Report on the Work of the Government
– Delivered at the First Session of the 14th Wuhan Municipal People’s Congress on February 15th, 2017

On behalf of the Wuhan Municipal People’s Government, I will now report to you on the work of the government and ask for your deliberation and approval. I also wish to have comments on my report from the members of the Wuhan Municipal Committee of the CPPCC and other members present at the meeting.
I. Review of the work we accomplished in 2016 and the past five years
In the past year, we put into practice the guiding principles of General Secretary Xi Jinpings major policy addresses, and the new visions, thoughts and strategies on governing the country, under the firm leadership of the Hubei Provincial Committee of the CPC, Hubei Provincial People’s Government and Wuhan Municipal Committee of the CPC; we responded proactively to the economic downtown and catastrophic flood disaster, made bold innovations, overcame obstacles, pressed ahead with a pioneering spirit and got the 13th Five-Year Plan off to a great start. The GDP of Wuhan reached RMB 1,191.2 billion, up by 7.8%.

The output value of new and high-tech industries reached RMB 844.6 billion, accounting for 64.2% of the total output value of large-scale enterprises, and such new drivers of growth as new high-tech industries and modern services account for 60.2% of the City’s GDP.
Notable achievements were made in supply-side structural reform. We secured solid progress in our efforts to ‘cut overcapacity and excess inventory, deleverage, reduce costs and strengthen points of weakness’. The steel industry completed the task of cutting overcapacity ahead of schedule. Direct financing by enterprises totaled RMB 145.99 billion, representing an increase of 11.3%. We also took combined measures to replace business tax with VAT and reduce the collection of fees from enterprises, and alleviated the financial burden on enterprises by RMB 17.5 billion.
New breakthroughs were achieved in opening up to the outside world. The China (Hubei) Pilot Free Trade Zone and Wuhan Xingang Airport Free Trade Zone with the Wuhan area as its mainstay were approved, making Wuhan the only city in inland China with two free trade zones. The number of entries and exits reached 2.517 million person-times, ranking first among central cities.
Major victories were secured in flood disaster relief. Last year, the City suffered severe floods on a scale rarely seen in history, with weekly rainfall amounting to as much as 592.3 mm, setting a record high. The people of the whole City united as one and won the battle of defending Zhucheng, ensuring the security of the lives and property of 200,000 people; we won the battle of defending Tianhe International Airport and ensured the normal operation of domestic and international flights; we properly handled 236 dangerous situations such as the piping effect at Daokou Lake and ensured the safety of the City; we relocated affected people promptly and provided 250,000 person-times of emergency aid for victims of the disaster, and all those whose houses collapsed or were damaged were moved into new homes. Soldiers and civilians fought side by side and won a glorious victory in fighting against floods in the new century.
The people’s quality of life continued to improve. Rail Transit Line No. 6 and the Airport Line were opened to traffic on a trial basis, and the average daily passenger volume of subways reached 2.07 million person-times, an increase of 25.8%, making the travel more comfortable and convenient for the citizens. We completed the renovation of Zhongshan Avenue, and the century-old street took on a new look; Donghu Greenway was completed and put into use, and has been highly praised by residents. Fifteen parks were built, renovated or expanded, and 7.83 million m2 of green area was created so that our citizens could get closer to nature. We over-fulfilled the annual tasks of well-targeted poverty alleviation, and 45,739 impoverished people and 77 poverty-stricken villages were raised from poverty as a result.
I will now move on to discussing our main work of last year:
First, we rose to the challenges and worked hard to stabilize growth and promote economic transformation. We gave particular emphasis to the ‘6+6+8’ major growth points and key enterprises, and the upgrading of the service sector, and our economy has registered a slower but stable performance with good growth momentum as a result.
Breakthroughs were made in the construction of major industrial projects. Five industrial projects with an investment of more than RMB 5 billion each, including the G6 TFT-LCD of CSOT and Dongfeng- Renault, have been completed and put into operation, creating a record high in recent years. We signed contracts for the introduction of advanced manufacturing projects, including seven projects with an investment of more than RMB 5 billion each and six with an investment between RMB 3 and 5 billion each. The construction of the Memory Manufacturing Project has commenced, with a total investment of USD 24 billion, making it the largest single investment in the City since the founding of New China.
Breakthroughs were made in the development of pillar industries. The output value of motor vehicles and auto parts exceeded RMB 300 billion, automobile production reached 1.767 million units, and the output value of IT manufacturing exceeded RMB 200 billion. Both deposits and loans in RMB and foreign currencies of financial institutions exceeded RMB 2 trillion for the first time, with the increase rate of savings deposits ranking first among sub-provincial cities and that of loans ranking second nationwide. The total retail sales of consumer goods totaled RMB 561.06 billion. Both the added value of tourism and the income of software and information service industries exceeded RMB 100 billion. The output value of the agricultural products processing industry reached RMB 268.21 billion.
Second, we embarked on brave explorations of enhancing innovation and the driving force of economic growth. The pilot reform plan for all-round innovation was approved by the State Council, and ten pilot reform schemes authorized by the Central Government have been implemented, including the pilot demonstration program of the ‘Made in China 2025’ initiative and trials to allow commercial banks to participate in combined debt-equity investments in startups and small businesses.
The convergence of innovative talents and venture capital investment was accelerated. We identified 116 ‘city partners’ and introduced 251 leading talents for starting businesses and making innovations,150,000 university graduates chose to work or start businesses in Wuhan, setting a record high; and the number of various venture capital institutions reached 724, with a total management capital of more than RMB 100 billion.
The platforms for making innovations and starting businesses were continuously improved. The Donghu New Technology Development Zone was included in the first batch of national demonstration bases for making innovations and starting businesses. We launched the construction of three batches and a total of 13 ‘Innovation Valley’ projects. We have 221 various types of business incubators with an area of 10 million m2, ranking first among cities in China. We held activities to encourage innovation and starting businesses, including the ‘Yellow Crane Cup’ competition for innovation and start-up projects by high-level talents. A total of 2,100 new businesses were started by college students.
The leading role of enterprises in making innovations was increasingly strengthened. Thirty new R&D institutions and 201 different types of platforms for scientific and technological innovation were established by world and domestic top 500 and multinational companies. Applications for invention patents reached 20,643 cases, up by 36.9%, over half of which were applied for by enterprises. As many as 521 new and high-tech enterprises were created, with the total number reaching 2,177. In addition, a number of internationally advanced independent innovations emerged, including ultra-high-speed, ultra-large capacity and ultra-long distance optical transmission, the first normal temperature and pressure hydrogen-storage hydrogen energy cars and so on.
Third, we gave priority to key areas in promoting reform and opening up. We promoted 100 key tasks of reform in a coordinated way and worked hard to improve the opening up functions, thereby significantly enhancing development vitality.
Breakthroughs were made in key areas of reform. We promoted the full coverage of reform in government review Version 3.0 at a district level, and realized the concentration of administrative review duties, items and links; we introduced an oversight model across the board which draws on random inspections by randomly selected law enforcement officers or inspectors and requires the prompt release of results, and 80% of law enforcement departments have established the ‘list of items for inspection, database of organizations being inspected and database of law enforcement officers’. We reformed the financial systems at city and district levels, and strengthened the management of special funds. We expanded areas of private investment, launched 10 PPP (public-private partnership) pilot projects, and the preparations for the establishment of the private Zhongbang Bank was approved. A total of 14.61 million new market entities were launched, an increase of 12.3%. We achieved new progress in ‘1+10’ social governance reform. We enhanced the building of a law-based government, completed 2 bills and 283 proposals raised by deputies to the City Congress, and 3 proposals and 615 motions raised by members of the Wuhan Municipal Committee of the CPPCC, and the rate of satisfaction reached more than 99%.
The development of an open economy gathered momentum. Foreign investment in actual use increased by 16.1% and 13 Fortune 500 enterprises were introduced into the city, with the total number of Fortune 500 companies reaching 243. We opened 5 new international flights, making the total 41. The services of the China-Europe (Wuhan) International Freight Train were extended to 28 countries in Asia and Europe. The United Kingdom established a Consulate General in Wuhan. Nineteen new international sister cities and international cities for friendly exchange were established. The first international Marathon and other important international events were successfully held in Wuhan.
Fourth, we enhanced the functions and improved the quality of urban construction. We also maintained the good momentum of urban construction, and investment in urban construction exceeded RMB 200 billion.
A number of major urban construction and transportation projects were completed and put into use. The second runway of Tianhe International Airport was put into use, and the passenger handling capacity of the Airport exceeded 20 million person-times. The Wuhan-Xiaogan Intercity Railway was opened to traffic. The construction of the railway-waterway combined transportation of containers of Yangluo Port was started. The construction of all ten lines in the third round of rail transit construction planning was started, and the rail transit operating mileage reached 181 km. The main line of the western section of the fourth Ring Road was completed, and the renovation of Hanyang Avenue and the second phase of the elevated highway of Dongfeng Avenue were also completed.
Urban functions were continuously improved. 105 km of new main pipeline of the drainage network and 107 km of sewage pipe network were built, with a waterlogging capacity of 490 m3/second, and the upgrading of 9 sewage treatment plants is underway. We accelerated smart city construction and took the lead in launching the smart transportation project of ‘Yixing Jiangcheng’ (literally meaning ‘easy travel in Jiangcheng’, another name for Wuhan), the smart control of vehicles transporting construction waste and other applications, and our ranking in the Traffic Performance Index among Chinese cities has continued to fall as a result.
The quality of the ecological environment was significantly improved. We took central environmental protection inspections seriously and uncovered and rectified 92 major environmental problems. The number of days with good or excellent air quality reached 237, an increase of 45 days over the previous year, accounting for 64.8% of the year, and up by 12.2%; the average concentration of PM10 and PM2.5 decreased by 11.5% and 18.6% respectively, and our rankings for air quality rose by seven places among 74 cities nationwide. The quality of the water environment took a turn for the better, and remarkable results were achieved in the resource and environmental improvement along the Yangtze River and Hanjiang River. We deepened the campaign of ‘Building Wuhan into a Green City with Beautiful Flowers Blooming in All Three Towns’, increased the green space by 41,000 mu (approximately 2,734.7 ha.) by planting trees, and the flower-growing area in the city center grew by 80,000m2.
Fifth, we put the people’s livelihood first to increase their wellbeing and promote social harmony. We created 179,000 new jobs and supported 26,600 people to start businesses. The per capita basic pension benefits for enterprise retirees and the basic pension of urban and rural residents increased by 8% and 25% respectively. We built 55,000 new affordable houses. We built, renovated and expanded 53 kindergartens open to all children, and completed the standardization of 46 primary and secondary schools. Comprehensive reform was carried out in all public hospitals, and all public hospitals at city and district levels removed their medicine markups. The monument of the former site of the CPC Central Committee in Wuhan was opened to the public. The campaign of building a ‘Safe Wuhan’ was further deepened, food and drug safety was continuously improved, and workplace safety remained stable. The construction of the 7th Military World Games venues was started. We also won the title of National Model City once again for ‘supporting the army and giving preferential treatment to the families of servicemen and martyrs, and (for the army) supporting the government and cherishing the people.’
We actively promoted the work of national security, national defense mobilization, military-civilian integration, civil defense, fire control, arbitration, protection of state secrets and meteorology, and strengthened consultancy, literature and history, archives, ethnic affairs, religious affairs, overseas Chinese affairs and local volunteer work. Our work related to women and children, elderly groups and people with disabilities developed healthily.
Looking back to 2016, we faced grave challenges posed by many problems and risks, and encountered grim tests in stabilizing growth and maintaining security. The people of the City shared from top to bottom with one purpose, forged ahead with determination and high morale, and kept the general situation of economic and social development stable. Now, let us show our admiration for this excellent performance in all our endeavors!
Esteemed deputies! The sound economic and social development in 2016 marked the successful completion of the work of this government. The past five years was truly an extraordinary period in Wuhan’s development history. Under the strong leadership of the Central Committee of the CPC with Comrade Xi Jinping at its core, following the requirements of the provincial Party Committee and Government and the decisions of the Municipal Party Committee, and relying on the people of the whole City, we ventured to break new ground, strived for excellence and spared no efforts to revitalize Wuhan and build it into a national-level central city. Wuhan has been developing in leaps and bounds, its economic strength is constantly enhancing, the face of the city is changing with each passing day, and its strategic position has significantly improved.
In the past five years, Wuhan has witnessed remarkable economic development. We focused on industrial transformation and upgrading, and promoted the redoubling of the industrial output and upgrading of the service sector. The accumulated industrial investment reached RMB 1.15 trillion, 18 projects with an investment of more than RMB 5 billion each have been completed and put into operation, and the number of industries with an output value of more than RMB 100 billion increased to 5. Such modern services as finance, logistics and industrial design have been developing rapidly, and the GDP of Wuhan broke through the RMB 1 trillion level.
In the past five years, Wuhan has achieved a chrysalis-to-butterfly transformation. We focused on the improvement of urban functions and promoted the leapfrog development of urban construction. The accumulated investment in urban construction totaled RMB 784.69 billion. Subway lines have become rings and extended to all three towns of Wuchang, Hanyang and Hankou; the network of expressways in central urban areas has rapidly taken shape, the international transportation of waterways, land routes and air transport has been continuously expanded, urban redevelopment has been accelerated and Wuhan has increasingly become a metropolitan city.
In the past five years, Wuhan has significantly improved its level of civilization. We focused on improving the quality of the city and vigorously promoted the creation of a civilized city, and Wuhan was successfully included in the list of national civilized cities. We deepened the reform of urban management; as a result, the urban and rural environment took on a new look, and Wuhan received the title of ‘National Hygienic City’. We achieved fruitful results both in material civilization and raising the level of our cultural life.
In the past five years, Wuhan’s living standards were greatly improved. We focused on improving people’s living standards and worked hard to promote social programs. The accumulated expenditure on livelihood from public funds totaled RMB 412.2 billion, an average annual growth of 18.6%. Employment, social security and social assistance systems have gradually improved, education, healthcare, culture, sports and other public services have developed in a balanced manner, and the production and living conditions in rural areas have improved significantly. We also won the ‘Changan Cup’, the highest honor for comprehensive social management.
Looking back to the past, every single citizen of Wuhan has been the witness and promoter of this glorious period of history, and we are worthy of this great city!
Esteemed deputies! We have gone through all kinds of hardships and difficulties in making these achievements. Everything we accomplished in the past five years is inseparable from the hard struggle of our people and our officials. On behalf of the Wuhan Municipal People’s Government, I wish to express our high respect for and heartfelt thanks to the people of all ethnic groups in Wuhan, deputies of the Wuhan Municipal People’s Congress and members of the Wuhan Municipal Committee of the CPPCC who have given strong support to the work of the government, and to public figures from all sectors of society and other parties and peoples organizations, to central units and various organizations in Wuhan, to the Peoples Liberation Army and the armed forces in Wuhan, to workers participating in the construction of the City, to our fellow countrymen and women in the Hong Kong and Macao special administrative regions and Taiwan, to Chinese nationals overseas and to international friends who have supported the development of Wuhan.
We are also keenly aware that our City still faces many difficulties and problems in pursuing development. There is a certain gap between our overall economic strength and our status as a pacesetter city; the transformation and upgrading of traditional industries remain difficult; some industries have plummeted due to the impact of multiple factors; some main economic indicators have failed to meet the expected goals; the development of private economies is insufficient, and the ratio of foreign trade in our economy and level of internationalization need to be improved; the level of detailed management and the quality of the City need to be enhanced; the endowment of mountains and rivers and other resources needs to be further tapped; traffic congestion, urban waterlogging, environmental pollution and other points of weakness need to be strengthened; the increase in rural income lacks sustainability, and the urban-rural dual structure remains a prominent problem; there is a certain gap between such public services as education, medical care and elderly pensions, and the expectations of the people; and certain officials lack the sense of mission and fighting spirit, for some officials there still exists the phenomena that they do not want to, or dare not, or do not know how to perform their duties, and invisible variations of ‘formalism, bureaucracy, hedonism and extravagance’ still occur from time to time. We will take effective measures to address these problems.
II. Prospects for our work in the next five years
Esteemed deputies! During his inspection tour of Wuhan in 2013, General Secretary Xi Jinping affirmed the ‘Rejuvenation of Great Wuhan’ on many occasions and put forward four requirements. The next five years is crucial for us to implement the new development vision and accelerate the rejuvenation of Wuhan. The 13th Party Congress of the City formulated the strategic objectives for the development of Wuhan in the coming five years: by the end of 2018, the regional GDP and the income of urban and rural residents will be doubled in comparison with 2010, people’s living standards will be significantly improved and the poverty alleviation tasks will be completely fulfilled; by the end of 2021, we will finish building a moderately prosperous society in all respects, and move faster to transform Wuhan into a great modern, international and ecological city, laying a solid foundation for the ‘Rejuvenation of Great Wuhan’.
围绕这一战略目标，政府工作的总体要求是：高举中国特色社会主义伟大旗帜，深入贯彻习近平总书记系列重要讲话精神和治国理政新理念新思想新战略，统筹推进“五位一体”总体布局，协调推进“四个全面”战略布局，坚持稳中求进工作总基调，按照省委省政府建设“五个湖北”和“强化主中心”、“充分发挥核心带动作用”的要求，在市委领导下，聚力改革创新，奋力拼搏赶超，加快建设国家中心城市，高水平全面建成小康社会，全面开启复兴大武汉新征程，让宏伟蓝图一步一步变为现实，使群众期盼变为美好生活。To achieve these strategic objectives, the overall requirements of the work of the government are as follows: hold high the great banner of socialism with Chinese characteristics, put into practice the guiding principles of General Secretary Xi Jinpings major policy addresses and new visions, thoughts and strategies on governing the country, work in accordance with the overall plan for promoting all-round economic, political, cultural, social and ecological progress, and the ‘Four-Pronged Comprehensive Strategy’; follow the general principle of making progress while working to keep performance stable, and work in accordance with the provincial Party Committee and provincial government’s requirements of building a ‘prosperous, innovative, law-based, civilized and happy Hubei’, ‘strengthening Wuhan’s role as a central city’ and ‘giving full play to Wuhan’s role as a core city of the Province’. Under the leadership of the Municipal Party Committee, we will concentrate on reform and making innovations, strive to accelerate development, speed up the construction of a national-level central city, complete the building of a moderately prosperous society in all respects, fully launch the new round of rejuvenating great Wuhan, make the great blueprint a reality and turn people’s expectations into a happier life.
To this end, we will promote the implementation of the following eight major tasks in the next five years:
First, we will focus on improving and upgrading the structure of industry to build Wuhan into an important economic center in China. We will work to revitalize the real economy, and accelerate the development of advanced manufacturing by giving equal importance to fostering strategic emerging industries on the one hand and transforming and upgrading traditional industries on the other, thereby promoting the shift from production-oriented manufacturing to service-oriented manufacturing, and the in-depth integration between service-oriented manufacturing and the production-oriented services, as well as the integration between manufacturing and the internet, including the internet of things. We will boost the development of motor vehicles and auto parts, IT manufacturing, equipment manufacturing, bio-medicine and other industries to form two industries with a total output value of more than RMB 500 billion and several others with an output value of more than RMB 200 billion. We will accelerate the building of an industrial innovation center with global influence and promote the output value of new and high-tech industries to RMB 1.7 trillion. We will promote high-end modern services and work hard to build Wuhan into an important center of trade and logistics, a regional financial center and the capital of the designing industry in the world. We will improve the development level of modern urban agriculture to build Wuhan into a national demonstration area of modern agriculture.
We will vigorously promote the innovation-driven development of the private economy. By implementing the project of gathering and fostering businesses, and focusing on developing private high-tech enterprises, we will gather and foster a number of leading and innovative private businesses, make great efforts to foster and introduce top 500 private enterprises to China, and build a new height for the innovation-driven development of the private economy. We will relax market access restrictions on private investment, reduce financial burdens and give strong support to private businesses, protect their lawful rights and interests, and improve their status and ratio in the economy.
Second, we will promote innovation-driven development and enhance talent support to create an important national center for scientific and technological innovation. We will build a number of national bases for innovation in manufacturing and large-scale scientific devices. We will support the ‘Double First-rate’ development of Wuhan University and the Huazhong University of Science and Technology. We will create the world famous ‘Optics Valley’ and build Wuhan into an ‘Auto Capital in China’. We will introduce more talents into the City, deepen the ‘city partners program’ and introduce ten industrial scientists and 1,000 leading talents in innovation and starting businesses. We will create 15 ‘Innovation Valleys’, accelerate the construction of innovation streets and parks for college students, and build an innovation belt around universities. We will take effective measures to attract 1 million university students from home and abroad to make innovations and start businesses in Wuhan, in an effort to build Wuhan into a city of universities, youth, dreams and innovation!
Third, we will embark on brave explorations, make breakthroughs in key areas and strive to be a ‘pacesetter’ of intensifying reform in all respects. We will deepen supply-side structural reform, work hard to ‘cut overcapacity and excess inventory, deleverage, reduce costs and strengthen points of weakness’, improve market factors, guide the allocation of resources and improve the supply quality. We will deepen the reform of state-owned assets and state-owned enterprises, and foster leading industry groups distributed across the country. We will deepen reform so as to streamline administration, delegate more powers, improve regulation to provide better services and establish a new government review Version 4.0 service system under which ‘online review is normal and offline review is exceptional’, thereby making Wuhan the city with the fewest review items, the fastest review process and the best review services. We will strive to make major breakthroughs in 16 reforms such as making innovations in governance, improving ecological compensation and assessment mechanisms, establishing institutions and systems for innovation-driven development, making innovations in social governance and so on.
Fourth, we will promote two-way opening up, rebuild advantages and create an inland high ground for opening up. We will develop a high-level pilot free trade zone to build the Wuhan area into a test field and a new window for opening up in Hubei Province and China as a whole. We will take attracting investment as the No. 1 project in pursuing fast development, and strive to introduce more than 300 companies on the Fortune 500 list. We will double the foreign trade volume and outbound direct investment. We will expand the platform of international transportation with more than 70 international passenger and freight routes. We will strive to attract more consulates, international organizations and influential international events to settle in Wuhan and transform the City into an international exchange center. We will make great efforts to ensure that the 7th Military World Games will be a splendid world-class international sports event with distinctive Chinese features. In the past, the greatness of Wuhan came from its opening up to the outside world, and it was once almost equal to Tianjin and Shanghai in its prosperity. We will carry out higher-level inbound and outbound exchange and cooperation, rebuild the great opening up pattern of Wuhan and become a pacesetter in opening up to the outside world.
Fifth, we will promote the optimization of space, give full play to Wuhan’s leading role as a pacesetter and improve the development of the City in a coordinated way. We will enhance the strategic position of Wuhan in the overall development of China, fully improve its functions in leading innovation-driven development, its role as a transportation hub, boosting industry-driven growth and concentration of factors, and promote the integration of Wuhan’s metropolitan areas. We will give full play to Wuhan’s role as a ‘main center’ to boost the rise of the central regions and bring Wuhan’s role as a core city into play to serve as the backbone of the Yangtze Economic Belt.
Optimizing the urban spatial arrangement. We will build a full-range urban system composed of ‘1 main city + 3 sub-cities + 3 new cities’. We will support Jiang’an, Jianghan, Qiaokou, Hanyang, Wuchang, Qingshan and Hongshan Districts to improve their modern services, and support Dongxihu, Caidian, Jiangxia, Huangpo and Xinzhou Districts to build medium-sized modern cities.
Building world-class urban highlights. In accordance with the requirement of ‘placing emphasis on protection and refraining from large-scale development’, we have planned to build Yangtze New Town and form the framework of infrastructure and the embryo of pillar industries in an effort to create an exhibition area representing the highest achievements of urban development and a global model for future cities. We have planned to build Wuhan into the principal axis of the Yangtze River, and made comprehensive plans for the urban section of the Yangtze River focusing on the section in the city center in combination with the construction of the traffic axis, urban balcony and flood control facilities; we will complete the building of the 5A-level Jianghan Chaozong Cultural Tourism Area and Hankou Historical and Cultural District, promote the construction of Hankou Riverside International Business District, Hanzhengjie Central Service District and Wuchang Riverside Cultural and Commercial District, create the traffic axis, development axis, cultural axis, ecological axis and landscape axis, and strive to build a world-class city axis landscape. We have planned to build the Donghu urban ecological green center, complete the 50-km Donghu Green Avenue, complete the renovation of villages in the city landscape, build a national level ecological wetland park and internationally renowned eco-tourism scenic spots, and strive to build a world-class model city with lakes.
Accelerating the construction of a national integrated transportation hub. We will promote the planning and construction of the ‘two vertical, two horizontal and two connective’ high-speed railway network, to build Wuhan into a national center of high-speed trains and railway networks. We will build the Tianhe International Airport into a hub airport with an annual passenger handling capacity of 45 million person-times, and actively promote the extension of high-speed railways to the airport. We will build port clusters, shipping networks and service platforms oriented towards the Yangtze River valley and connected with the international market to basically complete the construction of a shipping center in the middle reaches of the Yangtze River. We will put at least two subways into operation each year so as to realize the subway networks of the main city and subway connections to new cities with a total length of 400 km, thereby accelerating our efforts to build Wuhan into a world-class ‘subway city’. We will make the Second Ring Road smooth, improve the Third Ring Road, complete the Fourth Ring Road and expand the Outer Ring Road eastward, and we will build more than 5 new roads extending in all directions to form a network with the Ring Roads composing a road network system of ‘five rings and eighteen radial roads’.
Sixth, we will concentrate on promoting ecological progress and protecting the environment so as to create a waterfront green city. We will thoroughly implement the campaign of ‘Embracing Blue Skis’ and ‘Embracing Green Mountains and Clear Waters’, and strive to raise the ratio of days with good or excellent air quality to 80% of the year. We will promote the treatment of floods, tidewater, waste water and drinking water, improve the water environment, ensure water safety and do a good job in water-related work. We will build a 570-km new sewage pipe network, and the tail water from the sewage treatment plants will reach the Class A standard; we will a build 300-km new drainage network and increase the pumping and drainage capacity by 1,000 m3/second; we will build, transform and expand 170 km of water supply pipelines; we will establish a multilevel ecological and green area system, and build 1,300 km of green roads; we will take good care of our valuable mountain and river resources in order to build Wuhan into a waterfront ecological and green city, and keep the mountains and rivers in the city so that ‘Wuhan blue, Jiangcheng green, and 100 clear lakes’ becomes an attractive scenic highlight of beautiful China!
Seventh, we will promote cultural prosperity and progress so as to comprehensively enhance cultural soft power. We will vigorously carry forward socialist core values, thoroughly implement the program of improving civic morality, and continuously enhance the civilization level of our citizens. We will accelerate the construction of the cultural function concentrated area composed of ‘one core and two belts’, namely Qintai Central Culture and Art District as the core and the two belts of the Wuchang Ancient City to Donghu and Shahu belt, and the Hankou section of the Yangtze River to Zhanggongdi and Garden Expo Park belt. We will implement the ‘Culture Plus’ strategy, support the creation of excellent literature and art works, guide urban and rural residents to expand cultural consumption, promote the cultural industry to become a pillar industry, and create an important cultural and creative center of China.
Eighth, we will concentrate on enriching and benefiting the people, and sharing in the fruits of development to effectively enhance the people’s sense of prosperity and happiness. We will adhere to a people-focused development philosophy, formulate and implement working plans for solving outstanding issues of general concern, and work harder to improve the people’s livelihood and solve their problems, thus enabling our citizens to enjoy a life corresponding to the leapfrog development of the City. We will implement incentive programs for increasing urban and rural income, and improve employment and income levels. We will achieve the full coverage of elderly insurance, strengthen weak points in medical insurance, and improve the housing security level to establish a more equitable and sustainable social security system. We will significantly improve the quality of education services. We will also bring more medical benefits to people, strengthen hospitals, promote health management and build a healthy Wuhan.
Esteemed deputies! Making plans for the future is a way to create the future. In the future, Wuhan will surely become a more developed economy and a more beautiful city in which people can enjoy a more comfortable life in a more equitable society. We are rushing towards the realization of the modern, international and ecological city of Great Wuhan!
III. The major areas of work in 2017
The year of 2017 is the first year of this new government. We will do a good job in maintaining steady growth, promoting reform, adjusting the structure, benefiting peoples livelihood, guarding against risks and promoting steady and sound economic development and social harmony and stability. We will also welcome the successful convening of the 19th National Congress of the Communist Party of China and the 11th Party Congress of the Hubei Provincial Committee.
The main development targets for 2017 are as follows: regional GDP growth of around 8%, local public budget revenue growth of around 10%, total retail sales growth of 10%, and the increase of urban and rural income basically in step with economic growth. We will also fulfill all the tasks of conserving energy and reducing emissions assigned by the provincial government.
This year, we will carry out the following eight tasks:
1. Accelerating industrial transformation and upgrading
Improve the quantity and quality of industrial production. We will implement the pilot demonstration program of the ‘Made in China 2025’ initiative, place special emphasis on 100 major industrial projects, start the construction of the national aerospace industry base, and support the construction of a number of key projects including CSOT T4 and the second phase of the ZTE High-energy Battery Project; we will accelerate the construction of a number of key projects including the national memory manufacturing base, the third plant of Dongfeng Honda and the Gree Intelligent Equipment Industrial Park; and we will strive to complete the construction of several major projects including the Tianma G6 LTPS AMOLED Project, the second phase of SAIC GM’s Wuhan base and Huawei’s Wuhan R & D and production base. We will implement ethylene expansion and another 20 key technological transformation projects. Industrial investment will increase by 12%. We will also carry out intelligent manufacturing promotion measures and create a model city with superior quality, and the added value of large industrial enterprises will increase by 8%.
Promote the upgrading of the service industry. We will introduce 5 regional headquarters of financial institutions and establish more than three local corporate financial institutions; we will guide large-scale commercial complexes to transform towards social experience, fashion consumption and functional diversification; we will foster and strengthen local e-commerce brands in niche markets, with e-commerce volume increasing by 25%; and we will support the northern part of Hankou in carrying out pilot trading models of market procurement, accelerate the construction of the Wuhan Central Business District, Wuhan International Expo Pavilion and Honggangcheng Business City, and start the construction of the Yangchun Lake Business District.
Promote the accelerated development of the new economy. We will develop the industrial Internet, Internet of Things, online audio-video programs, remote diagnosis and maintenance and other new forms of business and models. We will accelerate the construction of a national talent and innovation base for cyber security. We will foster ‘0 to 1’ model enterprises and ‘1 to N’ leading enterprises in such emerging fields as artificial intelligence, wearable smart devices, virtual reality, quantum communications, industrial robotics, big data, unmanned aerial vehicles and so on. The output value of strategic emerging industries will grow by 15%.
2. Enhancing independent innovation capabilities
Promote pilot reform for all-round innovation. We will give priority to the implementation of 25 exploration items authorized by the Central Government, bring into play the role of Donghu National Innovation Demonstration Zone as an innovation engine, deepen the reform of science and technology financing, and build Wuhan into a strong city of intellectual property rights.
Ensure that enterprises lead in making technological innovations. We will extend the innovation chain by focusing on 17 sub-sectors of three major areas, including information technology, life and health, and intelligent manufacturing; and pay close attention to the fostering and introduction of innovative enterprises and the building of innovation platforms, as well as the development of key technologies and innovative products. We will build 100 new research and development centers, and introduce 30 research institutions of Fortune 500 and Chinas top 500 enterprises. We will explore the establishment of incentive mechanisms, for example, allowing enterprises to take the lead in initiating scientific and technological projects. We will set up a special fund for the commercialization of scientific and technological achievements, and promote the industrialization of innovation results. A total of 300 new high-tech enterprises will be established.
Stimulate the vitality of making innovations and starting businesses. We will accelerate the construction of the ‘Innovation Valley’, build 3 million m2 of new entities, introduce 300 technology companies and entrepreneurship teams, create four national-level innovation platforms and bases for making innovations and starting businesses, and build 20 new national maker spaces. We will carry out the joint training of college students between universities and local government and enterprises in order to train 20,000 young people in making innovations and starting businesses. We will also make institutional innovations in talent development and introduce 150 ‘city partners’.
3. Improving the quality of urban functions
Plan the construction of urban highlights. We will accelerate the preparation of a new round of urban master planning, land use planning and integrated transport planning. We will establish high-level leading bodies and efficient coordination mechanisms to promote the construction of urban highlights. We will properly define the scope of Yangtze New Town and the principal axis of the Yangtze River, invite international tenders and prepare master planning, regulatory and special planning. We will integrate and optimize the design for building a principle axis city along the Yangtze River, carry out a number of leading projects, accelerate the construction of service-concentrated areas and the Jiangbei Expressway, start the construction of Hanzhengjie Tunnel, the Riverside Avenue integrated utility tunnel, start the second phase of the light show ‘Dreamlike Jiangcheng’, build the Qintai Art Gallery and create the urban balcony. We will promote the construction of the Donghu urban ecological green center and continue to build the 60-km Donghu Green Avenue so as to fully improve the landscape of the Donghu area. We will also further improve the environment and traffic conditions in the greater Donghu area and continue to implement the Sewage Interception Project.
Strengthen the function of Wuhan as an integrated transportation hub. We will complete the third phase project of Tianhe International Airport, develop multimodal transportation, complete the construction of the railway-waterway combined transportation of containers in Yangluo Port, promote the second phase of Jiangbei Railway, Xingang Highway and other projects, and strive to have the General Plan for the Wuhan Railway Hub approved as early as possible. We will promote the early start of the Wuhan-Hangzhou High-speed Railway, speed up the construction of Guanggu Railway Station and complete the construction of the Wuhan sections of the Wuhan-Shenzhen Highway and Qiaokou-Xiaogan Highway.
Improve the high-speed traffic system. We will strategically accelerate rail transit construction, speed up the construction pace of 11 lines, complete the first phases of Line No. 8 and Line No. 21, start the construction of the second phase of Line No. 6 and the third phases of Line No. 8 and Line No. 12, and strive to start Line No. 16 and the Qianchuan Line. We will complete the Dunkou Yangtze River Bridge, start the construction of the Wuhan-Sanguan-Jianghan Highway Bridge, accelerate the expansion of Yuehu Bridge and Fuhe Bridge on the Daijiashan-Huangpicheng Highway, and speed up the construction of the 4th Ring Road, the eastward expansion of the Outer Ring Road, Jianghan Avenue and other projects.
Formulate and implement the ‘Common Treatment of Four Waters’ action plan. We will prevent and control floods by reinforcing the Zhengyuan section of the west dyke of Jushui River, the Xihu dyke of Fuhe River, the Xinhe dyke and the Tongjiahu floodwater control dyke, complete the Xincheng flood control circle and improve 35 dangerous reservoirs. We will address waterlogging by building an 100-km new drainage network and completing the construction of 12 key drainage projects including Jiangnan pumping station, Nanhu exhalant canal, Jiataohe backbone box culvert, Huangpu Road pumping station and the second phase of Gangxi pumping station, thereby increasing the pumping and drainage capacity in central urban areas by 50%, and completing the construction of the Qingshan and Hanyang ‘sponge city’ demonstration area. We will treat waste water by improving the black and odorous water of 18 rivers, completing the transformation and expansion of the Sanjintan and Huangjiahu Sewage Treatment Works, starting the construction of Beihu Sewage Treatment Plant, and transforming and expanding Nantaizihu and Hanxi Sewage Treatment Plants. We will ensure the supply of drinking water by building, transforming and expanding 50 km of water supply pipelines, and completing the construction of Junshan Water Plant, the expansion of Dunkou Water Plant and the upgrading of Yushidun Water Plant. We regard the ‘Common Treatment of Four Waters’ as a lifeline project with extreme importance for our development; to this end, we are determined to invest heavily in water-control projects to eliminate the scourge of floods and benefit the people!
Intensify efforts in making the City green and treating soil pollution. We will make 200 km of expressways green by planting trees and flowers, and build a 23-km forest belt along the 4th Ring Road. An area of 100,000m2 in the city center will be covered by flowers, and 25,000 mu (1,668 ha) of trees will be planted. We will work out and implement plans for the prevention and treatment of soil pollution, and strictly rectify outstanding problems discovered in the central environmental protection inspections.
Promote the upgrading of urban management. We will introduce opinions on the reform of urban management law enforcement systems, and improve the standards of sanitation facilities, the facades of buildings, cleaning operations, bridge and tunnel maintenance and so on. We will build the Changshankou domestic garbage pretreatment field, accelerate the construction of the Qianzishan circular economy industrial park, and improve the capacity of the reducing, recycling and innocent treatment of wastes. We will also thoroughly implement the special rectification of illegal buildings, outdoor advertising and ‘villages’ in cities and rural-urban fringe zones
4. Accelerating further reform in difficult areas
Deepen supply-side structural reform. We will combine the process of cutting overcapacity with improving productivity, and shut down outdated production facilities by relocating, transforming and upgrading backward industries to improve the effective supply of industries. We will promote the steady and sound development of the real estate market, and increase the construction area of newly-started and completed housing by around 10%. We will actively and steadily reduce the corporate leverage ratio and increase direct financing by 15%. We will intensify efforts to reduce taxes, fees and factor costs, and strive to reduce the financial burdens of enterprises by more than RMB 20 billion.
Deepen reform to streamline administration, delegate more powers, improve regulation and provide better services. We will improve reform in government review Version 3.0 at the district level, start the same reform at the city level, and promote reform in government review Version 4.0. We will strengthen the comprehensive supervision of public resource transactions and establish platforms for conducting oversight over the whole process of business operations; we will also adopt an oversight model across the board which draws on random inspections by randomly selected law enforcement officers or inspectors and requires the prompt release of results, rectify and standardize government review-related intermediary services and introduce the full competition mechanism.
Promote the common development of both state-owned and private enterprises. We will deepen the reform of mixed ownership and actively carry out pilot programs such as equity incentives and the market-based selection of professional managers for state-owned enterprises. We will improve and implement policy measures for accelerating the development of the private economy, give full play to the role of chambers of commerce, industry associations and other business organizations, and hold a series of private investment events. We will also promote the implementation of 10 PPP pilot projects.
5. Accelerating the development of an open economy
Promote the development of pilot free trade zones. We will work out the implementation plan for the Wuhan part of the China (Hubei) Pilot Free Trade Zone and carry out the first batch of 20 key experimental tasks. We will further promote investment and trade facilitation, begin piloting a negative list for market access, and establish the customs clearance services and inspection and quarantine mode which will ease control on the first line and ensure effective and efficient control on the second line.
Set off an investment boom. We will strengthen performance review and examination, set up project libraries and make innovations in our methods of attracting investment. We will award honors and privileges to those who have contributed significantly to investment in Wuhan. We will invite investment ambassadors globally and amply reward those who have rendered outstanding services in attracting investment. We will set up an investment complaints handling center and take a position of zero tolerance on behavior which damages our investment environment. All types of development zones and new cities will have to introduce at least one project with an investment of over RMB 5 billion, and all urban central areas will have to introduce more than one project with an investment of RMB 3 billion. We will ensure that the total investment volume will increase by more than 16%, and the volume of foreign investment actually used will increase by more than 13%. We will make innovations in policies and strengthen incentives so that our officials have no worries and try their best to attract investment, business people set their minds at ease in making investment in Wuhan, and a greater amount of larger and better projects settle in Wuhan.
Expand foreign trade and investment. We will launch trials to create innovative ways of developing trade in services, and strive to establish a pilot area for cross-border e-commerce. We will enhance industrial-capacity cooperation with other countries, support the establishment of overseas industrial bases along the ‘Silk Road Economic Belt and Maritime Silk Road’, and drive the export of equipment and engineering services.
Strengthen the construction of large traffic passages, platforms and customs. We will open more than three new international and regional flights, and develop international all-cargo airlines. We will ensure that the Wuhan Xingang Airport Free Trade Zone and Yangluo Port, which is designated for the import of meat products, are put into operation on time, and accelerate the construction of the Wuhan Multimodal Transportation Customs Supervision Center. We will actively apply for a whole-vehicle import port and promote the Wuhan electronic port-international trade ‘single window’ system. We will promote the establishment of a Russian Consulate General in Wuhan. We will accelerate construction of the Sino-French Ecological Demonstration City. We will also successfully hold the 5th session of the chambers of commerce of capital cities along the middle reaches of the Yangtze River.
6. Accelerating the development of agriculture and rural areas
Promote the development of high-quality and efficient modern urban agriculture. We will promote the supply-side structural reform of agriculture, develop organic, ecological and circular agriculture, and support the development of ‘Internet + brand agriculture’. We will deepen reforms in separating rural land ownership rights, contract rights and management rights, promote the trial of obtaining loans by using the management rights of rural contracted land or the property rights of rural houses as mortgages, and strengthen the functions of the rural property rights trading market. We will accelerate the construction of seven demonstration parks of modern urban agriculture, and foster and develop family farms, large and specialized agricultural family operations, farming cooperatives and leading agricultural enterprises, and the number of entities with emerging forms of agribusiness will reach 17,000. We will popularize more than 100 kinds of new varieties, technologies and business models, and move faster in building Wuhan into the ‘Seeds Capital of China’. The income from rural leisure tourism will reach RMB 8.6 billion.
Building a more beautiful countryside. We will promote the construction of beautiful countryside belts in new cities and develop a number of specialty towns. We will strengthen efforts aimed at controlling agricultural pollution from non-point sources, strictly control the ‘three areas’ and remove the ‘three nets’, and enhance the treatment of pollution caused by livestock and poultry breeding and aquaculture. We will improve the system of collecting, transporting and treating rural garbage, and ensure a garbage treatment rate of more than 90%.
7. Promoting the well-being of the people
Weave a strong safety net to ensure employment and the well-being of the people. We will take measures to promote entrepreneurship and enrich the people, create 180,000 urban jobs and support 30,000 people to start their own businesses and employ 100,000 people. We will launch the unified medical insurance system for both urban and rural residents, and the coverage of the social safety net will be increased by 300,000 person-times. Subsistence allowances for urban and rural populations will be increased by more than 10%. We will complete the rebuilding of rundown areas involving 68,500 households and complete the construction of 45,000 affordable houses. We will also remove dangers for all Class D dilapidated housing.
Develop higher quality and more equitable education. We will implement a new round of the three-year action plan for pre-school education, promote the balanced development of compulsory education and implement other reforms in order to expand the coverage of quality education resources and alleviate difficulties involving access to kindergartens and schools for the children of residents living in newly built residential areas. We will accelerate the development of modern vocational education, and improve the integration of urban and rural education.
Protect public health in an all-round way. We will deepen the comprehensive reform of public hospitals, reduce inspection and treatment costs using large medical equipment, strictly control unreasonable inspection and laboratory fees, effectively reduce the burdens on the masses and improve service quality. We will actively build medical and health clusters, train famous doctors and create famous departments and hospitals. We will develop high-end targeted medical treatment, support the preparation of establishing a proton and heavy ion treatment center, as well as the R & D and manufacturing of treatment equipment, and support the construction of international hospitals. We will also vigorously carry out a city-wide fitness campaign.
Enhance the cultural quality of the City. We will improve all kinds of public cultural facilities and cultural functional areas, accelerate the construction of the Panlongcheng Site museum, and make preparations for the construction of the new Wuhan Library. We will speed up preparations for the 7th Military World Games and successfully hold the Wuhan International Marathon, World Air Games and other brand events.
Strengthen and develop new forms of social governance. We will set up integrated service windows in the administrative service centers of sub-districts (towns and villages), and promote the realization of ‘one window with multiple purposes, the provision of general services and handling related procedures all together’. We will deepen the interactions between communities, social organizations and social workers to improve social governance capabilities at the community level. We will promote the integration and sharing of all types of public data. We will implement the Sunshine Project concerning handling letters and calls in communities (villages) with a coverage rate of 100%. We will strive to create a national food safety city. We will strengthen the investigation of hidden dangers and enhance safety regulations for construction sites, hazardous chemicals and other key areas, thereby resolutely guarding against accidents of a serious or large-scale nature. We will begin to implement the 7th Five-year Plan for increasing public knowledge of the law. We will also carry out activities involving supporting the army, giving preferential treatment to the families of servicemen living or deceased, and making joint efforts to promote socialist ethics and culture, strongly support national defense and military reform, and promote closer military-civilian integration.
This year, we will continue to undertake the following ten practical actions for the welfare of the people:
(1) Easing traffic congestion. We will further improve the smart transportation system and adopt route and parking guidance systems. We will complete the construction of 100 microcirculation roads, rectify 100 traffic congestion points in accordance with the law, and build 15,000 new public parking spaces and 12,000 underground civil air defense parking spaces.
(2) Improving air quality. We will strengthen the control of industrial air pollution, upgrade 200,000 kW and above coal-fired boilers and thermal power units to achieve ultra-low emissions, enhance the control of construction sites and road dust, and implement regulatory responsibilities and intelligent management measures. We will ensure that the air quality is good or excellent for more than 67% of the year.
(3) Deepening ‘Internet + government services’. We will establish the unified identity authentication system, government service standards, online government service halls and electronic license library across the City. As many as 47 New Town-level items requiring government review and concerning public services will be handled online.
(4) Implementing targeted poverty alleviation. We will reduce the population of those living in poverty by 47,528 people and raise 107 villages out of poverty. We will complete the transformation of 58,000 household toilets in rural areas. We will also offer a maximum of RMB 50,000 in humanitarian assistance for poor patients suffering from leukemia, severe aplastic anemia and other major diseases, provided that they are under the age of 18 and are registered as permanent residents of Wuhan.
(5) Improving elderly services. The basic pension for urban and rural residents covered by elderly insurance will be increased by 20%. We will improve the information management system and handle senior citizen cards and elderly allowance online to provide services to individuals. We will also promote the new model of ‘Internet + home-based care for the aged’, and create 200 ‘livable communities for the elderly’.
(6) Improving educational and medical services. We will abolish tuition fees for students of city or district-level secondary vocational schools. We will build, transform or expand 30 public kindergartens open to all children, and create 4,800 new kindergarten positions for children. We will build, transform or expand 20 primary and middle schools, and create 18,000 positions for students. We will build 200 community centers for teenagers during winter or summer holidays. We will also promote the universal application of patient ID cards and medical record books among public hospitals under the City or its districts, and the recognition of analysis results of laboratory reports by hospitals of corresponding levels.
(7) Improving the application of smart systems. We will adopt smart monitoring systems for elevator safety, smart management systems for flood drainage pumping stations, and smart monitoring systems for the safety of 25 key bridges and tunnels. We will promote the third phase of the urban video surveillance system. We will also establish 195 free WiFi hotspots in major public areas.
(8) Improving the level of security. We will set up safety protection facilities in 1,000 dangerous places on ordinary roads across the City, such as sharp turns, abrupt slopes or sections near rivers or cliffs. We will establish 50 mobile police service stations in major crowded localities. We will build vegetable pesticide residue quick testing rooms in 100 farm product markets. We will also carry out food safety sampling tests for 30,000 batches/times, and release the testing results on a monthly basis.
(9) Improving the urban environment. We will build 270 km of green avenues, 80 boulevards, 40 urban parks and 5 country parks. We will establish 16 beautiful environment demonstration roads. We will also build or transform 150 garbage collection stations (rooms).
(10) Promoting cultural and sports activities to benefit the people. We will provide equipment for 510 grassroots art groups, hold 2,000 public welfare lectures on family education in communities (villages), provide 20 days of free summer swimming courses for primary and middle school students in 40 swimming centers, and offer free training for 6,000 teenagers in swimming, soccer, tennis, basketball, badminton, etc.
8. Improving government functions
As the old saying goes, ‘in government, what is promised must be achieved’. We will never be a ‘slogan government’, but instead an ‘action government’, and we will do everything in our power to be a government that the people are satisfied with.
Practice loyalty and strict governance. We will strengthen our consciousness of the need to maintain political integrity, think in big-picture terms, uphold the leadership core and maintain alignment, particularly the consciousness of upholding the leadership core and maintaining alignment, and closely follow the Central Committee of the CPC with Comrade Xi Jinping at its core in terms of thinking, political positions and actions. We will strictly observe the Party’s political discipline, rules and regulations, and resolutely implement the decisions of the Party Central Committee, State Council, provincial Party Committee and government and Municipal Party Committee. We will fully perform our duties in exercising the strict self-governance of the Party in every respect, and ‘one position with two responsibilities’, step up efforts to improve Party conduct and government integrity, and fight corruption in government departments to build a clean government.
Respect the rule of law and conduct law-based administration. We will ensure that all government activities are carried out in line with the rule of law. We will improve the procedures of formulating government rules and regulations. We will establish the system of recording the whole process of law enforcement. We will also subject ourselves to oversight over our legal procedures and work by the people’s congresses and the democratic oversight of the CPPCC committees, strengthen the oversight of supervision and auditing departments, and open up more channels for public oversight, so as to exercise power in an open and transparent way.
Make innovations for efficient and good governance. We will make good use of the internet in our thinking and the performance of our duties, give top priority to serving the people, assume full responsibility in city governance and adopt smart application systems to improve digital governance capabilities. We will strengthen the application of big data and cloud computing in government services to enhance the levels of decision-making and management.
