 62 service projects worth 3 billion yuan and above. We also vigorously launched a competition to encourage project implementation and heldnineceremonies for centralized commencement of projects. The total investment of projects that had been commenced reached888.9 billion yuan. Five projects with investment of 5 billion yuan each, including Yangtze Memory Technologies Co., Ltd., Dongfeng New-Energy Vehicle Industrial Park, and Hybio Pharmaceutical Co., Ltd, were completed and put into operation. We completed the relocation and technical transformation of Wuhan Tobacco Group. We provided more support to national economic and technological development zones, enabling them to attract more projects. In the old downtown area, modern service industries experiencedtransformation and upgrading through innovation, withthe emergence of more than 50 business buildings paying more than 100 million yuan of taxeseach. In the new districts, the development of modern industrial parks wasstepped up, steadily raising the proportion of industry in the economic aggregate. With regard to rural vitalization, we implemented the "three-countryside"strategy(encouragingurban residents to go to countryside for leisure and recreation, attractingcapable countrymen back to countryside, and vitalizingcountryside through businesses) to expand the coverage and quality of rural development. We also got15.69 billion yuan of private capital involved in rural development. Rural tourism contributed to total revenue of 14 billion yuan. In the Wuhan Economic and Technological Development Zone, the Wuhan East Lake High-tech Development Zone, Jianghan District, Wuchang District, Jiangan District, Hanyang District and Hongshan District, the size of economy exceeded 100 billion yuan. In order to further advance civil-military integration, we established the directories of civil-military integration projects and enterprises and alist of issues to be addressed, and proactively provided support to the relocation of military industrial enterprises and the improvement of the environment in the surrounding areas. The fourth national economic census was carried out comprehensively. Wuhans efforts to stabilize growth, promote industrialtransformation and upgrading, and develop clusters for emerging industries was highly recognized by the State Councilwhich circulated a notice of commendation.
Second, we pursued innovation-driven development and boosted the internal forces driving development. We continued to promote the pilot reform for all-round innovation and invested more than 10 percentof GDP in R&D,makingWuhan one of pilot cities developing national operation service system for intellectual property rights. 28,500 patent applications were filed, and 9,717 of them were approved. In Wuhan, the average number of patentownership per 10,000 people was33.1, pushing Wuhan to the forefront among its counterparts. We also made breakthrough in a series of cutting-edge technologies, including 100G silicon photonics transceivers, independently structured 64-layer 3D flash chips, and logistics vehicles powered by hydrogen. With regard to the development of high-end innovation platforms, we established one more national manufacturing innovation center, placing Wuhan on a par with Beijing and Shanghai, with dual-center; two more Nobel Prize Workstations, 28 workstations for academicians and experts, 47 leading enterprise-backed R&D institutions, 41 innovation platforms at provincial level or above, and 51 provincial crowd-innovation incubation institutions. We introduced 45 academicians from foreign countries and other parts of China, as well as 281 high-quality professionals.406,000 university graduates settled in Wuhan to start up business or to work, setting a record high. Wuhan ranked top among Chinese cities in terms of the net inflow population. We made continuous efforts to promote the commercialization of major technological outcomes by holding216 matchmaking events, through which 1,072 major technological outcomes were commercialized, with a total contract priceof 37.14 billion yuan. The transaction volume of technological contracts exceeded 70 billion yuan. The technology and finance sectors were dynamic, with the total venture capital investment hitting133.79 billion yuan, an increase of 9.1 percent. Emerging industries, new forms of business and new business models flourished as more than 700 hi-tech enterprises, 1,237 high-tech "Little Giant" enterprises, and 500 gazelle enterprises were added. Home to 5 unicorn enterprises, Wuhan rankedfifth in China. The output value of the high-techindustry hit 1 trillion yuan.
Third, we upheld the reform and opening-up, which quickened the unleashing of the dynamism for development. We deepened supply-side structural reform, shut down 31 state-owned enterprises that had run under deficit, including "zombie companies" and shell companies, and eased the burden of enterprises by cutting27.9 billion yuan of taxes. Wuhan won the title of National Quality Demonstration City. China Railway Major Bridge Engineering Group Co., Ltd. won China Quality Award, the first one for Hubei. We continued to improve business environment, and advancereforms to delegate power, streamline administration and optimize government services. 73.1 percent of municipal services can be accessed online, greatly reducingthe timefor administrative approval. The time for reviewing and approving start-up business and engineering construction projects was reduced by half. We also carried out reforms of the business system and government services, which were highly recognized by the State Councilwhich circulated a notice of commendation. We persisted in "consolidating and developing the public sector", and "encouraging, supporting and guiding the development of the non-public sector". We issued policies and measures to encourage high-quality development of the private sector, and provided financing emergency fund of 3.33 billion yuan for small and micro businesses. With support from the government, companies gained access to roll-over loans and financing, worth 3.85 billion yuan. We also provided free training for more than 5,000 small and medium-sized private companies, covering manufacturing, finance, market, and many other areas. Private investment accounted for more than half of the total investment. We made solid progress in the reform of state-owned assets and state-owned enterprises, and in the reforms to introduce mixed ownership. We managed to completely delink the enterprises affiliated to municipal departments, and achieved comprehensive supervision of state-owned assets for the first time. We also tookmeasures to curb housingprices and maintain the pricesin a reasonable range, and to provide favorable policies for families in rigid demand. Therefore, we maintained the steady and sounddevelopment of the real estate market. We established warning systems to help monitor, prevent and mitigate financial risks, and made efforts to resolutely crack down on illegal fundraising and illegal finance activities, therefore bringing regional financial risks under control. We worked hard topromotethe development of the Wuhan Subzone of China (Hubei) Pilot Free Trade Zone, and comprehensively implemented the negative list inthe Free Trade Zone, with 10,547 newly registered enterprises, and 11 newly introduced R&D institutions of multinationals. Four innovative measures including the one that customs can be declared after cargos are shipped from special areaswere promoted and applied nationwide. The Wuhan Economic and Technological Development Comprehensive Bonded Zone was established with approval from the State Council, making Wuhan the second sub-provincial city that has three comprehensive bonded zones. We made new progressin international economic cooperation, with a 19 percent increase in the revenue from international economic cooperation and the approval by the State Council for Wuhan to build the cross-border e-commerce comprehensive pilot zone and to deepen the pilot program of innovative development of trade in services. More international transport routes were developed. Five more international airlines including the route to and back from London were launched. Customs clearance in 24/7 hours was achieved in Wuhan Tianhe International Airport. The China-Europe Railway Express (Wuhan) extended to 34 countries and 76 cities, the only express in China that hadmore import trains than export trains. Efforts werealso made to enhance international communication and cooperation. More than 20 international major events were held. Wuhan established sister city relationships and friendly exchange city relationships with five international cities, including Bangkok, totaling the number to 109.
Fourth, we continued to build a robust foundation, improve development quality, and step up to optimize the system of urban functions. We strengthenedthe leading role of planning; finished the master plansofWuhan, and theChangjiang New Town;accelerated the revision and preparation of plans of the special projects, such as the highway network and the rail transit project. The greenways across Donghu Lake won the Pierre LEnfant International Planning Excellence Award. We further improved the comprehensive transport system and sped up the construction of Wuhan Yangtze River Shipping Center. The first trip of the demonstration 1,000-TEU container ship for sea and river transport was successful. The Yangluo Port recorded a container throughput of 1,457,000 TEUs, an increase of 14.9 percent. Phase 1 and the extension line of Metro Line 7 andPhase 1 of the east section of Metro Line 11 were open to traffic in trial operation, with metro lines in operation totaling 305 kilometers. The plan for Phase 4 of the rail transit was approved.Phase 2 construction of Qiaokou-Xiaogan Highway was commenced. The construction of the Wuhan Yangtze River Tunnel and the extension of the Yuehu Bridge were completed and open to traffic. The construction of the south fourth ring road was largely completed, and the construction of the Jiangbei Fast Road was completed. The relocation for the north ring sectionof the Wuhan-Jiujiang Railway was launched.122 roads were built forthe microcirculation transportation network, 100,000 more parking lots were added, and the number of charging piles totaled 100,000. As we deepened the development of "smart transport",traffic congestion in Wuhan hadbeen mitigated for five consecutive years, and Wuhan was thus became a role model in building "Transit Metropolis". We applied delicacy management in city administration, and took actions to reduce the amount and improve the quality of outdoor advertising. We launched intensive campaigns targeting building facades, skyline of the city, busstations, railway stations, metrostations and the airport, and alleyways off the beaten track. Renovation of old towns, old factories and old villages made steady progress. We made remarkable achievement in the Toilet Revolution. 345 public toilets were built orrenovated in urban areas, 104 in scenic areas. The toilets in 96,000 rural households were renovated. The wastedisposal projects in Qianzishan and Changshankou were accelerated. The annual task of piloting household waste classification was completed. We worked hard toimprovethe citys flood control and drainage capacity by further reinforcingthe main dikes of the Yangtze River and the Han River, as well as the dikes ofsmall and medium-sized rivers. The pumping and draining capacitysaw an increase of 404.5m3/s. We completed theconstruction of 40 square kilometers of sponge city. In addition, 235 facilities for secondary water supply in old communities were renovated. We fully implemented rectification according to the feedback from national and provincial special inspections on ecological and environmental protection, as well as from other special inspections on environmental protection. We made deeper progress in fighting against pollution. Efforts were made to make achievements in the ten significant campaigns to restore the ecology andenvironment of the Yangtze River, and to carry out the "five major actions" to harness the Yangtze River and turn it into a clean, green and beautiful river with ecological progress. We worked against all odds to improve the quality of major water bodies including the South Lake and the Tangxun Lake. We increased the sewage treatment capacity by 485,000 tons per day, an increase of 16.2 percent. The average concentrations of PM10 and PM2.5 decreased by 14.1 percent and 5.8 percent, respectively. Improvements werealso made in the treatment and restoration of contaminated soil. We took actions to strengthen afforestation and improve efficiency. In 2018, we built 42 parks of different kinds, green lands of 7.58 million square meters and greenways of 116 kilometers, and upgraded 550 kilometers of greenbelts along roads. The construction of Phase 3 of Donghu Lake greenways was completed. The mission of targeted greening of barren hillswas accomplished in advance.
Fifth, we insisted on giving priority toimproving peoples lives, with citizens lives improved rapidly. We increased the investment in improving peoples lives and spent 140.27 billion yuan of public finance to the sectors important to peoples wellbeing, an increase of 15 percent. We focused on poverty alleviation through developing local industries, and took targeted measures to reduce poverty through all-out efforts, lifting 21,597 citizens and 87 villages out of poverty. We took proactive measures to expand the coverage and improve the quality of employment and social security, creating 219,000 additional jobs, and getting 980,000 additional people under social security. Retirees basic pensions were improved by 160 yuan per person per month, and the standards for subsistence allowances in both urban and rural areas were increased by 11.4% in general. The Ministry of Veterans Affairs was established. We intensified comprehensive reform of the elderly care service industry, by establishing 600 liveable communities, building, renovating and expanding 96 community service centers (stations), and launching 302 mutual care and activity centers (service centers) in rural area for elderly people. We devoted more efforts in ensuring housing security, and renovated 52,000 households in shanty areas. We built 38,000 government-supported residences, collected information on 112,000 residences for long-term rental, and enabled migrant workers to apply for public rental housing. We also provided property management services for 2,460 old communities, and supported those communities to install elevators. Measures were taken to deepen comprehensive reform in education. We built or renovated54 kindergartens, 31 primary schools and middle schools on the basis for public welfare and inclusion, which created nearly 60,000 learning opportunities for students. Measures were also taken to deepen reforms in medical and health care system. The increase in medical and pharmaceutical expenses kept going down. In all second-grade public general hospitals and above, independent inpatient wards for children were established. The construction of Tongji Childrens Hospital in Optics Valley and the childrens hospital in Wuhan Economic & Technological Development Zone was launched. Free screening tests on cervical cancer and breast cancer were provided to 150,000 age-appropriate women. We completed accessibility renovation for 10,000 families with disabled people. We made greater efforts to provide more high-quality public culture services. More than 1,000 people-benefit cultural activities were held, and 1 million people-benefit travel tickets were provided. The construction of Wuhan Natural History Museum was finished, and the museum was open to the public. Panlongcheng Site Museum finished construction, and launched trial operation. Wuhan Marathon received no negative comments for several years in succession. Wuhan Zall Football Club succeeded in participating Chinese Super League, the highest tier of professional football clubs in China. Further headway was made in carrying out the Peaceful Wuhan initiative, and special campaigns were launched to combat organized crime and root out local mafia, reducing criminal offences by 22.4%. We launched campaigns which required government employees and leaders in the city to visit grass-root communities and respond to peoples appeals, and let the "online peoples platform" further play its role, to resolve long-pending complaints from people at a faster pace. In general, we achieved work safety, and reached the goal of no major workplace accidents, and significant reduction in the number of general workplace accidents.
While delivering good results in the areas mentioned above, we also took serious measures to regulate governments conduct, and underlined the continuity and innovation in work. The idea that "administrative capacity is the most important thing for government" was enhanced. We made greater efforts in supervision and inspection, and in developing the new look of vigorous and efficient implementation. We strictly delegated the primary responsibilities of full and rigorous self-discipline in the Party, and stepped up efforts to improve Party conduct and ensure clean government. We proactively resolved problems identified by Hubei Provincial Party committee during inspection, deepened the development of law-based government, and accepted oversight from all sectors of society. We handled 380 motions from Wuhan Municipal Peoples Congress and 700 proposals from Wuhan CPPCC.
In 2018, we achieved solid progress in national security, national defense mobilization, fire-fighting and rescue, civil defense, arbitration, confidentiality and meteorology, devoted more efforts in counseling, conservation and restoration of cultural heritage and historical archives, ethnic and religious affairs, Taiwan affairs, affairs related to overseas Chinese and chorography, and made achievements in protecting the rights of women, children, the elderly and people with disabilities.
It is those who take concrete actions can achieve the goal, and those who keep walking can reach the destination. Over the past year, We owe our achievements of past year to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the leadership ofthe Party Central Committee with Comrade Xi Jinping at its core and the strong leadership from CPC Hubei Provincial Committee and Hubei Provincial Peoples Government, the leading role of CPC Wuhan Municipal Committee that guided Wuhan people to overcome difficulties, rise against challenges, and make progress, and the wisdom and concerted efforts from the whole city. On behalf of the Peoples Government of Wuhan Municipality, I would like to pay tribute and extend heartfelt gratitude to the people of Wuhan, to members of Wuhan Municipal Peoples Congress and members of Wuhan CPPCC that provided great support for the work of government, to other political parties, federations of industry and commerce, peoples organizations and people without party affiliation, to authorities under direct leadership of the central government and organizations in Wuhan, to the Peoples Liberation Army and armed police force in Wuhan, to workers contributed to the development of Wuhan, to all compatriots of Hong Kong, Macao, and Taiwan, overseas Chinese and friends from other countries who care about the development of Wuhan!
At the same time, we should be aware that there is a long way to go for Wuhan to keep up with the role model cities of high-quality development. Specifically, the reforms in quality, efficiency and momentum need to go deeper. Innovation is yet to become the strongest driver of economic development andnew drivers are not strong enough to provide sound support for economic development. Greater efforts shouldbe made in market-oriented reform. Private economy and open economy have not achieved sufficient development and the expected level of internationalization. Pollution has not been eradicated. We are still faced with the challenging tasks of improving the water quality of lakes and rivers, and enhancing refined urban management. There isstill space to improve peoples basic living needs as people still suffer from a scarcity of high-quality services in education, healthcare and agedcare. Business environment needs further improvement as a small number of government employees lack commitment to their work and willingness to bear the weight of responsibility, and to do their job. We will confront these problems, and make progress step by step, so as to make concrete improvements for people with all-out efforts.
II. Major Tasks for 2019
The year 2019 marks the 70th anniversary of the founding of the Peoples Republic of China and will witness the 7th Military World Games tobe held in Wuhan. It is a crucial year as we endeavor to make a decisive victory in achievingthe first Centenary Goal of building a moderately prosperous society in all respects, build Wuhan into a modern, international and eco-friendly city, and develop Wuhan into a National Central City.
Currently, Wuhan is at a crucial stage of high-quality development. We should remain firm in our commitment in the important period of strategic opportunity for development, proactively respond to risks and challenges, and keep the sound momentum of high-quality development.During his two inspection tours to Wuhan, General Secretary Xi Jinpin provided clear guidance to the development of Wuhan. Now in Wuhan, we have gathered tremendous spirits to work hard to live up to the expectations, and to make progress with all-out efforts. The national strategy of coordinated development has assigned Wuhan with a new mission, and further enhanced Wuhans "key post in national strategies". The total economic volume of Wuhan has exceeded trillion yuan, and keeps increasing. We are faced with more favorable elements, which can lay a solid foundation for the development of Wuhan. We should be determined and take the initiative to improve Wuhans capacity and core competitiveness, and strive to play a more significant role in national and provincial level reform and development!
For 2019, the general requirements for the work of government are acting under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implementing the guiding principles of the Partys 19th National Congress and the second and third plenary sessions of its 19th Central Committee, and bearing the "Four-pronged Concrete Actions" in mind. We should implement the "Five-sphere Integrated Plan", and promote the "Four-pronged Comprehensive Strategy". We shouldadhere to the strategy of "chip-driven, economic belts-supported and regional coordinated development" to promote the high-quality development and deploy the emerging industries of Hubei Province. We shouldcontinue to pursue progress while ensuring stability, with supply-side structural reform as our main task. We should be driven by reform and opening-up, and innovation, continue to make achievements in the Three Critical Battles, and make coordinated efforts to maintain stable growth, advance reform, make structural adjustments, improve living standards, and guard against risks. We should concretely stabilize employment, finance, foreign trade, foreign investment, domestic investment and expectations, with the focus on improving peoples sense of fulfillment, happiness, and security. We should strive to ensure continuous and sounddevelopment of economy, and maintain law and order, to be the "pacesetter in the five aspects".
The main projectedtargets for economic and social development this year are as follows: (1) regional GDP of around 8 percent; (2)localgovernments general public budget revenue growth of around 8 percent; (3)an increase of around 11 percent in total fixed asset investment; (4)anincrease of around 10.5 percent in total retail sales of consumer goods; (5) growth in per capita disposable income in both urban and rural areas that islargely in pace with economicgrowth;(6)fully accomplishing the task of Hubei Province in energy conservation and emissions reduction.
We should give priority to the following eight areas:
1. We will spare no efforts to make achievements in the Three Critical Battles, and consolidate the basis for achieving a moderately prosperous society in all respects.
We will continue the battle to forestall and defuse major risks.In order todeliver good outcomes, wewill focus on moving ahead the risk preparedness threshold, and enhance regulation on local financial institutions,improve risk monitoring and early warning mechanisms, and properly deal with financial risks such as illegal fundraising, debt of major enterprises, and risks in Internet finance, to resolutely guard us against regional financial risks. We will improve the budget management of the government and impose ceilings for local government debt; set requirements for debt financing behaviors of the government;and prudently clear off the existing government debts. We will exercisestrict control over new implicit debts, and promote the transformation of financing platform companies at a faster pace. We will resolutely guard against social risks, and take concrete actions to investigate disputes, eliminate hidden dangers, and address problems that endanger social security, to prevent different kinds of problems from overlapping, and to avoid or resolve risks that threaten social stability, public security, cyber security, etc.
We will achieve good results in targetedpoverty alleviation. We will carry out the eight major projects for fighting against poverty, and promote the coordination and integration of rural revival and poverty alleviation. We will help people change their attitude which is a prerequisite for poverty alleviation, and strengthen the internal force of low-income families. We will provide more favorable policies for the poor and the vulnerable, and establish a long-term mechanism that will help people and villages remain free of poverty and not slip back to poverty.
We will secure triumph in pollution prevention and control. We will establish and improve long-term mechanisms for pollution prevention and control. To defend the green waters,we will launch campaigns of clean water sources, clean channels and clean rivers;keep improving the water quality in South Lake, Tangxun Lake, East Lake, North Lake, etc.; completely clean up black, malodorous water bodies in the built-up urban areas;and put strict regulations on agricultural pollution from non-point sources. To defend blue skies, we will focus on the four major sources of pollution,industrial manufacturing, emissions from mobile sources, dust and coal consumption; strengthen comprehensive control and treatment;further improve the rate of good or excellent air quality, and work hard on thecontinuous decline in the average concentrations of PM10 and PM2.5. To defend our soil from pollution, we will comprehensively renovate the storing sites of industrial waste, and accelerate the treatment and restoration ofcontaminated land. We fully implemented rectification according to the feedback from national and provincial special inspections on ecological and environmental protection, as well as from other special inspections on environmental protection.
2. We will accelerate industrial upgrading to promote high-quality economic development.
We will push manufacturing toward high-quality development. For this end, we will pay special attention to the key areas and weak links, and take actions to improve, strengthen and extend supply chains; vigorously promote the development of world-class industrial clusters for optoelectronics information, automobile and auto components, and biomedicine and medical devices, with a 7.8 percent growth in value-added of the industrial enterprises above designated size. We will make efforts to ensure the operation of the five projects that are worth more than 5 billion yuan each, including the third plant of Dongfeng Honda, BOE 10.5 Generation Line, and the T4 project of China Star Optoelectronics Technology Co., Ltd. (CSOT). We will providesupport to accelerate the construction of the 18 projects that are worth more than 5 billion yuan each, including Plant 2 of Yangtze Memory Technologies Co., Ltd. (YMTC), Phase 2 of G6 project of Tianma, and the extension project of passenger vehicles of Dongfeng, to achieve an industrial investment increase of 13%. We will accelerate the in-depth integration of advanced manufacturing and modern service industry;carry out a new round industrial and technological transformation;speed up the construction of national top-level industrial Internet nodes, and innovative applications; implement 100 demonstration projects of technological transformation by companies consecutively; provide more support toheavy chemical industrial companies such as China Baowu in technological transformation;and promote the full coverage of technological transformation in all industrial enterprises above designated size. We will enhance our competitiveness in priority industries, including equipment manufacturing, steel, petrochemical engineering, light industry, and building materials. We will take actions to improve product quality, proactively build the pilot zone for national standardization reform and innovation, and foster new famous enterprises, entrepreneurs and products.
We will promote innovation and upgradingof modern service industry. We will carry out the eight major moves to promote high-quality development of service industry, speed upthe transformation of Wuhan into a city of design,a national logistics hub, a national famous city of software, an international famous city of waterfront tourism, and the financial center of Central China, a national convention and exhibition center, a national business and trade center and a national healthcare service center, with an 8.5 percent increase in added value in the service industry. We will supportthe existingdowntown area to develop modern service industry clusters, building economy, with the aim to have another five business buildings which pay more than 100 million yuan for taxes. We will vigorously develop headquarters economy, support headquarters enterprises such as Dongfeng Automobile Co., Ltd., CICT, China Baowu Steel Group, China Gezhouba Group, China Chengxin International Credit Rating Co., Ltd. (CCXI), and Xiaomis headquarters in Wuhan, to achieve leapfrog development, and support more leading companies and well-known companies to hold global supplier conferences in Wuhan. We will make efficient efforts to attract enterprises to build their headquarters or second headquarters in Wuhan, and accelerate the development of digital economy and sharing economy. We will make large-scale efforts to promote consumer spending in new areas, and to play its leading role in achieving high-quality development, encourage new forms of business such as fresh food via e-commerce and smart retail, with a 20 percent increase ine-commerce transaction and 50 more flagship stores and experience stores of famous brands developed or introduced. We will promote differentiated development in commercial districts in Wuhan, and encourage all the districts to build their own commercial landmarks; support Hanzheng Street to develop at high quality, and develop Walking Street of Jianghan Road by high standard and at high level, so as to improve the functions and levels of Zhongshan Avenue and other commercial areas in the vicinity. We will encourage privatecapital to participate inthe revival of time-honored brands. We will also promote the transformation and development of the companies affiliated to municipal government, and improve the competitiveness of local trade companies.
We will proactively increase effective investment. We plan to invest more than 220 billion yuan into major projects at municipal level, support the sounddevelopment of private investment, promote projects run through public-private partnershipsto make progress as planned, and keep stimulating the vitality of effective private investment. We will deepen the "No. 1 Project" for business and investment attraction, through which more than 860 billion yuan has been contributed, theutilized foreign capital has seen an increase of 12% percent. We will promote in-depth coordination and cooperation with Fortune Global 500 and Fortune China 500 companies. We will focus on the leading industries and strategic emerging industries of Wuhan, and vigorously introduce the key links and core enterprises of industry chain and support projects necessary forthe upstream and downstream industry chain activities, to build a complete industry chain.
We will support the sounddevelopment of private economy. We will focus on addressing difficulties in financing faced by private companies, gradually establish a manufacturing development fund worth 10 billion yuan in total, and a bailout fund of 10 billion yuan in total for listed companies, and raise 10 billion yuan to help build a financial guarantee system. We will launch a project to help private companies grow, and expand the total volumes and sizes of enterprises above designated sizes, including industrial enterprises, construction enterprises with qualification certificates, enterprises in wholesale, retail, hospitality and catering industries above designated limit, and key service enterprise. We will support the development of private companies, to have more of them be among the list of top 500 Chinese private companies. We will form a new type of cordial and clean relationship between government and business, and establish institutional platforms for the exchanges and contacts between government and businesses. We will carry out activities such as government leaders and officials contacting and serving enterprises, to resolve problems for private companies.
We will speed up to build regional financial centers. We will build the Wuhan pilot zone for technological and financial reform and innovation, and apply to be a pilot demonstration zone in exploring the practice of "insurance society".Wewillprovide better financial services fortherealeconomy,continuetopushforwardthethree-yearaction planofdoublingthenumberofpublicly listedcompanies,vigorouslysupporthigh-tech and strategic emerging enterprisestobelistedonthescienceandtechnologyinnovationboard,with the aim of at least8 additionalenterpriseslistedinthe domesticorforeignstockmarkets,100"goldseed"back-upenterprisestobelisted,anddirectfinancinghitting200billionyuan.Wewillcarryoutbank-enterprisematchmakingeventsonaregularbasis,andprovide “1,000billionyuan additional financial support to10,000micro and smallenterprises”.Wewillmakeeffortsto ensure theachievement oftheobjectives set forth on micro and small enterprises:(1)Theyear-on-yeargrowthofmicroandsmallenterpriseloanswithatotalcreditlineforeachborrowernotmorethan10millionyuanisnotlowerthanthatofvariousloans,andthenumberofborrowerswithloanbalancesisnotlessthanthatforthesameperiodofthepreviousyear;and(2)Thequalityofmicroandsmallenterpriseloanassetsandtheconsolidatedborrowingcosts(includinginterestratesandchargesforloan-relatedbankingservices)arereasonablycontrolled.Wewillpromote the development oflegalpersonfinancialinstitutions both in size and strengthandaddmorethan10newfinancialinstitutions.

WewillbuildWuhan into a hub to transformscientificandtechnologicalachievements.Wewillencourage Wuhan-based universities and colleges, such as WuhanUniversity andHuazhongUniversityofScienceandTechnology, to compete in the state’s “world-classuniversitiesandworld-classdisciplines” project,andmunicipalinstitutions of highereducation to take a path towards intensive development with distinctive highlights.Wewillcontinue to promotethematchmakingprogramto transform scientificandtechnologicalachievements made byhighereducationinstitutions,andstrivetosignmorethan800transformationprojects.WewillupgradeWuhanstechnologytradingmarketfunction,andbuildatechnologytransfercenterofcentralChinaforhighereducationinstitutionsacrossthecountry.Wewillpromotetheinnovationanddevelopmentofindustrial technology research institutes, andencouragethe construction ofanumberofhigh-levelones.Wewillvigorouslydeveloptheacademicianeconomy,strengthenmatchmakingandcooperationwithacademiciansathomeandabroad,build20newacademicianexpertworkstations,andstrivetoimplementmorethan50academiciancooperationprojects.Wewillimplementthedemonstrationprogramofnewtechnologyandnewproductapplication,and establishamechanism to compensatethose first to purchase and apply new products and new technologies for risks thereof tofacilitatetheapplicationandpromotionofthefirstpieceorsetofequipment,thefirstbatchofnewmaterialsandthefirstversionofsoftwareproducts.
Wewillimplementtheplanofdoublinghigh-techenterprises, with the aim ofadding800newhigh-techenterprises in 2019 and increasing that number to over 6000 in the nextthreeyears andcultivating1,500high-growthscienceandtechnologyenterprises.Wewillvigorouslydevelop"new,distinctive,specializedandsophisticated"enterprises,andacceleratethecultivationof"hiddenchampions"and"individualchampions".WewillencourageenterprisestoincreaseR&Dinvestment,andadd50moreinnovationplatformsatoraboveprovinciallevel.Wewillmake large-scale efforts to build Wuhan into a prominent city in the field ofintellectualproperty,andstrivetoincreasethenumberofinventionpatentapplicationsandauthorizationsby13%.
Wewillpush forward the deeper development ofcivil-militaryintegration.Wewillpromotethesharingofinnovationresources,strengthenmilitary-civilianjointeffortsintacklingkeychallenges,andimprovetheabilityofcivil-militarycollaborativeinnovation.Wewillpromotetheconversion of military technology into civilian useandthe participation of civilian entities, especially technology companies, in national defense S&T and weapons research and production. We will acceleratetheimplementationof174civil-militaryintegrationprojects,supportthedevelopmentofcompetitiveindustriesofcivil-militaryintegration,suchasshipbuildingandmarineengineeringequipment,intelligentequipment,aerospace,newgenerationinformationtechnology,medicalandhealthservices,andstrivetocreateanationaldemonstrationzoneofcivil-militaryintegratedinnovation.

Wewilladvanceinfrastructureupgrading.Wewillfurthercarryoutthethree-yearcampaigntotacklethekeyproblemsthat obstruct the construction of acomprehensivetransportationsystem.Wewill increase the throughput oftheTianheInternationalAirportby completingtheoverhaulofRunway 1 and renovation of Terminal 1,andinitiating the construction of Runways 3 and 4.WewillpromotetheconstructionoftheWuhanthroughlineandtheNewHanyangRailwayStationfortheWuhan-XianHigh-SpeedRailway,and completetheconstructionoftheOpticsValleyRailwayStationto link thehigh-speedrailwaywiththeairport.Wewillcomprehensivelyimprovethequalityandlevelofmetroconstructionandoperation;speeduptheconstructionofthe metro system;ensuretheopeningofthe SouthExtensionLineofLine2,Line8Phase3,andCaidianLine,and the commencement ofNewPortLine,Line12Phase3,andGedianSectionofLine11;pushforwardthecontinuedconstructionof10additionallines;completeanewroundofurbanrailtransitnetworkplanningrevision;andinitiate the compilation oftheplanforPhase 5ofrailtransitconstruction.Wewillcompletetheconstructionoftenbusterminals andstrengthentheseamlessconnectionbetweenthebusnetworkandthemetrosystem,solving the “last mile” problem.Wewillcompletetheconstructionofsuchprojectsasthe YangsigangYangtze River Bridge,the QingshanYangtze River Bridge,the HanjiangAvenue,the HuangjiahuAvenueandthe OpticsValleySquare;starttoconstructthe East Lake Tunnel and the South Lake Tunnel;strivetostarttheconstructionofthe ShuangliuYangtze River Bridge,andplantheconstructionofthe OpticsValleyYangtze RiverBridge.Wewillgetthroughten"roadstonowhere";completetheconstructionof80micro-circulatoryroads;andmakeabigpushtoimprove,renovateandupgradeurbanroad pavements.Wewillimprovethesupport capacity of municipal engineering works;constructmoreparkinglots,chargingpilesandhydrogenrefuelingstations;andadd200,000parkingspacesand100,000chargingpiles.Wewilltakeactivestepstoadvancethekeydrainageprojects,andincreasethecity-wide drainagecapacityby90cubicmeterspersecond.Wewilloptimizethelayoutofwatersupply;speeduptheformationofacentralized watersupplynetwork to supporttheentirecity;workhardtoimplementthesecondarywatersupplyrenovationproject;renovatethe300secondarywatersupplyfacilitiesinoldresidentialareas;andcompletetherenovationtasksintheentirecitywithinthreeyears.Wewillcontinuetoimproveutilitytunnels andcompletetheconstructionof40squarekilometersofspongecity.
Wewillimprovethelevelofurbandelicacymanagement.Wewillcompletethemunicipalplanningofnationallandspace based onthe"interim master plan of Wuhan";makeagoodurbandesignwithhighstandards;andstrengthentheoverallplanningofurbanskyline,architecturalstyle,etc.We will continue to work on comprehensive environmental treatment with focus on environments in the vicinity of stations and venues, roads, construction sites, railway lines and rivers and lakes to achieve clean road pavements, pleasing building elevations, landscape lighting, clear water and green ecology.Likeformingalineoutofsectionsandastretchoutofpieces,wewillspeeduptheconstructionofthemainaxisoftheYangtzeRiver,buildoutstandingareasalongtheYangtzeRiverandacceleratetheconstructionofurbanbalconies.Wewillpushforwardecologicalrestorationandurbanrenovation;continuetodeliveragoodperformanceinthetransformationof"oldplants,townsandvillages";fightawarofannihilationinrenovatingthepipelinenetworkinoldresidentialareasandimprovingtheenvironmentofthevillagesinthecity;andcarryoutthe"micro-transformation"topromotetheorganicrenewalofthecity.Wewillmakecontinuouseffortstoraisethestandardofurbandelicacymanagement;formulatetechnicalguidelinesinallfieldsofurbanmanagement;upgradethenewurbangridmanagementsystem;implementthe"three-chiefsystem"ofroadchiefs,stairwaychiefsandshopchiefs;furtherdelegatethelawenforcementforce;improvetheorganiclinkingmechanismbetweencomprehensivelawenforcementandindustrymanagement;and strengthentheapplicationofbigdata,andimprovethelevelofsmartcitymanagement.Wewillstepup classification of household waste and continuetomakeprogressintheToiletRevolution.
We will make efforts to promote the overseas publicity and global marketing of Wuhan so as to raise its international visibility. We will intensify the promotion of Wuhans cultural tourism brand abroad and build it a destination for global tourists. We will conduct thematic consumption activities to expand consumer demand. We will strengthen the comprehensive development and full utilization of the venues, facilities and cultural brands of the MWG.
6. We will continue to improve the ecology and environment to make Wuhan a more livable city.
We will keep intensifying joint efforts to protect the Yangtze River. We will continue to fight the 10 major battles for the Yangtze River protection; implement the 10 strategic measures for the green development of the Yangtze Economic Belt; and build a national demonstration zone of green development in the Yangtze Economic Belt. We will take big steps to optimize and adjust the resources of the ports, wharves and shorelines in the core area of the Wuhan section of the Yangtze River and the Han River and severely crack down on illegal sand mining to achieve intensive operation of public service and tourist wharves, elimination of freight transport wharves or shipyards, and landscape improvement. We will further implement the development strategy of "one city, one port and one operator"; improve the efficiency of port operation and management; accelerate the project of Railway-Water Intermodal Transport Phase II in the Yangluo International Port; refine the collecting, distributing and transporting system of the port; and carry out green transformation of the port. We will continue to deliver a good performance in shutdown, transformation, relocation or shift of business lines of chemical enterprises along the Yangtze River.
We will take integrated greening action. We will take active steps to create a national ecological garden city; put more efforts in the protection and restoration of the ecosystems in key areas such as the main axis of the Yangtze River, the East Lake Ecological Center, the Fuhe River Wetland and the Tianxing Islet; and accelerate the construction of major greening projects such as afforestation on the Yangtze River banks and the ecological belt of the Fourth Ring Road. We will build 45 additional parks, 6 million square meters of additional greenspace, 300 kilometers of additional greenways and 20,000 mu of afforestation. We will undertake detailed daily management of landscaping. We will strengthen the work to restore and improve the environment of mines. We will consolidate the achievements made in precision barrenness eradication.
We will improve the ecology and environment management system. We will continue to strengthen the monitoring and assessment of water quality in Wuhan Section of the Yangtze River and Han River and refine the rewards & punishments system and the compensation system for ecological conservation, and fully implement the system of river chiefs and lake chiefs. We will accelerate the construction of a national carbon emissions trading and registry system, and promote the trading of carbon emissions permits and major pollutantsdischarge permits. We will implement the reform of the compensation system for damage to the ecology and environment. We will strengthen the auditing of the natural resource assets when a relevant official leaves office. We will move to revise the regulations on the prevention and control of motor vehicle emissions. We will improve the cross-department and cross-district coordination mechanism in response to environmental protection emergency. We will launch a citywide campaign on ecological and environmental protection.
7. We will do more to implement the rural revitalization strategy and promote the integrated urban-rural development.
We will vigorously develop modern urban agriculture. We will innovate and upgrade the“three-countryside” project,and continue to promote the flow of talented professionals, capital and technology to the countryside to help each township establish their own business operation with distinctive local features and each village develop their own featured product We will make big advances in the construction of urban-pastoral complexes and promote the integrated development of industries in rural areas. We will speed up the construction of "Chinas Seed Capital". We will take action to upgrade the agricultural product processing industry, further improving the quality and safety of agricultural products, and ensure that the output value of agricultural product processing industry reaches 290 billion yuan. We will take significant steps to develop e-commerce in rural areas, striving to achieve revenue of over 25 billion yuan fromonline retail of agricultural products. We will encourage farmers to get employed or start businesses in the locality or vicinity.
We will deepen rural reforms. We will improve the systems concerning separating ownership from right of contracting and right of management of rural landand separating ownership from right of qualification and right of use of rural homesteads to further activate rural land resources. We will comprehensively promote the reform of the rural collective property rights system; develop new modes of agricultural operation; implement the program of nurturing entities for new type of agricultural operation; and work hard to cultivate new type of skilled farmers. We will increase 100 additional family farms, nurture 310 additional specializedfarmer cooperatives, and cultivate certified brands of safe and quality agricultural products.
We will push forward the building of beautiful countryside. We will establish a sound system of modern rural governance, upgrade the level of self-governance, rule of law and rule of virtue, and build a safe, peaceful and culturally advanced countryside. We will prepare the village plan in an all-round way, and make big advances in the three-year critical battles of the four major ecological programs, including toilet revolution, precision barrenness eradication, domestic sewage treatment in townships and harmless disposal of urban and rural household waste. We will improve the environment of village bays and complete the ecological restoration of 33 old and simple landfills in rural areas to achieve no open wastestorage tanks in rural areas. We will complete the construction or transformation of 765 rural public toilets, and the transformation of toilets for 120,000 rural households. We will improve domestic sewage treatment in 1,000 administrative villages, upgrade 300 kilometers of rural roads where passenger buses run, build 200 kilometers of additional roads to bays, and strive to create 45 provincial-level green villages.
8. We will better ensure and improve living standards so that citizens can share the fruits of reform and development.
We will promote fuller employment with higher quality. We will implement the strategy of prioritizing employment and positive employment policy, encourage 30,000 entrepreneurs to start businesses, and provide jobs for 200,000 more people in urban areas. We will encourage the construction of more than 20 pre-employment novitiate bases for graduates as well as more than 200 internship and practice training bases for college students. We will strengthen employment assistance for people in urban areas who have difficulty in finding jobs, and eliminate "zero-employment families" on a dynamic basis. We will optimize the guarantee services for start-up loans and bring rural self-employed farmers into the scope of support. When farmers whose households are registered in Wuhan go out as migrant workers, we will still pay personal accidental injury insurance for them. We will carry out vocational skills training in a large scale. We will apply to establish a national human resources service industrial park. We will carry out the "escort action" to assist enterprises in stabilizing posts through unemployment insurance, and expand the coverage of the subsidy for stabilizing posts. We will further implement the incentive scheme for income increase of urban and rural residents. We will continue to raise basic pensions for retirees. We will make sure that the arrears owed to rural migrant workers are paid off to them and they can get their wages on time. We will improve the consultation and coordination mechanism involving the government, trade unions and enterprises, and build a harmonious labor relationship.
We will weave a strong social security network. We will promote universal participation in social security and increase the coverage of social security by 400,000 insurance policies. We will improve the standards of urban and rural subsistence allowances, benefits for entitled groups, financial subsidies for basic medical insurance, etc. We will pay specific health insurance premium for women with financial difficulties. We will implement the rehabilitation assistance system for disabled children. We will make a big push to develop public welfare charities. We will continue to pilot the comprehensive reform of the national elderly care service industry; promote the transformation of existing facilities to adapt to the elderly; build 100 community service centers (stations) for the elderly in the urban area and 307 mutual care and activity centers (service centers) for the elderly in the rural area; and press ahead with trials for long-term care insurance. We will start 35,000 housing units and complete 25,000 housing units to speed up the rebuilding of rundown urban areas. We will raise funds for and construct 10,000 public rental housing units and 400,000 square meters of government subsidized housing for graduates.
We will provide each and every child fair access to quality education. We will deepen the comprehensive reform in the field of education. We will build, renovate or expand 30 inclusive kindergartens for public welfare, and add 8000 opportunities for children to ensure that more than 80% of kindergarten children have access to public kindergartens and inclusive private kindergartens. We will build, renovate or expand 20 public primary or secondary schools, and add 24,000 learning opportunities for students. We will improve the conditions of 43 small rural schools and 104 boarding schools in towns and townships. We will take big steps to improve the conditions of public kindergartens in rural areas, and build 10 care service stations for left-behind children in rural areas and 240 community trusteeship chambers for adolescents during winter and summer vacations. We will take comprehensive measures to prevent and control myopia in children and adolescents. We will deliver a good performance in special needs education and promote the development of vocational education. We will strengthen management for campus safety.
We will improve the quality of public cultural services. We will take active steps to apply the core socialist values; promote the "red gene" inheritance program; continue to promote the civic moral progress; and advance the building of a culturally advanced city. We will create the "heart of Yangtze River civilization" and promote the creation of a world-class historical and cultural cluster display area. We will plan and construct the New Yangtze River Civilization Museum, complete and open thePanlongcheng National Archaeological Site Park and Qintai Art Museum. We will buildtheWuhan Center of Chinese Operas. We will push forward the application of the Tea Road for a world cultural heritage site. We will press ahead with the program of a national cultural consumption pilot city. We will carry out the campaign of the high arts performance season designed to benefit the people, and host the Qintai Music Festival, the Arts Festival in Wuhan Higher Education Institutions and other events. We will organize 3,000 performances for such cultural events as "Summer of Wuhan" designed to benefit the people, and carry out 2,000public welfare lectures on family education in communities (villages). We will push forward the pilot reform that aims to boost the development of football in China. We will hold the 7th Wuhan Fitness-for-All Games, and replace or build 500 sets of fitness equipment in communities (villages). We will work hard to develop integrated tourism; promote the deep integration of cultural tourism; take active steps to integrate and enhance the tourism resources of the "two rivers and four banks"; create a number of classic cultural tourism routes;and plan and build a number of blocks and scenic areas with distinctive features. We will boost cultural innovation and creativity; speed up the development of new forms of cultural businesses such as digital creativity and design services; expand the brand effect of Wuhan as the "Capital of Design"; and support each district to build distinctive cultural and creative industry parks.
We will improve people’s health and promote healthcare development in Wuhan. We will deepen the comprehensive reform of public hospitals; expand the scope and variety of centralized medicine procurement; and further control the unreasonable growth of medical expenses. We will refine the tiered diagnosis and treatment system, and consolidate the construction of healthcare clusters. We will deepen the comprehensive reform of community-level healthcare; carry out the campaign of "high-quality services at community level";upgrade 4 community-level healthcare institutions; and make sure that 5 district-level disease prevention and control centers meet the national standards. We will strengthen the construction of public health system; promote the construction of a regional medical center; speed up the construction of such projects as the maternity and child complex in Wuhan Childrens Hospital;and complete the relocation projects such as Wuhan First Aid Center and Wuhan Disease Prevention and Control Center and put them into use. We will push forward the preservation and development of traditional Chinese medicine. We will foster and develop the big health industry. We will consolidate the achievements made in creating a national sanitary city. We will promote the creation of smoke-free environment and the legislation on smoke control. We will improve the construction of a national food safety demonstration city; refine the process-widetraceability and oversight system;and put in place robust long-term regulatory mechanisms for drugs to resolutely safeguard people’s health.
We will deepen innovation in social governance. We will improve the governance of urban and rural communities; extend the experience of such communities as Baibuting and Qingheju; expand the coverage of "red property" in old residential areas; and strengthen the tutelage and care of special groups. We will strengthen the construction of comprehensive service facilities in urban and rural communities; build 100 community social work service stations; press ahead with trials to build 100 rural communities; and explore the practice of offering property services in rural communities where conditions permit. We will make further progress in the campaign of "community policing by 10,000 policemen"; build 500 "smart peaceful communities"; make sure that 50% reach the standards of starredpeaceful communities (villages); and improve the crime prevention and control system. We will intensify the special campaign against organized crime and local mafia. We will deepen the reform of the system for handling public complaints in a way consistent with the rule of law;and take active steps to mitigate and addresslong-pending complaints. Comprehensive measures to regulate the Internet will be strengthened according to law. We will further implement the "7th Five-Year Plan" on activities to improve public awareness of laws, and improve the public legal service system. We will continue to promote mutual support between the military and civilians, and encourage their joint efforts in fostering stronger observance of socialist cultural and ethical standards. We will strengthen national defense mobilization, and progressively improve the service and social security system for demobilized military personnel. We will carry out work safety checks against hidden hazards and strengthen the building of comprehensive fire rescue forces to resolutely guard against and curb the occurrence of accidents, and ensure a stable situation for workplace safety on the whole.
Fellow Deputies, there is nothing trivial about serving the people. In recent years, we have proposed to get 10 things done every year for the welfare of the people, and have made positive achievements. Considering that 10 things can no longer cover all the services the government needs to deliver to the people, we will no longer list them in the Report on the Work of the Government from this year on; insteadwe will include the services to be delivered in that year in the work of all the governmental departments, strengthen the mechanism of processing on a regular basis, intensify further efforts in processing, and strive to deliver more and better services to the effect that the citizens are more satisfied!
III. We will build a service-oriented government that the people are satisfied with.
Peoples hearts are the strongest political power, and peoples satisfaction is our highest pursuit. We should work hard to meet the requirements of firm faith, impeccable credentials, full responsibility, outstanding ability, and impeccable conduct. We should further transform the functions of the government, take on new responsibilities in the new era and do a good job in all aspects of government work at a high level.
We should resolutely uphold General Secretary Xi Jinping’s core position in the Party Central Committee and in the Party as a whole, and resolutely uphold the Party Central Committee’s authority and its centralized, unified leadership. Revolving around political progress, we should keep firmly in mind the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment. We should strengthen our confidence in the path, theory, system, and culture of socialism with Chinese characteristics. We should resolutely enforce the Party Central Committees decisions and deployment, and resolutely implement the requirements and deployment of the Provincial Government, the Provincial Party Committee and the Municipal Party Committee. We should fully implement the accountability system for ideological work. We should fully act on the rectification opinions put forward by the inspection groups of the central and provincial party committees.
We will continue to perform the functions of government in accordance with law. We will fully act on the implementation plan for the building of a government based on the rule of law. We will strengthen the examination on the legitimacy of major administrative decisions, normative documents and major law enforcement decisions, and make government decision-making more scientific, democratic and law-based. We will promote institutional reforms of the government, and further reform coordinated law enforcement by government departments. We will optimize government procedures and promote transparency in government affairs. We will make further efforts to ensure that the person in charge of an administrative organ answer charges in the court, and the organ fully implements the effective verdict. We will fully implement the resolutions and decisions of the Municipal Peoples Congress and its Standing Committee. We must readily subject ourselves to the oversight of the Municipal Peoples Congress, the municipal CPPCC committee, and the municipal supervisory body. Auditing-based oversight will be strengthened. We must actively accept public oversight and oversight through public opinion. We must ensure the exercising of administrative power in line with the rule of law.
We will strengthen our readiness to shoulder responsibility. We should enhance the "eight abilities", fully perform our duties, and have the courage to bear our responsibilities, carry out the work in a creative manner, and strive to be the "main attacker" in reform and development. We will improve mechanisms thatgive incentives, impose constraints, and allow for mistakes in an effort to keep all the officials motivated to try and deliver real outcomes. We will make large-scale efforts to carry out the "extensive investigation and full implementation". We will keep up efforts to address formalities performed for formalities’ sake, bureaucratism, hedonism, and extravagance, with particular focus on seeing the first two stamped out. We will spend more time on implementing the work.
We will step up efforts to build a clean government. We will see that leading Party and government officials assume full responsibility on exercising full and strict Party self-governance while performing their duties. We will do more to improve Party conduct, build a clean government, and fight corruption in the government. We will act on the standards on integrity and self-discipline and the regulations on disciplinary measures. We will enforce the Party Central Committee’s eight-point decision on conduct and its rules for implementation, as well as the provincial and municipal implementation measures. We will strengthen risk prevention and control for a clean government in the fields of public funds, state-owned assets and state-owned resources, and prevent corruption from its source.
Fellow Deputies, 2019 is full of opportunities and challenges. Let us rally closer around the Party Central Committee with Comrade Xi Jinping as its core and follow the strong leadership of the Provincial Government, the Provincial Party Committee and the Municipal Party Committee, build on the momentum, rise to each challenge with enterprising endeavor, and spare no further efforts to write a new chapter in building Wuhan into a modern, international and eco-friendly city, and a National Central City. We will commemorate the 70th anniversary of the founding of the People’s Republic of China with great achievements!
