2015 Annual Report on the Work of the Wuhan Municipal Government

Delivered at the Fourth Session of the Thirteenth Municipal People’s Congress of Wuhan onFebruary 3, 2015

  Fellow Deputies:

  On behalf of theMunicipal People’s Government of Wuhan, I now present to you the report on thework of the government for your deliberation, and I welcome comments on myreport from the members of the Municipal People’s Political ConsultativeConference, and other non-voting delegates.

  I. Review of Work in2014

  2014 was the year whenwe made major breakthroughs in improving our overall economic strengths andurban functionalities through comprehensive deepening of our reform. Under thestaunch leadership of the Provincial Committee of the Communist Party of China,the Provincial Government, and the Municipal Committee of the Communist Partyof China, we learnt and internalized the spirit of General Secretary Xi Jinping’simportant speeches, carried out the decisions and plans of the MunicipalCommittee, maintained a general pace of keeping steady while seeking progressin our work, followed the directive of “competing for betterment, raisingquality, upgrading industry, and increasing efficiency”, and put the threecentral principles of “market, green economy, and the people’s livelihood” intopractice. Guided by the goals of creating a National Central City andrevitalizing the Great Wuhan, we undertook Wuhan’s “Five Plans”, stayed calm inface of various pressures and challenges, and had been relatively successful inachieving the main targets set by the Third Session of the Thirteenth MunicipalPeople’s Congress, raising the development of Wuhan’s economy and society to anew level.

  Our economic volumesurpassed a trillion Yuan. One year ahead of the planned schedule, we reachedthe goal set out by the Twelfth Five-year Plan, for Wuhan’s local GDP tosurpass a trillion Yuan. This is a historical breakthrough our people had beenlonging and striving for, a symbol of the city’s glory and dream, and animportant milestone in Wuhan’s development. Our local public budget revenue hadrisen above the hundred billion level, and reached 110.1 billion Yuan. Ourtotal investment in fixed assets was 700,285 million Yuan, growing by 16.7%,and our total retail sales of consumer goods were 436,932 million Yuan, whichhad grown by 12.7%.

  We had tested outseveral innovative reform measures. We were the first in the country toestablish a “triple list” system – lists of powers, procedures andresponsibilities, designed to regulate the functioning of political powers.Wuhan had been a national frontrunner in reforming the utilization, dispositionand earning management of professional scientific research achievements fromcolleges and research institutes. The Qingtong Program ignited the collegestudents’ passion in innovation and entrepreneurship, and over 600 newenterprises were established by college students. The State Council had givenWuhan further encouragementin itsexperiment of building a National Innovation-orientedCity.

  Our Wuhan Metro systemconnected the Three Towns of Wuhan. Stage 2 of Wuhan Metro Line 4, which hasstarted its test run, together with Stage 1 of Line 4 and Stage 1 of Line 2,have connected the three towns of Hankou, Hanyang and Wuchang, fulfilling ourpeople’s dream of a public transit system, rewriting the landscape of Wuhan’spublic transportation.

  Our formation of aninternational transportation network accelerated. We opened seven new overseasflight routes from Wuhan to destinations including San Francisco and Moscow,increasing our total number of overseas and interregional routes to 31, and 1.3million overseas and interregional travelers passed through Wuhan, both numberswere the respective highest in the central region.In response to the centralgovernment’s “One Belt and One Road” strategy, we establishednear-sea shippinglines to four ASEAN countries, and theChina-Europe (Wuhan) international freightrailway line had started regular operation.

  Our urban environmenthad been significantly improved. With the “Three Creations” goal of buildingWuhan into a National Civilized city, a National Healthy City, and a ProvincialEnvironment Protection Demonstration City, we had inspired citizens tocontribute to the National Civilized City cause, and passed the technicalassessment for the National Healthy City title. Wuhan’s image had beenimproved.

  We had brought in manynew highlights to Wuhan’s cultural landscape. The first WTA Wuhan Open tennistournament was a success. New cultural landmarks like the Han Show Theater, theWanda Movie Park and the Optics Valley Tennis Center were opened. “Watching theWuhan Open and enjoying the Han Show” had become Wuhan’s new trademark.

  We had made a constanteffort to better the people’s livelihood. 79.37 billion Yuan of the city’spublic financial spendingwas expenditure for people’s living quality, with anincrease of 9.8%, which also accounts for 67.3% of the total spending, 2.9%more over the previous year. We solved a series of problems concerning thecitizens’ welfare, ranging from residence, traveling, education, healthcare,social insurance, and safety of food and drugs to other issues. The dispensableincome per capita had increased by 9.9% for long-term urban residents, and12.3% for long-term rural residents.

  Every day makes Wuhan adifferent city! Wuhan’s strengths are becoming stronger, its spirits keener,its confidence greater, and its image brighter! The hardworking and intelligentpeople of Wuhan are on a great voyage to create a National Central City andrevitalize the Great Wuhan with pride and bravery!

  In the past year, ourwork focused on five main directions:

  (I) Stabilizing ourgrowth, facilitating our transformation, and increasing our economic scale andquality simultaneously

  The industrial sector’srole as our main pillar had been strengthened. We undertook the IndustryDoubling Program, and ceaselessly promoted investments, developments and majorprojects in the industrial sector, and the construction of industrial parks.260.6 billion Yuan of industrial investments were made. Five industrialprojects were completed and started production, each involving an investment of5 billion Yuan or above, including the Stage 1 Project of Shanghai GeneralMotor’s Wuhan Production Facility, the Rail Transportation Repair andProduction Facility of China CNR, and the Chow Tai Fook Jewelry Cultural IndustrialPark. Five more over-5 billion Yuanprojects were started, including CSOT’sWuhan facility, the Dongfeng Renault plant, and Huawei’s optoelectronicproduction and research facility. Ten over-5 billion Yuan projects had beennewly introduced. The four major industrial zones were being building upsteadily: “the Great Optics Valley, the Great Auto Capital, the GreatNear-airport Zone, and the Great Near-harbor Zone”. 50 km2 of landarea were added to theIndustry Doubling Program development zones. Thestrengths of tent pole industries were increased, as the automobile andcomponents, electronics and information, food and tobacco, and petrochemicalsectors maintained rapid growth, and both the production and sales ofautomobiles exceeded one million. The Thousand Firm Upgrade Program wasinitiated, which brought in 65 billion Yuan in investments for the technicalupgrading of 400 important firms. Wuhan’s total industrial output exceeded 1.3trillion Yuan.

  The scale and qualityof the services sector were increased. We had put great effort into the ServicesSector Upgrade Program. Our producer services sector had well-defined marketpositioning, and its composition had been optimized. 8 financial institutionswere introduced; multiple capital markets serving different sizes of firms weregrowing fast; the Wuhan Non-governmental Finance Street was opened; thesurpluses of financial loans totaled 1,446.3 billion Yuan, a 13% growth. Ourtotal value of social logistic goods was over 2.5 trillion Yuan; we had been grantedtheapproval as a testing ground for trans-Taiwan Strait collaborationin the coldchain logistics sector, and the Dongxihu Comprehensive Logistic Park had beenmade one of the first National Demonstration Logistics Bases. 708 conventionsand exhibitions were held. The output of the engineering design sector and therevenue of the software and information services sector had both rose above 100billion Yuan. Wuhan had succeeded in being selected as a “Broadband China”demonstration city. The Wuchang-Changjiang Cultural Creative Industrial Parkhad been designated a National Cultural Industry Experiment Zone, and the “HanyangZao”Cultural Creative Industrial Park had been designated a National Advertisement CreativeIndustrial Park. The modernization of our distribution sector had gainedtraction. The total volume of e-commerce transactions had increased above 300billion Yuan, growing by 68.5%; ten large commercial complexes were opened,such as IKEA Wuhan and Wushang Group’s Zhongyuan Square. We succeeded inbuilding Wuhan into a National Demonstration City of Tourism Standardization;the HuangpiMulan Cultural & Ecological Tourism Site was designated a National5A Tourism Destination; Wuhan now possesses three 5A tourism sites and 5national Top-100 tourism companies, both numbers are the highest among China’ssub-provincial cities. We also introduced ten over-3 billion Yuan modernservices projects.

  Greater effort was madein encouraging innovation-driven development. We pushed harder with theSelf-directed Innovation Capacity Enhancement Project. We also issued Regulation of National East LakeDemonstration Zone of Self-directed Innovation, and Wuhan Municipal Regulation of Promotion and Protection of IntellectualProperty.

  The reform ofscientific research institution had deepened. The “Ten Golden Principles” ofinnovation encouragement were thoroughly implemented. The scales ofintellectual property financing were expanded, and other financing methods forscience & technology such as “Mengya Dai” were launched. 17.6 billion Yuanof loans and 20.7 billion Yuan of insurance for scientific research were newlyadded. 43 firms were newly listed on the OTC stock market, making the totalnumber 79. A total of 30 billion Yuan of capital had been managed by 330venture capital firms. We also established the Wuhan Talent Supermarket ofInnovation and Entrepreneurship, explored the creation of a resident cardsystem for overseas high-quality talents, and brought in 259 foreign anddomestic high-quality talents.

  The regional system ofinnovation had been improved. We supported 10 research institutes of industrialtechnologies to attract 140 domestic and foreign research teams, and incubated137 technological firms. Our numbers of national associations of industrialtechnological innovations and enterprise R&D centers had reached 7 and 23respectively. 73 crucial technological research projects were organized andstarted. 3900 invention patents were authorized. 30.9 billion Yuan were made intechnological contract transactions.

  The scales of newstrategic sectors were growing. We had compiled and started the general plansfor clusters of advantageous sectors including optoelectronics and information,biotech and health, and new energies. We actively participated in founding the30 billion Yuan Integrated Circuit Industry Fund.New major projects wereintroduced, such as the Stage 2 plant of Wuhan Tianma Microelectronics. Thedegrees of congregation were increasing in industrial parks including WuhanFuture City and Biolake. 163 new high-tech firms were established, bringingtheir total number to 1276. The high-tech sector achieved an output of 672.5billion Yuan, which was an increase of 20%.

  (II) Further reform andopening up, and notable increase in Wuhan’s vitality for further development

  We deepened our reformof the economic system. We prepared an overall plan for a new round of reformsfor state-owned firms. The integration and merger of Wuhan State-owned AssetsManagement Company and Wuhan Selline Group Co., Ltd had been completed. Thepublic finance system had been improved, moving our budget management closer tothe goal of full-covered management. The barrier to entry for companies hadbeen lowered, and 38 bid invitation projects, with 101.2 billion Yuan in totalcapital, had been opened towards private capital. The reform of industrial andcommercial entity registration continued, with new systems in place such as “subscriptioncapital system” replacing real payments, and “business license before acquiringpermits”. The vitality of the market had been further released, with 136,800new entities entering the market, constituting a 26.4% growth.

  We promoted thetransformation of the government’s role. We issued the Opinion on Implementing the Function Transformation and InstitutionReform of Wuhan Municipal Government. The number of affairs requiringmunicipal administrative approval had been reduced from 259 to 240. Wecontinued the adjustments to institutions in areas such as market regulationand management of agriculture and rural regions. We had mostly doneestablishing food and drug regulation institutions at the three levels: themunicipal, the districts, and the subdistricts, townships or towns. Theclassification for further reform had been completed for 561 publicinstitutions. The catalog of governmental procurement of public services hadbeen issued. In our effort for greater transparency, we had started disclosingthe financial budget and spending at municipal and district levels, as well asthe budget for “three public consumptions”. We continued our televised publicpolicy consultation, and collection of citizen opinions. We deepened our reviewof officer competencies and responsibilities, and were firm in ourinvestigation of negligence, misconduct and delay in government functions. Weinsisted the government should function according to the rule of law. A LegalConsultation Group was formed for the Municipal Government. We issued a Wuhan Municipal Measure for DeterminingResponsibilities in Administrative Misconduct. We requested the MunicipalPeople’s Congress Standing Committee to review the drafts of five local legislations,compiled nine governmental regulations, and considered or executed all the 1074People’s Congress motions, and proposals and suggestions from deputies andPolitical Consultative Conference.

  Wuhan’sinternationalization improved. The open economy had newly attracted 16 Global500 firms, meaning 216 Global 500 firms in total had opened branches at Wuhan.The actual utilization of foreign investments totaled 6.2 billion dollars, anincrease of 18.1%. The total volume of import and export transactions is 26,429million dollars, an increase of 21.4%. The total volume of direct outwardforeign investments was 825 million dollars, which was a 3.8 times increase. Wefurther increased Wuhan’s function as an open harbor: we submitted the requestfor establishing a China Inland (Wuhan, Hubei) Free Trade Experiment Zone; theplan for the Wuhan Foreign Consulate Precinct had received approval; WuhanTianhe Airport had been approved for 72-hour transit visa exemption, makingWuhan one of the few 72-hour visa exeption cities in China; the InternationalEducation Park was completed and opened in the Economic and TechnologicalDevelopment Zone. We started more and deeper international collaborationprograms, including the 50th anniversary for diplomatic relations between Chinaand France, the “Window on Wuhan” at Chinese Culture Center in Paris, the MayorForum for Chinese-Russian Tea Road Cities, the Optics Valley-Silicon ValleyManifesto announced together with 11 Silicon Valley cities, and 28 newinternational sister cities.

  (III) Strengthening ourfoundation, beautifying our environment, and creating a landscape of a modernmetropolis

  A great push was madein urban construction. The coordination between Municipal and Districtgovernments was ensured. 151.5 billion Yuan were invested into infrastructure.17 major construction projects were concluded, 17 were newly started, and 33were continued.

  New progress had beenmade in strengthening Wuhan’s function as a central hub of transportation.TheWuhan-Huangshi (Huanggang) Intercity Railway, Stage 1 of Jiangbei Railway, andthe Airport Highway were completed and opened. The construction of the YangtzeRiver Middle Range Shipping Center had fully commenced. The total throughput ofYangluo Harbor exceeded a million standard containers for the first time,making it one of the greatest inland river container ports in the world. The T3terminal of Tianhe Airport had risen above the ground, while work on its secondrunway and transportation center continued.

  The development of oururban road network accelerated. The Yangtze River Bridge of YingwuDelta wascompleted and opened. The transformation works of the north segments of the 3rdring road ended. Work had concluded on Stage 1 of Changjiang Avenue, the fastpassage at Gusaoshu Road, and the traffic improvement project at Shuiguohuarea. The metro transportation system was extended towards the new districts,with the North Hankou extension of Metro No. 1 entering test operation. Westarted the Airport Line, No. 21, 27 and 29 Lines of Wuhan Metro, and theYangtze River Bridges of Yangsi Harborand Zhuankou. We continued the majorprojects such as Stage 1 of Wuhan Metro No. 3, No. 6, No. 7 and No. 8, SixthJianghan Bridge, East Lake Underground Passage, Dongfeng Avenue, and transformationof Xiongchu Avenue. 54 micro-circulation roads and 63.5 km of slow walk systemwere built.

  We had continued toimprove other infrastructures. 100 km of main water drainage pipelines wereadded. 4956 km of pipelines were cleaned. We ended the expansion of theLongwangzui Wastewater Treatment Plant, and started its operation. 132 km ofnew wastewater pipework was laid. We completed the isolation and protectionprojects of 8 drinking water sources. 30 landfill refuse transfer stations werebuilt. The city’s functions of water drainage, wastewater collection andtreatment, water supply safety and garbage treatment had been effectivelyimproved.  

  The urban renovationworks progressed in a controlled manner. The renovations of “old urban, factoryand rural regions”were fully initiated within the third road ring. 11 “urbanvillages” were completely demolished. The transformation of key areascontinued, such as Hanzheng Street, Erqi Road area, Guishan North Road, andQingshan shantytowns.

  The “urban managementrevolution” deepened. The Wuhan MunicipalComprehensive Urban Management Regulationswere put into practice. Notableprogress was made in special regulation areas including small marketplaces,small restaurants and food stalls, small food producers, construction fields,minor alleyways, railway surroundings, and illicit structures. We continuedreforming the selection and review systems of urban management officers. Wewere steady in pushing forward the marketization reform of sanitary works. Our managementefficiency improved.

  We furthered ourprotection of environment. The “resource-conservative and environment-friendlysociety” comprehensive experiment achieved new results. We prepared the Wuhan Municipal Main Function Zone Plan andWuhan Municipal Full-region EcologicalFramework Protection Plan, which provided a clear plan for maintaining thered line of environmental protection.We started experiments of ecologicalcompensation in wetland natural preserves. We started the Green Wuhan Action Plan.Preparations were made for the 10th Landscape Exhibition. The Zhanggongdi UrbanForest Park greenery belt, Shahu Park and Daijiahu Park had largely beencompleted. 222 km of greenways, and 6.68 million km2 of green openspace were added. We issued the WuhanMunicipal Mountain Body Protection Measure, and completed the ecologicalrehabilitation works for 6000 mu of damaged mountain areas. The “Three Linesand One Path” protection plans had been prepared for all 166 lakes within thecity region. The experiment of National Water Ecological Civilization Citystarted. With the action plans for improving air quality, Wuhan experienced 182days of good urban air quality, which are 22 more than the previous year, andthe mean PM2.5 density was decreased by 12.8%. Work started on the China-FranceWuhan Ecological Demonstration City. We continued our effort to make Wuhan aNational Model City of Environmental Protection.

  (IV) Focus oncoordinated development, building new satellite cities, and further progress inurban-rural integration.

  We emphasized thequality of urbanization. The WuhanMunicipal Plan of New Urbanization was prepared and implemented. Wuhan wasapproved for the National New Urbanization Comprehensive Experiment. Weestablished the administration system for the integrated management of WuhanEconomic and Technological Development Zone and Hannan District. Theconstruction of new industrial cities accelerated, such as Yangluo, Wujiashan,Zhifang, Changfu, Panlong and Shamao, which had welcomed 32 industrialprojectswith investments over 500 million Yuan each.

  We encouraged modernurban agriculture. The first fruits had been obtained from the 70,000 muvegetable plantation facility. The combined self-sufficiency rate of main “foodbasket” products had reached 73.5%. Two National Agriculture StandardizationDemonstration Zones were added. The value of agricultural product processingreached 231 billion Yuan. The flower-viewing economy had grown fast. Newagricultural business entities increased, with 840 new family farms and 980farmers’cooperatives. The registration for rural property right reform wascompleted.

  We improved our ruralinfrastructure. Five diversion ports for large pump stations were renovated.179 key pump stations were upgraded. 30 reservoirs at risk were diagnosed andstrengthened. 3286 km of drainage channels were inspected and improved. Thecentral government-funded farmland water supply projects of the year were allcompleted. 500 village post stations were added.

  (V) Citizen welfare,building harmonious society, and overall improvement of society living

  The basic quality ofliving assurance was raised. With the encouragement of entrepreneurship, 186,400new employment stations were added in the urban region; 56,800 of rural laborforce were transformed into urban labor; 29,000 people received support forstarting new business. 594,000 man-times were added into social insurance. Thebasic pensions of urban and rural residents were both raised by 20%. 85,000units of new indemnificatory housing started construction; 49,000 units werecompleted, and 36,000 were allocated to residents. The management of publicrental housing and low-cost rental housing had been combined. Over 2 billionYuan were provided to residents facing living difficulties as aid. 104community retirement houses were newly built or renovated. 141 urban and ruralat-home retirement service facilities were added.Wuhan was approved as a NationalRetirement Services Comprehensive Reform Experiment City.

  We improved the publicservices systems. Education of all types had been developed. We passed theNational Inspection and Review in Balanced Voluntary Education. We reached thegoal of building 100 standardized public elementary schools. Capacity for 9000kindergarten students was added. The combined enrollment rate after passing theCollege Entrance Exam was kept above 93%. The “Three connections and TwoPlatforms” of education cloud system was nearing completion.

  We made more effort inbuilding Wuhan into a National Center of Medical and Health Services. 26 newNational Key Clinical Departments were added, making the total number 109. With6 new Class Three hospital, the total number of Class Three hospitals reached45, ranking at the third highest in China. 30 rural medical facilities wereupgraded, and 50 central village medical rooms were built. 2 million GP(family) doctors and rural doctors were registered into service.

  The cultural endeavorsflourished. The “Five Cities of Culture”plan progressed. The public libraryservices network was expanded. Over 20,000 culture-related public activitieswere held. Five excellent works received international and national prizes. The“Central Organization of Communist Party of China Historical Site Museum”started construction. Large-scale cultural and sports events were held,including the International Acrobatics Festival and Men’s Basketball Asian Cup.

  We made innovations insocial governance. The plans for happy communities were implemented in 1350communities. The number of governmental affairs that require communityassistance had been reduced from 165 to 16. Wuhan received the title ofNational Harmonious Community Demonstration City. With our encouragement ofsocial organizations, 2103 new social organizations were added. The YangtzeRiver Voluntary Rescue Team’s heroic deeds were known by the whole country. TheSixth Five-year Promotion of Legal Knowledge continued steadily. The reform tothe petition system continued. The social safety prevention and control systemwas improved, with the National Peaceful and Safe China Conference taking placein Wuhan. With better food and drug supervision, fire prevention andoccupational safety, no major safety accidents had occurred.

  The social undertakingswere coordinated. The “separate two-child policy” was implemented withoutissues, and the sex ratio of the newborn kept decreasing. We continued ourworks for the Sixth “National Double Support Model City” and in offeringfinancial support for Xinjiang and Tibet Autonomous Regions. More improvementswere made in national security, military recruitment, civil defense,arbitration, protection of confidential information, counsellor and climateresearch works. New results had been obtained in history research, archives,ethnicity relations, religion relations, overseas Chinese affairs, associationof science and technology and local records. The support systems for women,children, senior and disabled citizens were developing healthily.

  The ten practical worksundertaken by the Municipal Government were all completed.

  In addition to strivingto complete the goals for the year, we had also not forgotten about thelong-term. Various preparations were made for Wuhan’s 2049 long-termdevelopment strategy.

  Fellow deputies, in thepast year, the economy and society of Wuhan had maintained steady and healthygrowth. This is a hard-earned achievement, thanks to the warm attention of thecentral leadership of our Party and the State Council, the wise guidance of theProvincial Committee of our Party, the Provincial Government, and the MunicipalCommittee of Communist Party of China, and the hard work of all our citizens.Here, on the behalf of the Municipal People’s Government, I extend the greatestrespect to the citizens of all ethnicities who had contributed their hard work,to the People’s Congress deputies and members of the Political ConsultativeCommittee, and to the democratic parties, associations of industrial andcommerce entrepreneurs, people’s organizations and other members of thesociety! Our sincerest thanks to the Wuhan branch institutions of the CentralGovernment and other institutions, military and armed police officers in Wuhan,and all fellow Chinese from Hong Kong, Macau and Taiwan, overseas Chinese, andforeign friends who have supported the development of Wuhan!

  When we look back at ourachievements, we must also remain clear about our most important mission:faster development. Under the new normal economic state, Wuhan faces bothprecious opportunities, as well as new problems and challenges. The main issuesare: our scales of industries are not large enough, without enough strength andcompetitiveness, our traditional industrial sectors have a difficult task oftransformation and upgrading, our new sectors will still take much time beforegrowing into new pillars, and both the pressure and difficulty of maintainingour medium-to-high speed growth have increased; the energy of the state-ownedcapital has not yet been fully released, and private sectors are behind indevelopment; the long-term structural problems and institutional obstacles arethrown into greater contrast, as we still have difficult tasks in ourinstitutional reform; we still have many heavy tasks in urban construction, oururban services management has weak links, “urban illnesses” such as trafficcongestions and air pollution remain outstanding problems, and our livingquality, including employment, social welfare, housing, education, medical careand food safety has yet to fully meet the people’s expectations; maintainingharmony between the demands of diversifying groups becomes harder, calling formore innovative social governance; deficiencies can be found in civil servantworks, and negligence still occurs. We will redouble our effort in our futurework to provide practical solutions to these problems.

  II. Proposals for Workin 2015

  Fellow deputies, theSixth Plenary Session of the 12th Municipal Committee of the Communist Party ofChina has set down the new goal of “Double Trillion”: to increase our totalvolume of economy from one trillion Yuan to two trillion in seven years. Theyear of 2015 is the year of beginning of our journey towards the DoubleTrillion, as well as the concluding year of the Twelfth Five-year Plan. It isan important year in our work to build Wuhan into a National Central City. Themunicipal government has important works ahead in this year.

  At present, Wuhan’sdevelopment has entered a rising trajectory. Despite certain difficulties andchallenges, we are equipped with advantages that enable us for making hugeleaps. Our national strategies for boosting the rise of the Central Part, “OneBelt and One Road”, the Yangtze Economic Belt, innovation-driven development,and stimulating domestic demands have all presented Wuhan great opportunitieson these strategic crossroads, giving us new room for growth.

  We must seize theopportunities, ride the tide, face the challenges, and be ceaseless in pushingforward. With a great sense of responsibility, a great passion in makingcontributions, we must work for Wuhan better, and make our city better!

  The overallrequirements for governmental works in 2015 are: to understand and put intopractice the spirits of our Party’s 18th National Congress, and the Third andFourth Plenary Session of the 18th Central Committee; to learn and understandthe spirits of General Secretary Xi Jinping’s important speeches; to be activein understanding and adapting to the new normal of economic development; to usethis pivotal moment to focus on harnessing the potential for developmentthrough reform, transformation and upgrading through innovation, balancingconstruction and management to improve the quality of urban functions,improving living quality through public services, beautifying our city throughenvironmental protection, and building a government founded on the rule of law;to strive for steady and fast economic growth while ensuring social harmony andstability; to complete all tasks designated by the Twelfth Five-year Plan, andlay the foundation for building a national central city and revitalizing theGreat Wuhan.

  Our main projectedtargets for economic and social development are: around 10% of regional GDPgrowth; 11% growth of local public budget revenue; 15% growth of totalinvestment in fixed assets; 13% growth of total sales of consumer goods;keeping the income increase of urban and rural residents at the same pace aseconomic growth; completion of all energy conservation and emission reductiontasks from the Provincial authorities.

  These targets aredetermined by our scientific analysis. They are the targets of our development,our source of confidence, and an inspiration for all our civil servants andcitizens. We are giving ourselves some pressure, to force ourselves to “jumphigh for the fruits”, so as to send a signal to the market, and give the marketentities confidence about the prospects of Wuhan. We will be pragmatic in ouractual performance to ensure the genuine quality of our growth.

  In this year, works inthe following seven areas will be emphasized:

  (I) Strengthening ourindustrial foundation, raising both our industrial and services sectors, andaccelerating the optimization and upgrading of our industrial structure;  

  We will expand andstrengthen our advanced manufacturing industries, develop our modern servicessector, and ensure the quality of the newly created production capacity and optimizethe existing capacity, contributing to the creation of a modern industrialsystem with sound structure and outstanding advantages.

  We will devise theplans for an improved version of “Industry Doubling”. We will put tight controlon the development of the industrial sector, and formulate the “Made in Wuhan2025”action plan. We will boost the development of 100 major industrialprojects, raising the investments in industries above 300 billion Yuan. We willensure the completion of five over-5-billion Yuan projects including DongfengRenault plant, Dongfeng New Energy Automobile, and Getrag Gearbox plant.Several over-5-billion Yuan projects will be started: Stage 2 of Wuhan Tenma,3rd Plant of Dongfeng Honda, Stage 2 of Shanghai General Motor Wuhan ProductionBase, the Kingfa plant, the Shengdeli film solar cell plant, the marineengineering facility of Wuhan Bridge Heavy Industries, and the Byd Auto newenergy automobile plant. We will ensure the continuation of the over-5-billionYuan projects, including the Wuhan Huaxing Optoelectronics plant, the ChangfeiScience & Technology Park, and the Huawei optoelectronics production andR&D base. The capabilities of the Industry Doubling Development Zonewill beincreased. The four big industrial sectors will be further developed. TheThousand Firm Upgrade Programwill be continued. 300 technologicaltransformation projects will be focused on. We will prepare a developmentroadmap and an action plan for our industrial information network, for ourdeeper integration of industrialization and information technologies. Our totalindustrial output will reach 1.5 trillion Yuan.

  We will accelerate thedevelopment of a medium-to-high level services sector. We will support theservices sector’s adaptation to the internet era, encouraging the developmentof new services such as creative design, e-commerce, intelligent logistics,internet financing and information services. We will push forward withfinancial innovations, bringing in more than 8 financial institutions, creating3 new local financial institutions, supporting the IPO of 8 firms in domesticor foreign stock markets, and in general encouraging the development of propernon-governmental financial institutions. We will develop a modern logisticssector, with more work on the creation of “One Harbor, Six Parks and EightCenters” of logistics, increasing the use of multimodal transportation, andstarting our City Joint Distribution Experiment. The functions of WuhanInternational Expo Center will be improved, and more well-known conventions andexhibitions will be brought in. We will deepened our work in building aServices Outsourcing Demonstration City, and strive for the goal of Wuhan as aforemost city of software development in China. We will be active in preparingfor the application of Wuhan as a “Capital of Engineering Design”. We willsupport the traditional commercial firms to explore new modes of integratedonline and offline sales, improve our work on Wuhan as a National DemonstrationBase of E-commerce, and rise the total volume of e-commerce transactions above400 billion Yuan. Work will also be done on building a National IntelligentTourism City. We will start the work on the JianghanChaozong Cultural TourismZone as a 5A Tourism Site. We will implement projects such as the comprehensivetreatment of the pontoon docks along the four coasts of the two rivers, and theillumination upgrade of the city. We will support the East Lake site’s work onbuilding a National Ecological Tourism Demonstration Site. With a focus onattracting the headquarters of high-level firms, we will improve the clusterzones of the services sector, including the Wuhan Central Business District,the HankouYanjiang Business District, the Wuhan Central Cultural District, theHanzheng Street Wuhan Central Services District, the Wuhan International ExpoDistrict, the Wuhan Bingjiang Cultural Business District, the YangchunhuHigh-speed Railway Business District, and the QingshanBingjiang BusinessDistrict. We will support the North Hankou International Commodity TradingCenter to apply for “National Domestic and International Trade IntegrationCommodity Market Experiment Site”.

  (II) Maintaining theprinciple s of reform and opening up, and improving the drive for social andeconomic development

  The principles ofreform and opening up are the wellspring of our growth towards greaterachievements. We will promptly develop new measures of reform and opening up,that have strong effects in stimulation, nourishment and expanding new spacesof growth, to further release the potential of development.  

  We will drivedevelopment through the reform of our economic institution. We will continuethe process to streamline our procedures and giving greater authorities tounderlying institutions. We will establish a system to dynamically adjust thelist of governmental powers. We will be thorough in reducing the requirementsfor non-administrative approval processes, and regulate the agencies involvedin these processes. We will complete a new round of governmental reform, and beboth active and steady in reforming our public institutions.

  We will further ourreform of state-owned firms. The mixed ownership reform will continue. We willmake further explorations in equity incentivization and employee equities instate-owned firms. We will complete the full supervision coverage of for-profitstate-owned assets,and establish or reorganize operational corporations forstate-owned assets according to their sectors.

  We will accelerate thegrowth of the private sector. We will expand the possible areas ofnon-governmental investments, and devise a plan for opening the public servicessector to these investments. We will encourage and support private firms toparticipate in the reform of state-owned firms, and protect their legitimaterights. We will improve our policies that support the growth of small-to-microfirms.

  The financial and taxsystems will be further reformed. We will improve the transfer payment systemfor financial spending, and strengthen our regulation of dedicated funds. Wewill establish an early warning and urgent treatment system of debt risks.Innovations will be made in government procurement, including exploration of “storesupply (including e-commerce merchants) + online bidding”for genericmerchandise.

  We will continue tobuild our modern market system. The reform to make corporation registrationsmore convenient will continue. Under the principle of “lower the barrier toentry, but tighten the regulation”, a proper supervision system for regulationduring and after business incidents will be built. We will improve the systemsfor collecting trustworthiness information from the society, and monitoring ofbusiness trustworthiness. We will push forward the price reforms in non-basicpublic services, resources, and environmental protection. The multi-levelcapital market system will be further built up, and a regional OTC market willbe developed.

  We will both widen anddeepen our effort of opening up.We will build Wuhan into a high ground ofeconomic opening up, and attracting investments will be our most importantfocus in economic policies, including innovative modes of investments, betterattraction policies, adding more firms to the potential list of investmenttargets, and better regulation of investment responsibilities. Each centralurban district will bring in at least one industrial project with an investmentover 3 billion Yuan, and each development zone or new district will attract atleast one over-5 billion Yuan project. The volume of foreign investments inactual use will grow by more than 18%, and the total volume of attractedinvestments will grow by over 30%. With the Foreign Trade TransformationProgram, the foreign export volume will increase by over 6%. We will encourageadvantageous firms to expand outside of Wuhan. More collaboration will be madewith businesses from Hong Kong, Macau and Taiwan.

  We will improve Wuhan’sopenness to foreign countries. We will open up more international routes,including 3 new overseas air routes, near-sea shipping lines to Korea andJapan, and improvements to the China-Europe (Wuhan) International FreightRailway. We will seek the approval for creating a General Tariff-free Zone for theNew Wuhan Harbor and Tianhe Airport. The railways and harbors will play agreater role in opening up. We will speed up our effort in applying for theChina Inland (Wuhan, Hubei) Free Trade Experiment Zone.

  We will improve ourbasis for international communication and collaboration. The construction ofthe Foreign Consulate Precinct will continue; we will ensure the successfulopening of the British Consulate and the visa coordination of the AmericanConsulate. The China-France Wuhan Ecological Demonstration City program willcontinue. Ten new international sister cities and friendship cities will beadded. The Optics Valley-Silicon Valley cooperation will be expanded. We willalso expand our interactions with the Volga Federal District cities of RussianFederation. We will keep our work on the “Home at Wuhan” Program for foreignnationals, and build up the Demonstration Districts of Internationalization.

  We will deepen the workfor cooperating on the Yangtze River Economic Belt. We will prepare ourproposals for realizing the State Council’s opinions on developing the EconomicBelt. The Yangtze Middle Range Shipping Center will continue to be built. TheYangluo Harbor transportation system will be improved. We will deepen ourcollaboration in shipping with other cities along the Yangtze River. The peripheralindustries of our harbors and airport will be developed. We will be activelyparticipating in the construction and growth of the Yangtze Middle Range city cluster.We will implement the Provincial strategy of “Two Rings and Two Belts”.

  (III) Innovation-driventransformation and development, and innovations in all directions, systems,regions and fields.

  The creation of aNational Innovation-driven City will be in a central position in our overallstrategy. A global vision and strategic thinking will be needed for ourinnovation plans. We will focus the greatest passions, the best resources andpolicies, and the most investments to innovation, and build a National CentralCity.

  We will further developinstitutional systems that serve innovation-driven development. We will carryout the Regulation of National East LakeDemonstration Zone of Self-directed Innovation, and Implementation Plan of Early Experimentation in East Lake High-techZone, making the Demonstration Zone our engine of innovation. We willimprove the “Multiple Industrial Parks in One Zone” system, and push forwardthe Demonstration Zone’s early experimentation policy. We will improve thepolicies for the utilization, disposition and earning management ofprofessional scientific research achievements. We will reform the systems formanaging the government’s scientific funds and projects. We will build up ourspecial policies for research financing and scientific talents. 15 billion Yuanin principal for research loan surplus and 20 billion Yuan in researchinsurance will be added. 30 venture capital institutions will be introduced.The “Huanghe Talent Program” and “3551 Optics Valley Program” will continue. Wewill explore systems that combine talent attraction and venture capitalinvestments. We will support and attract Academician Research Stations, andexploit the potential of Academicians and experts in innovation.

  We will further ourcreation of a platform for enterprise-driven technological innovation. We willprepare proposals that encourage the self-directed innovations of firms, andensure they can function as actors in innovation decisions, R&Dinvestments, scientific institutes and realization of research results. We willcommence the Full-coverage Operation of R&D in Large-to-medium Enterprises,and encourage firms to collaborate with colleges and institutes in buildingadvanced research organizations. We will introduce the R&D institutes ofGlobal 500 companies. We will encourage the reform towards marketization andincorporation for institutes of applied sciences. We will issue innovationvouchers to firms to incentivize innovation.We will develop a series ofinnovation platforms, including institutes of industrial technologies,strategic alliances for innovation, and alliances for technical standards,which will develop new technologies that answer the need of the industries. 1million m2 of land will be added to our incubators of science-focusedfirms. We will continue our work for National Intellectual PropertyDemonstration City based on high standards.

  We will continue thedevelopment of strategic new sectors. We will plan for chains of innovationaround existing industrial chain, so that the results of innovation can bedeveloped into actual productive activities that are new sources of growth. Wewill develop our advantageous sectors such as optoelectronics, information,biotech and health research, and expand the scales of manufacturing for energyconservation equipment and high-end equipment. Based on our goal for DoubleTrillion, we will focus on growing new industries such as integrated circuit,new energy automobile, industrial robots, big data, and GPS system, making themimportant boosters of the Double Trillion movement. We will further expand theindustrial parks such as Future City and Biolake, and encourage the developmentzones and districts to build more science-focused industrial parks, which willincubate and attract more high-tech firms. We will implement the RoadmapProgram for Scientific Small-to-medium Enterprises, and 100 new high-tech firmswill be added. The output of high-tech industries will surpass 800 billion Yuanin an increase of 20%.

  We will further developan environment that encourages innovation and entrepreneurship. The QingtongProgram will continue to stimulate entrepreneurship in college students. 15 newareas for college student entrepreneurs will be added, attracting 100,000students and graduates to open up new businesses. The accompanying serviceswill be improved, as we build up more low-rent offices, workshops andresidential houses. We will start widespread development of innovation-orientedinstitutions, industrial parks, districts and communities, so that “innovation”is a word that echoes through every corner of Wuhan. We will realize the ActionPlan for People’s Scientific Qualities, and groom an atmosphere that respectsinnovation, encourages entrepreneurship, and has high tolerance for failure,making innovation the soul of our city.

  (IV) Balancingconstruction and management, focusing on quality, and improving our urbanfunctions and quality of life.

  We will plan accordingto the principles of building a central metropolis, renew our planningphilosophy, and focus better on the quality of life and citizen’s opinions. Theinfrastructure and management will be improved. The ecological environment willbe bettered. We will make the city quieter, so that the citizens can feel thebeauty of nature outside their homes.

  The effects of planningwill be strengthened. We will commence the preparation for a new overall cityplan, a new overall plan for land use, and a comprehensive plan fortransportation. The planning of urban and rural regions, and the planning ofland use will be integrated into management “all on one map”.  

  We will continue ourhigh-quality urban development.The investment and effort in building a modernhigh-quality infrastructure will not be reduced. The total investment for urbaninfrastructure will reach 175 billion Yuan.

  We will innovate ourfinancing system in urban construction. By improving the cooperation systembetween the Municipal and District governments, both levels can be encouraged.We will promote the PPP (public-private partnership) mode of construction,encouraging private capital to participate in infrastructure through licensedoperation, subsidies and governmental purchase of services. We will pushhigh-quality assets to obtain financing through markets, and enhance theplatform companies’ abilities to perform capital operations.

  We will strengthenWuhan’s function as a major hub of transportation. We will actively participatein building the Three-dimensional Transportation Pathway of Yangtze RiverEconomic Belt. We will continue work on Stage 3 of Tianhe Airport, Stage 3 ofYangluo Harbor, Wuhan segment of Wuhan-Shenzhen Highway, Wuhan segment ofWuhan-Xiaogan Road, Wuhan segment of Qiaokou-Xiaogan Road, and the 4th ringroad. We will continue planning and construction of the Yangtze RiverbankHigh-speed Railway and Wuhan-Xi’an High-speed Railway. We will support theopening of Wuhan-Xiaogan Inter-city Railway.

  We will further oururban rapid transportation. We will continue to make Wuhan Metro the guidancefor the development plan, remember our plan for “the Birthday of Wuhan Metro”,and ensure the completion of Line 3, which will be a first step towardscompleting the central urban metro network. We will continue work on theunderway metro lines, and start work on the Jinghe extension of Line 1, andLine 24. We will keep working on the Trans-Yangtze passage, the urban ringroad, and high-speed roads. The East Lake Passage, the Sixth Jianghan Bridge,and the Sanguan Han-Yangtze Bridge will be completed. The Fu River Bridgeproject of the Near-Airport Zone will continue. The 2nd ring road will becompletely connected. The transformation projects will be completed for 3rdring road, Dongfeng Avenue, Xiongchu Avenue and No.21 Road. We will startbuilding the Qingshan Yangtze Bridge, the Daijiashan Bridge, and the extensionto Julong Avenue. We will start the Landscape Improvement Projects for HanyangAvenue and Zhongshan Avenue.

  This year will be “theYear of Greeways”, “the Year of Road Network”, and “the Year of Parking Lots”.For the central districts, Wuchang will focus on the greenways around the EastLake; Hankou will focus on the Zhanggongdi greenways, which will connect theHan River green passage and Hankou Yangtze Riverbank into a green ring thatconnects Hankou’s main regions; Hanyang will focus on the greenways around theMoshui Lake. For the new districts, the focus will be on the surrounding ofHouguan Lake, Qinglong Mountain, Jinyin Lake, Fu River Wetland, and MulanMountain Tourism Area. 228 km of new greenways will be added in total. With thegoal of improving traffic in important districts and living quartersin mind, wewill connect broken roads, improve the microcirculation of traffic, andrenovate 60 passages, creating subsidiary road networks that connect high-speedroads. We will formulate plans and policies for building new parking lots,increasing spaces for parking. We will perform further traffic regulation, withthe goal of eliminating 4 to 5 congestion points in each district, andsignificantly improving our urban traffic. We will prioritize public transportation,connecting bus lines with Metro, forming a new bus network that connectshigh-speed roads, major roads, subsidiary roads and microcirculation roads,making the aboveground transportation faster.

  We will build ourinfrastructures further. Stage 2 of the Yangluo Water Plant will be completed.The renovation of Yujiatou Water Plant and upgrade of Qinduankou Water Plantwill be concluded. The expansion of Baihezui and Zongguan Water Plants will bestarted. 100 km of main water drainage pipeline will be added. The BeihuWastewater Treatment Plant and the accompanying wastewater tunnel projects willbe started. The Nantaizihu Wastewater Treatment Plant will be upgraded, and theHuangjiahu Wastewater Treatment Plant will be renovated. 100 km of wastewaterpipeline will be added. The Stage 2 of Changshankou Waste Incineration Plantwill be finished. We will continue building a modern intelligent power grid.The high-pressure outer ring of natural gas pipelines will be completed, finalizingthe “One Network” of urban natural gas management.

  We will continue ourrenovation of old urban, industrial and rural districts. Over 10 “urbanvillages” will be demolished, with over 3 million m2of resettlementbuildings started and finished respectively. Each central district willexpropriate over 500,000 m2 of old urban or industrial area, andinitiate renovation of at least two shantytown areas. Condemned buildings inD-level disrepair will be gradually removed, and the safety of our residents’living spaces will be ensured.

  Fellow deputies, ourcontinuous and large-scale urban construction has caused many inconveniencesfor the lives and travels of our citizens. They have been supportive of ourworks in building up our home. We will prioritize the human factor, optimizeour schedules, improve our management, and be swift and diligent inconstruction works, so that the period of impact on citizen travels can beminimized, and our citizens can enjoy the conveniences and living qualityimprovements of a high-speed road network as early as possible!  

  We will improve oururban management through better guiding principles, standards and institutions.The fruits of the “Urban Management Revolution” will be solidified and builtupon. The enforcement system of urban management workers will be improved with carefulexplorations. The marketization of sanitary works and greenery preservationwill continue. The cleaning of major roads and window areas will be improved.The environment regulation at weak links such as surrounds of railways,alleyways, and intermediate areas between urban and rural regions will bestrengthened. The service quality of property management companies will bebetter regulated, and we will try to solve the problem of managing residentialcommunities. The “Three Creations” work will be deepened, with the hope ofsucceeding in receiving the titles of a National Civilized city, a NationalHealthy City, and a Provincial Environment Protection Demonstration City, whichwill be followed by institutions with long-term effects.

  The temperament ofcitizens will also be a focus. The core value system of socialism will bepropagated, and the mechanism that gave birth to the “Stars of Wuhan”phenomenon will be replicated. The stars of our city will be remembered andrecorded into history, as models that encourage citizens to make newcontributions, increasing their pride in identifying with the city.

  We will make a greateffort in building an ecologically responsible civilization. We will protectthe landscape, and make our living environment more beautiful. The “Green WuhanAction Plan” will continue. The 3rd ring road ecological belt work will go on,and work will be started on the demonstration segment of the 4th ringecological belt, and the ecological pathway of the airport highway. Theriverbank construction along the four banks of the two rivers will continue,with Stage 1 of Wuqingdi Riverbank being completed. The main works LonglingshanEcological Park will be completed. The total area of new forestation will be106,000 mu.

  The Water Ecological CivilizationCity Experiment will fully unfold. We will start water-based ecologicalrehabilitation programs. We will strictly enforce the “Three Lines and One Path”protection plan for the lakes, and continue to build the natural parks nearrivers and lakes. We will continue work on the wetland natural preserves suchas Chen Lake and Zhangdu Lake. We will protect the safety of strategic watersources including Yangtze, Han River and Liangzi Lake. We will conduct theresearch for preparing Wuhan Municipal Treatmentand Action Plan for Water Pollution.

  We will enact the AirQuality Improvement Action Plan. Our enforcement will focus on PM2.5 and PM10.We will actively participate in the works for cooperative management of airpollution in the Wuhan city cluster. We will continue the National New EnergyAutomobile Demonstration Experiment.

  We will endeavor toensure the success of the 10th International Landscape Expo in China (Wuhan).We will complete the Landscape Expo site, ensuring its opening, creating a “CenturyTreasure of Landscape Expo” guided by the principle of “Green Living inLandscape Expo”.

  (V) Coordination ofurban and rural regions in modernization, and “Independent City Establishment”for new districts

  The “Agricultural,Rural and Farmer” works will be strengthened. We will walk the path of newurbanization that focuses on the human factor, optimized structure,ecologically responsible civilization, and continuation of culture, to promotethe modernization of industry, functions and scale in new districts.

  We will emphasize theconstruction of modernized urbanization. Development plans that integrateindustry and urban regions will be planned, and industrial projects will becongregated in new urban regions. Their infrastructure will continue to bebuilt, including roads, water supply and drainage, wastewater treatment andwaste disposal. The public services facilities such as education, medical careand cultural facilities will be improved. With “Coordinated Creation on FourLevels” of ecologically responsible townships, towns and villages, we willbuild a series of National “Beautiful Villages” and Provincial “VillagesSuitable for Living”.

  We will raise thedevelopment quality of modern urban agriculture. We will continue the upgradeof 100,000 mu vegetable plantation. We will explore the inter-regionaldevelopment of the “Food Basket” Program, creating cooperative livestock basesoutside of Wuhan. We will start the work to create a National DemonstrationZone of Modern Agriculture, and continue work on 13 Modern Urban AgricultureDemonstration Parks. 50,000 mu of standardized agricultural production will beadded. We will build a National Seed Industrial Park. The deep processing ofagricultural products will be developed to an output of 250 billion Yuan. Thesix Flower-viewing sites will be developed according to high standards, makingthe flower-viewing economy into a large scale industry and a valuable brand.

  We will continue toimprove the living conditions of rural populations. 41 small reservoirs will berepaired and reinforced. 134 key pump stations will be upgraded. 3500 km ofwater drainage and supply channels will be improved. The rural power gridrenovation will also continue. We will support the development of historicalregions of revolution.

  The countryside reformwill be deepened. We will regulate the transactions of rural land rights, andstart a new round of certification for rural land use rights, creating a riskcollateral system for land use. We will encourage regulated commercial capital toenter the agricultural market and develop agriculture on a proper scale. Wewill raise the level of capitalization for rural resources, and encourageequity cooperation by farmers. The mortgaging of land use right, water regionuse right and agricultural facilities will be steadily moved forward. We willcreate new entities of agricultural businesses. 300 farmer cooperatives and 600family farms will be added.

  (VI) Increasing thewelfare of citizens, under the principles of “for the people, and benefittingthe people, by everyone, and benefitting everyone”.

  The livelihood of thepeople determines our goals. We must listen to the opinions of the people, andour decisions must truthfully reflect their wishes. We will continue to makegreater investments into their quality of life, solve the problems thatdirectly affect them, and help them fulfill their dreams. We want to make thecitizens’ life better and better each year!

  We will put greatereffort into employment and social welfare. Through the interaction betweeneconomic growth and employment, the developing economy will create more jobopportunities. 160,000 new jobs will be created for urban residents; 50,000 ofrural labor force will be attracted to work in urban regions; 25,000 newentrepreneurs will appear, and their pioneering work will create jobs for110,000 people. We will make policies that supplement the urban and rural basicretirement insurance, which will be connected to the employee basic retirement insurancesystem. We will reform the work procedures of social insurance, establish abatch of new social insurance service stations, and explore city-wideresource-sharing for social insurance. We will start the reform of retirementinsurance system for public institutions. The social insurance issuesexperienced by some citizens with livelihood difficulties will be solved.350,000 new participants will be added to social insurance, and the overallcoverage of insurance will be above 98%. We will ensure the completion ofhousing security missions from the Provincial level. We will further build thesocial assistance system, improve the temporary assistance institution, andensure the basic livelihood of disadvantaged residents. We will take care ofthe National Retirement Services Comprehensive Reform Experiment. We willcontinue to create a retirement system based on at-home retirement, supportedby communities and retirement services institutions.

  We will work towardscreating more balanced high-quality education. We will deepen the educationreform.We will continue to enact the new round of Three-year Action Plan for PreschoolEducation. We will promote the School Zone and Administration Entrustmentsystems, create education alliances and associations of schools, continue thesmaller class experiment in elementary schools, and increase the balancedhigh-quality development of compulsory education. For senior middle schooleducation, we will promote high-quality diversification. A “Teacher of the Year”awardsystem will be created. For vocational education, we will promote integrationof production and education, and collaboration between schools and firms, andexpand the coverage of vocational school groups.We will support schools such asWuhan University and Huazhong University of Science and Technology in theirpursuit for top-ranking universities of the world, and support schools such asJianghan University and Wuhan Business University to better develop their owncharacteristics, building Wuhan into a great university city.

  We will continue ourwork on building a national center of medical and health services. “Greatdoctors, great departments, great hospitals, and great medical centers” will befostered.In the reform of medical system, we will launch the experiment ofdifferent procedures for different medical cases, enact reform of publichospitals according to their classification, and encourage non-governmentalcapital in founding hospitals. The new high-quality international hospitalswill achieve substantial progress. We will strive to create a National ModelCity of Base-level Traditional Medicine Services. We will promote theintegration of medicine and retirement services, and achieve full coverage ofat-home retirement medical services in the central urban districts. We willstart construction of the Municipal Hospital of Senile Diseases. We will becareful in enacting the Preventive Health Fortification Program. We willstrengthen the comprehensive treatment of the sex ratio at birth problem, andenforce a solid basis for family planning.

  We will raise thecultural quality of the city. The “Five Cities of Culture” plan willaccelerate. We will promote the benefits of cultural events for the citizens,enacting the “Three Ten Million Program”: over 10 million people in attendancefor public performances, libraries servicing over 10 million readers, andmuseums servicing over 10 million visitors. We will deepen the cultural systemreform, and further encourage creativity in art and culture. We will supportthe creation of outstanding works of art and performance with high qualityproductions. We will utilize the historical and cultural resources of the city,complete the construction of Central Organization of Communist Party of ChinaHistorical Site Museum, continue work on the Panlongcheng NationalArchaeological Site Park, improve the preservation of historic streets andcommunities, and conduct the preservation and cultural heritage application forthe Tea Road. We will promote the Nationwide Fitness Movement and thedevelopment of the sports sector.Large sports events such as WTA Wuhan OpenTennis Tournament, World Schools Championship, and Asian Track & FieldChampionship. We will keep working on building the National Football ExperimentCity.

  We will strengthen ourinnovations in social governance. We will emphasize the importance of rule oflaw, deepen the citizens’ education regarding rule of law. We will improve thelegal channels for mediating disputes and protecting people’s rights. Thepetition system will be incorporated into a more proper legitimate system. Thecommunity attorney system and legal assistance will be improved. We willemphasize systematic governance, and promote the importance of building aNational Harmonious Community Demonstration City. We will foster over 1800social organizations. The base-level services management platforms will bebuilt and improved, towards the direction of grid management and socialservices. Ethnicity and religion-related affairs will be treated according tolegislations. The work on a peaceful Wuhan will deepen. We will develop acomprehensive prevention and regulation system of social security with Wuhan’sown characteristics. We will regulate the internet space according tolegislations, and improve our services of online regulation. We will enforcethe idea of safety in development, and focus on the treatment of weak links andoutstanding issues in occupational safety and safety in high human densitysituations, and effectively prevent and stop any major incidents fromhappening. We will strengthen our regulation on food and drug safety, and buildtowards the goal of a National City of Food Safety. We will improve themilitary recruitment and civil defense education, and ensure the deeper connectionbetween military and citizens.

  In this year, we willcontinue our work on the ten practical issues.

  1. Improving thetraffic. 30 micro-circulation bus lines will be opened, and 400 buses will beadded. 30 bus-passages with a total length of 120 km will be built. We willrenovate the administrative equipment such as traffic signs, signal lights,fences and other safety measures within the 3rd ring road. We will provide13500 new public parking places. We will repair 150,000 m2of damagedpedestrian’s pavements. We will start a new round of “Ten Thousand Cadres inTen Thousand Villages” movement, and ensure every village is connected bytransportation lines.

  2. Improving educationand medical services. We will build or improve the safety video monitoringsystems in 300 elementary and middle schools. Direct drinking water systemswill be installed in elementary and middle schools all around the city. We willcontinue issuing each newly enrolled full-time college students with a Citizen’sManual and a 100-Yuan “Wuhan Tong” bus card. We will upgrade 10 communitymedical service centers and 10 town and township medical centers. We will launchthe education for 100 community GP doctors. We will start the free samplingexamination of deafness-related genes for 60,000 newborn children of the city.

  3. More work insupporting the disadvantaged. We will provide nursing care allowances for abasic living allowance family with two (or more) disadvantaged members.Allowances will be given for disabled citizens not in company or institutionalemployment who have participated in and properly paid for urban corporationemployee basic retirement insurance, and are less than five years from thenational retirement standard. A one-off temporary major disease allowance willbe given to children within the city’s household registration, under 14 yearsold, with major diseases such as leukemia, severe aplastic anemia, or cerebralpalsy, whose families are unable to afford follow-up costs for treatment due topoverty.

  4. Promotion of cultureand sports. We will update the books for 2122 villagers’ libraries. We willchoose 35 swimming pools in the city to provide 20 days of free summer vacationswimming for elementary and middle school students. We will provide freeswimming, football and tennis training for 3500 youths. 300 sets of athleticequipment will be installed and updated for rural regions.

  5. Conveniences forliving. 100 public lavatories will be newly built or renovated. 84 landfillwaste collection stations will be built. 100 community vegetable stores will beadded. 300,000 “Wuhan Tong” residence permits will be issued for free tomigrant workers. 60 majoroverhead pipelines and power lines and more in 265communities will be improved. 69 24-hour self-service machines for entry andexit of country borders will be provided at areas of high population density.

  6. Improving airquality. 80 monitoring facilities for construction field dust pollution will beinstalled. Dust-reduction sprinklers will be installed for 100 constructionfields. 70,000 old automobiles and vehicles below the European No. 1 standardfor exhaust emissions will be retired. Starting from May 1 of this year, publicburning of straws within the municipality region will be forbidden.

  7. Improving theinfrastructure and services in old communities. We will promote the “HappyCommunity” works in 100 old communities, with a focus on their infrastructuressuch as roads, water drainage and illumination. We will promote the greeningupgrade for 200 old communities. 100 additional community firefighting roomswill be installed.

  8. Food safety. 36catering service zones will be set up around school campuses, marketplaces, oldcommunities and intersection between rural and urban regions. Food safetymonitoring stations will be set up at the three wholesale markets: Baishazhou,Sijimei and Huangjingtang. The safety regulation for cafeterias at kindergartensand elementary and middle schools will be strengthened, ensuring theirquantified safety Grade A an Grade B rates can surpass 65%. 30,000 foodsampling tests will be conducted, with the results publicized every two months.

  9. Improving retirementservices. The city’s basic retirement insurance allowances for rural and urbanresidents will be increased from 144 Yuan each month per person to 180 Yuan. 30community retirement homes will be upgraded. 50 new community retirementservice centers and 40 rural retirement care centers will be built.

  10. Care forleft-behind children in rural regions. 10 new service stations for left-behindchildren will be built, realizing full coverage for their services. 50 familialeducation report events and 20 theatrical performances will be held for them.

  Fellow deputies, thepreparation of the Thirteenth Five-year Plan is an important mission of thisyear. Based on our goal of building a National Central City and revitalizingthe Great Wuhan, we will push forward the important tasks that directlyconcerns the present and future of Wuhan’s development such as Double TrillionProgram and the change towards innovation-driven development. We will listen tothe wisdom of all sides in preparing the plan, making it an effective roadmapfor guiding the development of our economy and society.

  (VII) Administrationbased on rule of law, strengthening law enforcement, and building a governmentbased on rule of law.

  We will continue topromote the idea of rule of law, enact the WuhanMunicipal Plan of Building a Rule-of-law Government, and continue toimprove our ability in governance through the philosophy of rule of law.

  We will improve ourdecision-making system. Public participation, expert assessment, riskevaluation, legitimacy review, and collective discussion will all be integratedinto legal procedures for major administrative decisions, ensuring the processto be just, transparent, and with clear responsibilities. We will prepared the Wuhan Municipal People’s Government Legal ConsultantWork Regulations, and realize the coverage of legal consultants indistricts (functional districts), governmental departments and sub-districts(towns and townships). We will promote the creation of new thinking tanks thatsupplement our decision consultation system.

  We will promoteadministration based on the rule of law. The institutions will be improved, andtheir functions, authorities, procedures and responsibilities will be betterregulated by legislations, realizing the principles of “to do nothing notauthorized by law, and to do everything specified by law”. In the reform of lawenforcement, we will promote the relative centralization of administrativepunitive powers, and explore further reform in traffic law enforcement. We willstrengthen the supervision of discretionary powers, and realize properstrictness and fairness in law enforcement. We will support the legalindependent utilization of judicial and procuratorial powers by courts andprocurates.

  We will reinforce thesupervision of governmental powers. We will accept the legal supervision of theMunicipal People’s Congress and its Standing Committee, and the democraticsupervision of the Municipal Political Consultative Committee, and be diligentin enacting the People’s Congress resolutions and suggestions, and suggestionsand proposals of the Political Consultative Committee. We will accept thesupervision of citizens and public opinions. We will improve the supervisionsystem on governance operations, create new normalized systems of supervision,and reinforce auditing supervision. We will improve the transparency of administrativeworks, exposing the function of power to sunlight.

  We will reinforce theintegrity and contribution of civil servants. The review of officer competenciesand responsibilities will be deepened. The treatment of the ten outstandingissues will be focused on. We will be strict with reducing negligence andpunishing misconducts. We will perform the government’s responsibility inimproving the honesty of the Communist Party Group within the government,realize “Two Duties for One Position”, and promote the creation of systems forthe punishment and prevention of corruption. We will be strict in enforcing theEight Rules of Central Party Committee, the Three Rules of State Council, theSix Opinions of the Provincial Party Committee, and the Eleven Prohibitions ofthe Municipal Party Committee. We will reinforce the reform of governmentalvehicles. We will build a long-term institution for prevention of the Four Problems,and solidify the achievements of the People’s Education for Party Members.

  We have a greatresponsibility in perform the many tasks of the government. Every civil servantmust follow the “Three Strict and Three Substantial” and “Four Virtues” requirementsof General Secretary Xi Jinping, focusing their minds on “intention to do work”,their energy on “capability to do work”, their talents on “doing work well”,and their goals on “success in doing work well”. They must be passionate, bepragmatic and scientific, be courageous, and be industrious. They must abide bylaws and regulations, and create results that can be tested by practice, by thepeople, and by history. Together with the citizens, we will make every day’sWuhan a different city!

The great mission ofrealizing the Double Trillion, creating a National Central City, andrevitalizing the Great Wuhan, will encourage us to continue our works. The hopeand wishes of all citizens will drive us to move forward. Let us follow theguidance of the Central Party Committee with Comrade Xi Jinping as its GeneralSecretary, and the leadership of the Provincial Party Committee, the ProvincialGovernment, and the Municipal Party Committee, to dare to be pioneers, tostrive for excellence, and to create a new chapter in Wuhan’s reform, openingup and modernization!
