武汉市2014年政府工作报告

  Fellow Deputies,

  On behalf of the Municipal People’s Government, I now present to you my report on the work of the government for your deliberation and approval and for comments and suggestions from the members of the Municipal Committee of the Chinese People’s Political Consultative Conference (CPPCC) and other participants.

  I. Review of Work in 2013

  2013 was the key year to connect past and present to implement the “Twelfth Five-Year Plan”. Facing the complex international environment and the grim situation of greater downward pressure on the domestic economy, under the strong leadership of the Provincial Party Committee and provincial government and the Municipal Party Committee, we firmly relied on the people of the city, fully implemented the propositions presented in the Report to the 18th CPC National Congress, the Report to the 3rd Plenary Session of the 18th Central Committee of the Communist Party of China and the important speech of General Secretary Xi Jinping when he inspected Wuhan, Hubei, adhered to contending and improving quality, unswervingly kept both efficiency and speed, maintained composure and treated calmly, tackled tough problems and overcame difficulties, marched forward bravely, fully implemented the “Five Major Plans”, vigorously promoted the construction of Beautiful River City and Happy Wuhan, and took a new step in the journey of building the National Central City and an international metropolis.

  - The comprehensive strength went to a new level. The city’s GDP is expected to exceed 900 billion yuan. The all-inclusive fiscal revenues exceeded 240 billion yuan. The total social fixed assets investment exceeded 600 billion yuan. The total retail sales of social consumer goods exceeded 380 billion yuan.

  - Industrial multiplication effect was apparent. The above-scale industrial output value exceeded 1 trillion yuan, while the monthly output value exceeded 100 billion yuan. The output value of the automotive industry exceeded 200 billion yuan. Enterprises whose output value exceeded 50 billion yuan increased to 4, while enterprises whose output value exceeded 10 billion yuan increased by 3 to 15. The 800,000 tons of ethylene production, Shenlong No. 3 plant, Lenovo Wuhan Production Base, WISCO No. 4 Cold Rolling Plant and a number of other major projects with the investment of 5 to 10 billion yuan or more were completed and put into production. The Dongfeng Renault project settled in Wuhan with significantly enhanced potential for further development.

  - The pace of innovation-driven development was accelerated. We implemented the commercialization special projects of 86 major scientific and technological achievements. New high-tech enterprises increased by 89 and totaled 900. New high-tech enterprises whose output value exceeded 10 billion yuan reached 9. The output value of high-tech industries reached 550 billion yuan, accounting for 55% of the city’s above-scale industrial output value, 5 percentage points higher than last year. Among all national high-tech zones, the comprehensive ranking of East Lake High-tech Zone rose to No. 3 while the knowledge creation and technological innovation capability rose to No. 2.

  - The transportation hub function was continuously improved. First Phase of Rail Transit Line 4 was completed for trial operation, forming an “H-shaped” rail transportation network with Urban Transit Line 1 and First phase of Line 2. The urban transit connects three major rail stations and five major long-distance passenger stations, realizing the fast transfer of high-speed rail, urban rail, subway, and long-distance passenger transport. The star-shaped high-speed rail network with Wuhan as the center was basically formed, constituting the two-hour traffic circle of Wuhan, Zhengzhou, Changsha, Nanchang, Hefei and other capital cities in Central China, the 4-to-5-hour traffic circle to Beijing, Shanghai, Guangzhou, Xi’an and other cities and the about-8-hour traffic circle to Chongqing, Ningbo, Qingdao, Xiamen and other cities. Wuhan Railway Station became the high-speed rail station with the most widely radiated high-speed rail lines and the most directly reached cities in the country at present. The annual passenger volume exceeded 10 million. The first inland port offshore liner - “Luzhou-Wuhan- Taiwan Container Fast Liner” was launched. The passenger throughput of Tianhe Airport reached 15.7 million.

  - Opening up achieved new breakthroughs. We newly introduced 23 Fortune 500 companies, which total 200. We newly launched 5 international and regional routes, which total 25. The international and regional passenger throughput exceeded 1 million, an increase of 59%. The international and regional routes as well as passenger throughput rank first among central cities. East Lake Comprehensive Bonded Area started operations. We successfully held the Global Automotive Forum, World Emerging Industry Summit, Convention of Overseas Chinese Scholars in Science and Technology, Wuhan International Friendly Cities Summit and a group of international meetings.

  - The integrated urban and rural development momentum is good. The economic strength of 6 new urban areas was quickly enhanced. The region’s GDP growth rate was 2.2 percentage points higher than the city average. The local public fiscal budget revenues increased by 21.5%, 3.4 percentage points higher than the city average. “Vegetable basket” project was upgraded with 74,000 mu of newly built vegetable bases. The agricultural product processing industry output value exceeded 200 billion yuan. We newly built 126 km of grade highway and 530 km of highway to gulf.

  - People’s livelihood was continuously improved. The expenditures for livelihood areas in the city’s public finance reached 70.34 billion yuan, an increase of 26.5%. The livelihood expenses accounted for 63.7% of the city’s public financial expenditures, up 1.5 percentage points over the previous year. The per capita disposable income of urban residents is expected to exceed 30,000 yuan, while the per capita net income of farmers is expected to reach 12,500 yuan. Education, culture, sports, health, social security and other public services have been improved steadily. The city appearance and environment and the living quality of the people have been continuously improved.

  Over the past year, we mainly focused on six tasks.

  1. Calmly dealing with the economic downward pressure and achieving positive results of stabilizing growth and adjusting structure

  We introduced a series of policies and measures to stabilize growth, developed and implemented “16 Items to Stabilize Industrial Growth”, “15 Items to Activate Domestic Demand and Boost Business”, “Nation-wide Entrepreneurship 20 Items” and other series of measures, implemented structural tax cuts and stopped 18 charges of non-profit-making service, and carried out “1,000 Cadres into 1,000 Enterprises” service activities to help enterprises solve practical difficulties and problems. The economy rebound quarter by quarter and made a turnaround.

  We further promoted the industrial multiplication plan. We optimized the industrial layout, and developed the “four industrial sectors” spatial development planning of Great Optics Valley, Great Vehicle Capital, Great Airport Economic Zone and Great Port Economic Zone. In six new urban areas and the 3 central urban areas across the Third Ring Road, we built a 10-square-kilometer and a 20-square-kilometer industrial multiplication development district. The city’s new industrial park area reached 80 square kilometers. We continued to increase industrial investment, and the industrial investment exceeded 220 billion yuan, up over 30%. The construction of 13 major projects with the investment of over 5 billion yuan including Shanghai GM Wuhan Production Base, Linuo Wuhan Industrial Base, Chow Tai Fook Jewelry Cultural Industry Park, Dongfeng Passenger Vehicle New Energy Plant, Dongfeng Getrag Gearbox, GEM Industrial Park, Baijierui New Materials and Wuhan Bridge Heavy Equipment Industrial Park was pushed forward steadily. The operating rate of 122 industrial projects signed in recent two years with the investment of 500 million yuan reached more than 80%. We adjusted and optimized the industrial structure, invested 35 billion yuan in industrial technological innovation. The automotive, optoelectronic information and heavy chemical industry chains were continuously improved. 4 of the world’s top 10 largest automobile manufacturers invested in Wuhan for cooperation and Wuhan has become the city with the most car brands in China. The above-scale industrial added value exceeded 300 billion yuan. The total corporate profits reached 48 billion yuan total, up 32%.

  We accelerated the implementation of the service industry upgrade program. We accelerated the development of finance, modern logistics, exhibition, cultural creativity, information, modern commerce and other modern service industries, accelerated the pace of regional financial center construction, and newly introduced 8 various financial institutions, which total 178. Listed companies on “New Third Board” exceeded 40, and Wuhan was approved as the national consumer finance pilot city. The social financing scale reached 333.6 billion yuan, up 10.7%. We developed the spatial development plan for the logistics industry, accelerated the construction of “1 port, 6 parks and 8 centers” in the logistics industry, and introduced six well-known third-party logistics companies including Cainiao, DHL and ProLogis. The total social logistics exceeded 2.2 trillion yuan. We successfully held National Sugar and Alcoholic Commodities Fair, National Drug Fair, China International Commercial Vehicle Exhibition, China International Agricultural Products Fair and other national exhibitions. The influence of China North Hankou Trade Fair, “Optics Valley of China” International Optoelectronic Exposition, China Wuhan Finance Fair, Wuhan International convention and other Wuhan exhibition brands continued to expand. The total exhibitions exceeded 600 sessions, which attracted more than 2 million person-times of overseas exhibitors and attendees. The revenue of the engineering design industry reached 80 billion yuan. 9 major domestic e-commerce companies set up logistics centers or R&D and operation centers in Wuhan. The e-commerce transactions reached 172 billion yuan, an increase of 40%. The main business income of the software and information service industry reached 90 billion yuan, an increase of 38%. The total tourism income reached 168 billion yuan, an increase of 20.4%. We accelerated the construction of National Tourism Standardization Demonstration City and National Smart Tourism Pilot City. East Lake Eco-tourism Scenic Area was promoted as a national 5A scenic region.

  2. Further promoting the reform and opening up and constantly enhancing the vitality of urban development

  We strengthened the service-oriented government building. We promoted the adjustment of government agencies and functions, and integrated and established Urban Management Committees, Health and Family Planning Commission, Administration of Culture, Press, Publication, Radio, Film and Television. Food and drug, industry and commerce, quality supervision management system was adjusted from the municipal vertical management to municipal and district level-to-level administration. The police mechanism reform was further promoted, and 74% of police strength was sent to the grassroots. We deepened the reform of administrative examination and approval system. 339 municipal administrative approval items were reduced to 259 items, and 23 administrative examination and approval items were newly transferred to the district level. We established the city-district linkage online approval system, and the rate of approval service matters completed in advance reached 93%. We comprehensively promoted administration according to law, developed “Wuhan Municipal Government Rule of Law Construction Planning”, consciously accepted the legal and work supervision of the Municipal People’s Congress and its Standing Committee, and the democratic supervision of the CPPCC Municipal Committee, submitted 6 draft local laws and regulations to Municipal People’s Congress Standing Committee for deliberation and approval and drew 13 government regulations. 1,379 Municipal People’s Congress proposals, representatives’ proposals, CPPCC proposals and motions were all concluded.

  We fostered and strengthened the main body in the markets. We promoted the reform and reorganization of state-owned enterprises, deepened cooperation with central enterprises, increased 22 contracted projects, and completed the strategic restructuring of Wuhan Yangtze Communications Industry Group and FiberHome. We supported the cross-regional business expansion of Wuhan Department Store Group, Zhongbai, Wuhan Meat Cooperation and other preponderant companies. The total assets and net assets of enterprises invested by the Municipal SASAC reached 460 billion yuan and 120 billion yuan, up 22.5% and 22.7% respectively. We implemented SME Growth Project, accelerated the development of private economy, and newly registered 31,300 private enterprises and 74,100 individual businesses. 13 private companies were selected into China Top 500 Private Enterprises, an increase of 3. The proportion of private investment in total fixed asset investment reached 58.8%.

  We deepened the “two-oriented” social construction comprehensive supplementary reform. We developed “The Ecological Civilization Construction Target System and Assessment Methods” and “Implementation Measures of Circular Economy Promotion Law”, took the lead in China to introduce wetland reserve eco-compensation approach. Wuhan water-saving society pilot passed the country’s acceptance inspection. Household garbage classification and reduction pilot was launched. We improved the environmental regulatory mechanisms, achieved full coverage of all the lakes water quality monitoring, and publicized real-time PM2.5 and other environmental air quality monitoring data. “Two-oriented” society construction and demonstration project was further promoted. Qingshan Industrial Zone was approved as a national recycling transformation demonstration pilot park. New energy vehicle demonstration operation scale reached 1,098 units. 10,000 bikes were newly released for the citizens’ convenience. The new green building reached 2 million square meters. We fully completed the energy conservation and emission reduction objectives and tasks assigned by the province.

  We developed the program of enhancing the international level. We accelerated the development of the open economy. The total attracted investment reached 276.5 billion yuan, an increase of 61%. The actual use of foreign investment reached US$5.25 billion, an increase of 18.1%. We signed and introduced 12 industrial projects with the investment of over 5 billion yuan and 10 service projects with the investment of over 3 billion yuan. Foreign trade returned to grow and the total exports reached US$11.63 billion, an increase of 8.2%. Foreign investment, international project contracting expanded to more than 50 countries and regions. International channels were further expanded. We expanded foreign exchanges and cooperation. The friendly cities reached 20, while friendly exchange cities reached 24. “Two valleys and two cities” strategic cooperation was further deepened. The Sino-French cooperation project of building a sustainable eco-town settled in Wuhan. French Marseille University and Wuhan University of Technology signed the cooperative agreement on running schools. We created an international urban environment. The planning and construction of the foreign consulates area were actively promoted, and Yangtze International School was put into use.

  While expanding the scope of opening-up, we also expanded the opening-up to the inside. We deeply integrated into the construction of “two circles and one belt” and city agglomeration along the middle reach of the Yangtze River. The first commercial conference of capital cities along the middle reach of the Yangtze River was held in Wuhan. Regional cooperation achieved substantial progress in industry, transport, science, technology and other fields.

  3. Formulating and implementing independent innovation capability promotion plan and comprehensively promoting the construction of a national innovation center

  We deepened the scientific and technical system reform. We improved the scientific and technological achievements commercialization mechanism, released the “10 Golden Items” Implementation Guidelines. East Lake National Independent Innovation Demonstration Zone was approved to carry out the pilot of weighted deduction of research and development expenses as well as technology achievements dispose and usufruct rights reform. We developed and implemented “Qingtong Plan” to support innovation and entrepreneurship of students, selected 100 entrepreneurs pioneers, newly established 1.23 million square meters of technology business incubators, and built 26 college student business parks. 400 student entrepreneur teams settled in and the entrepreneurial passion of millions of college students was further stimulated. We promoted financial innovation, accelerated the construction of Optics Valley “Capital Special Zone”, newly established 60 venture capital institutions, which total 210 and the fund size reaches more than 20 billion yuan. We newly established 4 science and technology branches, which total 14. The equity pledge, pledge of intellectual property rights and other innovative financing reached more than 30 billion yuan, and the technology insurance coverage amounted to 37 billion yuan. We fully implemented “Huanghe Talents Project”, “Optics Valley Talents Project”, and other talent projects, and newly introduced 260 high-level creative talents at home and abroad. Those who were selected into the national “Recruitment Program of Global Experts” totaled 170.

  We improved the business-oriented technological innovation system. We newly established 45 innovative enterprises at all levels, 50 engineering and technological research centers, and 19 enterprise technology research centers, and newly built 10 industrial technology innovation and strategic alliances by relying on leading enterprises, established 5 enterprise academician workstations, newly built 5 new industrial technology research institutes by relying on key and preponderant disciplines of universities, and introduced a number of well-known domestic and overseas corporate R&D institutions. Fortune 500 companies with R&D institutions in Wuhan totaled 20. Technological innovation abilities were continuously enhanced, and we achieved a group of independent innovations, including the world’s first international advanced optical power thermal analyzer and the world’s leading precision gravity measurement research facilities. 30 scientific and technological achievements won national awards. Invention patents totaled 3,150, and SIPO Patent Examination Cooperation Center of the Patent Office started to operate formally in Optics Valley.

  We accelerated the development of strategic emerging industries. We implemented the five-year action plan for the high-tech industry and the super multiplication plan for strategic emerging industries, started to set up the 10 billion guiding fund for the development of strategic emerging industries. The city’s strategic emerging industry projects under construction and planning totaled 231. Honeywell Turbochargers, Hubei Broadband R&D Center, Zhonglian Pharmaceutical Traditional Chinese Medicine Industrialization Base and a number of projects started. The construction of ACTO China’s Town of Light and Image, HC SemiTek Phase 3 and other projects were sped up. The geo-spatial information industry was selected the first batch of national innovative industrial cluster pilot. We accelerated the development of high-tech parks. Among 15 biopharmaceutical companies of the world’s top 500 enterprises, 8 settled in Optics Valley. 17 large central enterprises settled in Wuhan Future Science and Technology Town. The output value of the strategic emerging industries reached 210 billion yuan, an increase of 25%.

  4. Increasing efforts to “Three Rural” work and achieving new progress in urban and rural coordinated development

  The “four modernizations” of new urban areas were simultaneously developed. The industrial-based economic structure was initially formed, and the proportion of industrial added value reached 47% of GDP, 5 percentage points higher than last year. New urbanization was steadily carried forward. According to the concept of “independent city”, we developed the modern town short-range design implementation framework and regional urban system planning of 6 new urban areas. The main downtown construction of new urban areas was actively promoted. The integrated development of industry and the city of Yangluo, Wujiashan, Zhifang, Zhiyin, Panlong, Shamao and other new towns was accelerated. We implemented 219 villages and towns construction projects. Wuhu Street, Wulijie Street and Zhashan Street became the provincial “four modernizations” synchronization pilot demonstration towns. The development of modern urban agriculture was accelerated. We newly established 120,000 mu of standardized agricultural production base and 3 national agricultural demonstration zones. 10 flowers tour core projects started construction. Countryside leisure tourists exceeded 20 million person-times. We newly built 40,000 mu of fruit industry base, promoted 116 new agricultural varieties, new technologies, new models and new facilities, and 19,000 units of new agricultural machinery. The agricultural mechanization level reached 64%. We newly formed 510 farmers’ specialized cooperatives, 30 land stock cooperatives, and 702 family farms.

  We comprehensively promoted rural resource capitalization. We completed the rural property right verification (change) registration of 15 streets, villages and towns. The rural property turnover reached 2.2 billion yuan. Rural land, forest, water concession mortgage totaled 1.125 billion yuan. The new rural land circulation area reached 106,400 mu.

  We improved rural production and living conditions. We strengthened water conservancy construction, renovated 181 backbone pumping stations, reinforced 40 dangerous reservoirs, and transformed water conservancy facilities on 90,000 mu of key drought-prone land. We sturdily carried out the activity of “10,000 cadres going into 10,000 villages to clean 10,000 homes” and newly built 17 rural waste transfer stations. 29 villages became provincial livable villages. We upgraded 609 “farm shops” and newly built 500 “village post stations”. Financial departments at all levels invested 3.8 billion yuan in old revolutionary base areas construction fund, and the living conditions of these areas continued to improve. We purchased personal accident insurance for 1.4 million Wuhan migrant farmers and newly built 10 rural left-behind children caring service stations.

  5. Adhering to both construction and management and achieving new improvement of the urban function environment

  We strengthened the leading role of planning, carefully designed Wuhan 2049 Long-term Development Strategy, improved the “3 towns and 3 cities” implementation planning system, formulated 1:2000 Basic Ecological Control Line Planning of Urban Development Area and National Central City Key Functional Areas System Planning, completed Public Parking Short-Term Implementation Planning, Community and Pension Services Space Layout Planning, General Primary and Secondary Schools Layout Planning, Health Care Facilities Spatial Layout Planning and a number of special planning. The “one map” system of the new version territorial planning of the city was officially put into use.

  We vigorously promoted urban construction breakthrough planning, innovated urban infrastructure construction system, changed from “city-based” to “city-district linkage and joint promotion” to fully take advantage of the initiative and resources of the city and district levels. The infrastructure construction investment reached 138 billion yuan. 6 major urban construction projects have been finished; 18 are under construction and 38 have conduced continued construction.

  We made new progress in transport hub construction. Tianhe Airport Phase 3 and Aviation Headquarters Area fully started. Wuhan-Xianning Intercity Railway was opened to traffic. Public comprehensive wharf in Shamao Port District was basically completed. The construction of the second channel of the airport, the third phase of Yangluo Container and the first phase of Jiangbei Railway channel was accelerated. Wuhan segment of Wuhan-Shenzhen Expressway and Han River Maritime Search and Rescue Center were under construction.

  We sped up the construction of the urban road network, completed the first phase of Yangtze River Avenue, extending line demonstration segment of Jiefang Avenue, Gusaoshu Road Fast Track mainline projects. Bayi Road Underground Passage was opened to traffic. The first phase of Rail Transit Line 6, first phase of Rail Transit Line 7, first phase of Rail Transit Line 8, southern section of the 4th Ring Road, Sanyang Road Yangtze River Tunnel, Citian Highway Bridge crossing Fuhe, the western and northern sections of the Third Ring Road, Dongfeng Road, Guobo Avenue, Changfeng Avenue, and Northern Moshui Lake Road transformation projects started construction. We accelerated the progress of first phase of Rail Transit Line 3, second phase of Line 4, Northern Hankou extension line of Line 1, western section of the 4th Ring Road, Yingwuzhou Yangtze River Bridge, Jianghan No. 6 Bridge, East Lake Channel, Sixin section of Yangsi Port Fast Track, transformation of Xiongchu Street, transformation of Longyang Avenue and other major projects. 25 microcirculation roads and 80 km of slow traffic system were built.

  We constantly improved municipal facilities. We started implementing 3-year breakthrough action plan for constructing drainage facilities in the central urban area, newly built 115 km of underground drainage pipe network and 4,000 km of dredging drainage network, and completed renovating 20 easily waterlogged communities, which significantly improved the urban drainage capacity. We quickened the implementation of the 5-year action plan of wholly collecting and dealing with sewage in the main downtown and completed the main reconstruction and expansion of Longwangzui Sewage Treatment Plant, the first phase of sewage treatment plant in chemical industrial area and the first phase of Huangling Sewage Treatment Plant, and newly-completed 191 km of sewage pipe network. We started to implement Qingshan embankment comprehensive renovation project. New FTTH covers 305,000 households.

  We carried forward “3 olds” reconstruction orderly. The reconstruction in Hanzheng Street, Erqi area, Jiedaokou, Youli Village and other key areas went smoothly. Gutian old industrial area was classified as a demonstration zone of a new round of national relocation and reconstruction of old industrial bases. Wuhan was approved as a pilot city of redeveloping urban low-efficient land throughout the country.

  We deeply advanced “urban management revolution” and innovated urban management mechanism. “Wuhan Urban Comprehensive Management Ordinance” was officially put into force, and “Wuhan Urban Management Relatively-centralized Administrative Punishment Approach” was formulated and promulgated. The comprehensive enforcement power involved in urban management including more than 10 departments such as municipal planning, construction, water service, environmental protection, food and drug administration was given to the municipal management committee. We promoted to give the management power to the departments at basic level and transfer all the power including examination and approval authority, enforcement power and the corresponding financial authority concerning comprehensive urban management such as city appearance, environmental protection, landscaping, public infrastructures and others to the districts. Digital urban management system covered every corner of the city. By improving civilization, carrying out “urban management revolution” in front line, communities, and campuses, we further strengthened the atmosphere of “All-citizen Urban Management”.

  We fully started the work to create National Health City and National Environmental Protection Model City. We achieved remarkable results in special governance work including road cleaning, roof trash, sediment contamination, roadside stall business, house facade, illegal buildings, markets, small restaurants, small workshops, outdoor barbecue stalls, vehicle black smoke, and environment along the railways. The traffic congestion was lightened in a group of the periodic blocked places. The construction of “Public Transportation City” had a good beginning. Seamless connection between rail transit and public transit network was achieved. 26 new microcirculation bus lines were open. We built 2 new bus terminals and 100 new bus shelters, and began the construction of Great Hanyang Area Modern Tram Test Line Project. We repaired 160,000 square meters of damaged sidewalks, built 100 new public toilets, set up 2,000 leisure benches, built 59 landscape flower streets, and decorated 201 buildings with landscape lighting. The property services improvement and implementation planning for the old residential areas in the central urban area was compiled. We enacted the action plan for improving air quality. Firecrackers are not allowed to be set off in the central urban area and the core area of new urban areas. We completed integrated pollution control of 365 coal-fired boilers within the 3rd Ring Road.

  We strengthened ecological protection. Steadily carrying out preparatory work of the 10th Expo Park, we basically completed 91 km of the Third Ring Road green belt, opened Shahu Park, the first phase of Hanjang Park, and fully completed Hongshan Square landscape restoration and improvement project. We newly built 260 km of greenway, built 67 “three small” green space and parks, and completed green transforming upgrading of 117 roads. We started the construction of Expo Park, Daijiahu Park, and Zhuyehai Park. We accelerated the construction of Zhanggongdi City Forest Park and newly built greenbelt of 8.08 million square meters. Artificial plantation reached 67,400 mu. We started the ecological restoration of 21 damaged mountains. Achieving dynamic management of “one file for one lake” of 40 lakes in the central urban area, we set up over 2,000 blue line boundary markers, and newly built 30 km of roads along the lakes. We completed Longyang Lake, Moshui Lake, Huangjia Lake sewage interception projects and the first phase of Nan Lake dredging project. We made all our efforts to compile protection planning of “three lines and one road” in the new urban area. Liangzi Lake good water quality eco-environmental protection pilot made further progress. Chen Lake Wetland was included in the List of Wetlands of International Importance. Canglong Island Wetland was approved as National Wetland Park. We built 127 municipal eco-villages.

  6. Benefiting people’s livelihood, promoting harmony, and making full progress in social undertakings

  We strengthened employment and social security. We newly increased 176,000 jobs in cities and towns, transferred rural labor force of 52,000 people and supported 25,000 people to create their own businesses. The net increase in joining social security was up to 420,000 person-times with a comprehensive coverage of 97%. We started urban and rural residents’ critical illness insurance. The basic pension of social old-age insurance for urban and rural citizens realized an increase of 20%. The basic pension for enterprise retirees realized an increase of 11%. 38,000 land-requisitioned farmers were paid additional basic pension of 200 yuan each month. We issued relief funds of 930 million yuan, and the average criterion of salvation for difficult people increased by more than 15%. We built and collected 59,800 units of affordable housing and distributed 27,100 units where people moved in. We newly built 116 home care service centers (stations) in communities and 31 activity centers of mutual aid and care for rural elderly, newly added 5,570 beds for the elderly. The elderly care information platform could fully cover all the communities. We issued 200,000 “push to talk” phones.

  We improved the quality and level of public services. We gave priority to develop education, newly added 12,000 places for school-age children to attend kindergartens, newly rebuilt and expanded 50 public kindergartens, completely accomplished 105 standard primary schools, and 149 standard rural school cafeterias. Compulsory education was basically balanced in the districts. We successfully passed provincial supervision and evaluation, continued to develop vocational education and higher education. “Class access to ICTs” of the national “education cloud” pilot project covered all classes in secondary and primary schools all over the city. We implemented 170 million yuan of various student grant and aided needy students 141,000 person-times.

  We developed and implemented the National Health Service Center Construction Planning. We newly built 4 tertiary hospitals, achieved upgrading 30 community health centers and 20 township hospitals, and deepened medical and health system reform. The participation rate of new rural cooperative medical system was up to 99.9%. The proportion of reimbursement of hospitalization expense reached more than 75%. There were newly-added 149 kinds of medicine, and the average selling price of basic medicine fell by 36%. We established 28 large hospital directly governing community health centers and regional medical associations and 391 community family physician teams to let nearby residents enjoy more convenient and inexpensive quality medical services. We actively promoted the cultivation project of famous hospitals, departments, doctors, and centers. The public service system of population and family planning was constantly improved.

  We further promoted the construction of “five cultural cities”, extensively carried out “Universal Reading” activities, and newly built 25 24-hour self-service libraries. Municipal art troupes had 2,304 performances throughout the year. “Wuhan Summer” won the first batch excellent demonstration projects of national public cultural service. A number of art masterpieces won national awards. We newly reconstructed and expanded 35 outdoor community youth sports centers, and newly built 150,000 square meters of sports ground. We successfully held Golden Rooster and Hundred Flowers Film Festival, Qintai Music Festival, Asian Parachuting Championship, East Lake International Universities Rowing Race, the 9th Municipal Games and other major recreational and sports events, started Qingdao Road - Jiqing Street historical and cultural streets protection renovation project, and started the construction of Panlongcheng National Archaeological Relics Park and Optics Valley International Tennis Center. WTA Top Five Tour is settled in Wuhan permanently.

  We strengthened and innovated social management, fully promoted the construction of “Happy Communities”, continuously strengthened community lawyers and legal aid, fostered and developed 1,620 social organizations, formulated and implemented city honor system, elected and praised the first batch of meritorious citizens, model citizens, and civilized people. Food and drug safety supervision, the petitioning system, and the safety production work were further strengthened. We achieved new achievements in the construction of “Peaceful Wuhan”. Wuhan was awarded the highest prize of Comprehensive Control of National Social Security, “Chang’an Cup”.

  We coordinated and developed other social undertakings, and passed the interim examination of “6th Five-year” law popularization work which was accepted according to law. The interim examination of National “mutual support” model city was checked and successfully passed. We solidly promoted counterpart aid to Tibet and Xijiang. National security, civil defense, fire prevention, arbitration, confidentiality, counseling, meteorological work continued to be strengthened. The work of the culture and history, archives, ethnic, religious and overseas Chinese affairs, association for science and technology, local history were actively promoted. The cause for women, children, the elderly and the disabled were healthily developed.

  The “10 practical tasks” committed by the municipal government were fully accomplished.

  While promoting the overall economic and social development, we followed the requirements of the central, provincial, and municipal governments to thoroughly carry out the Party’s mass line education practical activities, and resolutely opposed formalism, bureaucracy, hedonism and extravagance. The government working style continued to be strengthened. We practically rectified a number of serious issues which people severely put forth. The city’s “three public” consumptions (official receptions, vehicles and overseas trips) fell by 16.5%. Meetings all over the city were decreased by 37.6%. Festivals and celebrations were decreased by 31%. We deepened “punishing persons who neglect their duties”, deeply carried out public comments and meetings and discussing politics on television, and severely investigated and punished indolence and administrative omission, chaos and slowness.

  Fellow Deputies, in the past year, under the severe and complicated situation, the city’s economy and society achieved sustainable and healthy development, which is hard-won and precious, and the results of the solicitude of the CPC Central Committee and the State Council, the correct leadership of the provincial CPC committee, the provincial government and the municipal CPC committee, the solidarity of all citizens of the city and the supervision, support and help of NPC deputies, CPPCC members and the full cooperation of the all social communities working together with one heart. Here, on behalf of the Municipal People’s Government, I express my sincere thanks and highest respect to all hardworking people in all walks of life, NPC deputies and CPPCC members, the democratic parties, personages without party affiliation, the Federation of Industry and Commerce and social walks of life who give the Government strong support, to troops and armed police officers and soldiers in Wuhan, and to all comrades and friends who support the construction and development of Wuhan!

  While affirming the achievements, we are soberly aware that there are still many difficulties and problems in the city’s economic and social development. They mainly include: insufficient development which is still the biggest actual problem of Wuhan, insufficient industrial strength, and insufficient size of new service industry and strategic emerging industries. We still face two tasks of increasing the total amount and improving the quality in economic development. We have great pressure in energy saving and emission reduction. Resource and environmental constraints are tightening. The level of products and technologies in traditional industries is not high. Independent innovation capability is incompatible with resources of science and education. It is arduous to transfer modes and promote transformation. The development of private economic is relatively lagged behind. The vitality of the national economy needs to be enhanced. Due to low export-oriented economy, it is more urgent to deepen reform and opening. Urban and rural infrastructure is still not perfect. Urban construction task is very heavy, and it is more difficult to raise funds. “Urban diseases” such as traffic congestion which citizens pay great attention to, air pollution, and comprehensive governance mechanism of water environment need to be innovated. Employment difficulty for some people and recruitment difficulties for some enterprises coexist. Social security level is not high enough. Expensive medical treatment costs and equalization problem of education and medical resources need to be further resolved. There are still weak links in food safety and production safety. There is gap between citizens’ expectations and requirements in these areas. Few government departments and staff have not strong sense of service. Issues of ineffective execution, poor implementation, and work inefficiency are still serious. Urban governance system and governance capacity need to be improved. Citizens not only expect the city to “develop faster” but also “develop much more beautiful”. We must attach great importance to these problems. We will practically solve them with greater determination and more effective measures.

  II. Work Proposals in 2014

  Under the new historical conditions, the Third Plenary Session of the 18th CPC Central Committee made overall deployment and mobilization to deepen the reform, which will certainly have a significant and far-reaching impact on promoting development of the cause of socialism with Chinese characteristics and provide unprecedented new opportunities and open up vast new space for Wuhan to accelerate scientific development and leapfrog development.

  The current and future government work includes that we should fully implement the spirit of the Third Plenary Session of the 18th CPC Central Committee as a major political task to make reform dominate economy and society for overall development. Adhering to reform orientation of the socialist market economy, promoting social justice, and improving people’s well-being as the our starting point and objectives, we focus on economic structural reform to push forward reforms comprehensively, accurately, precisely, orderly, and coordinately. We achieved decisive outcomes in the transformation of government functions, science and technology system reform, the construction of ecological civilization system, the innovation and establishment of new urbanization system and mechanism, and the establishment of new patterns and mechanisms of opening up in inland areas and other aspects, and established perfect system, scientific and standard, and effectively-operated institutional system to promote modernization of system of urban governance and governance capacity. We continuously increased urban values, and promoted Wuhan to become a great economy-developed and fully reinforced city, a great, knowledge-leading and innovation-leading city, a great, smart, convenient, and unimpeded city in China, a great, livable, work-fit, happy and harmonious city, and a central city in central China with most significant influence, which leads to form “Great Wuhan Metropolitan Area” with integrated regions and global influence to promote the comprehensive regeneration of Great Wuhan.

  2014 is the first year to comprehensively implement the spirit of the Third Plenary Session of the 18th CPC Central Committee and a crucial breakthrough year to implement the “12th Five-Year Plan”. The general requirements of the government work are: conscientiously implementing the spirit of the 18th CPC National Congress and the Third Plenary Session of the 18th CPC Central Committee, adhering to the overall work style of making progress while maintaining stability, starting a new round of reform according to the general work requirements for competing to make progress, improving quality, upgrading and increasing efficiency, implementing the reform and innovation throughout all aspects and all various fields of economic and social development so as to promote innovation and development through reform, transformation and upgrading, establish ecological civilization, promote people’s livelihood and improvement, deeply implementing the “Five Big Planning”, striving to maintain rapid pace of development, and effectively improving quality and efficiency. As a reform pioneer, going forward in transformation, and competing for the progress in development, we lay a solid foundation for the construction of a national central city and an international metropolis and rejuvenating Great Wuhan.

  The main expected targets of economic and social development are: local GDP will exceed 1 trillion yuan with an increase of 10%; local public finance budget revenue will increase by 13%; the total fixed asset investment growth will reach over 16%. The total retail sales of social consumer goods will increase by about 14%. The consumer prices rise will be kept below the national and provincial averages; urban and rural residents’ income basically will grow as fast as the rate of economic growth; we should complete the task of energy saving and emission reduction assigned by the provincial government.

  This year starts with a new round of reforms. We will follow the unified deployment of the central and provincial governments. Under the leadership of the municipal Party committee, we will develop and implement a comprehensive action plan for deepening reform in Wuhan. We will start to rectify the most urgent matters, the fields people most look forward to, the most serious issues constraining economic and social development, and the links where consensus can be reached from all aspects. We will introduce a number of immediately effective reforms so that people can get real benefits, and the whole society can feel that the market environment, conditions to start a business, and work style of cadres are getting better day by day in order to win initiative development due to proactive reform.

  We will focus on the work of the following 9 aspects:

  1. Deepen reform of economic system and make efforts to stimulate the vitality of the market

  We will appropriately handle the relationship between government and market so that the market can play a decisive role in the allocation of resources and the government can play a better role. We will strive to create a first-class environment for investment and innovative undertaking.

  We will promote the joint development of state-owned enterprises and private enterprises, introduce a new round of the overall program of state-owned enterprise reform and development, actively introduce non-public capital and strategic investors, participate in reform of multiple property rights of the municipal state-owned enterprises and their subsidiaries, vigorously develop mixed ownership economy, promote the transformation of state-owned assets supervision mainly from asset supervision to capital supervision, accelerate the development of powerful state-owned capital to operate companies, support qualified state-owned enterprise to restructure as state-owned investment companies, and promote transformation of urban construction investment and financing businesses. We will classify and perfect state-owned enterprises to improve the corporate governance structure of state-owned enterprises and incentive and restraint mechanisms, and increase the proportion of market-oriented recruiting and selecting of managers of state-owned enterprises.

  We will stimulate innovation and development vitality of private enterprises, thoroughly implement policies to support development of private economy by abolishing unreasonable regulations in various forms aiming at non-public ownership economy and eliminating various hidden barriers, formulate and improve policies and measures, and promote private capital to enter such fields as infrastructure, basic industries, financial services and education, health care, age service, health and others. We will establish and perfect credit system and financing assurance mechanisms of small and medium-sized private enterprises to ease the financing difficulties of private enterprises, and encourage qualified private enterprises to establish modern enterprise system and support private enterprises to seek financing by listing on the stock market.

  We will accelerate the transformation of government functions, formulate “Wuhan Municipal Government Function Transformation and Institutional Reform Plan”, further streamline administration and institute decentralization, complete the follow-up work of cancelling and transferring national and provincial administrative examination and approval events to lower department, and cancel and transfer a group of administrative examination and approval events to lower departments again, continue to optimize service processes of administrative examination and approval, clean up and standardize the intermediary links of examination and approval, and practically promote disconnection between intermediaries and approval authority. We will compile catalogs and detailed regulations about government procurement of social organization service to promote government’s purchasing healthcare service, steadily advance reform of administrative and business public institutions, optimize the organizational structure of the government, and promote adjustment of organizations and responsibilities of market supervision, agriculture and rural management, transportation, urban and rural planning and construction institutions and other fields. We will carry out the pilot of civil servants appointment system and public institutions staff system.

  We will orderly promote reform of investment, financial and taxation system, promote enterprises to make independent decisions on investment projects according to law and regulations, strengthen the unified management of government investment funds, improve budget management system, implement all-inclusive budget management system, steadily promote budget performance management, establish debt risk prevention and debt repayment mechanism, and gradually bring government debt into the budget management. We will improve growth mechanism of general transfer payments and perfect management system of special financial funds, accelerate the construction of the local tax system, complete the pilot work of “shift from business tax to value added tax”, and further comb out municipal and district power to establish a suitable system between office power and expenditure duties.

  2. Adhere to developing two industries simultaneously and speed up industrial transformation and upgrading

  We will adhere to take industrial restructuring as the main direction to change development mode, adjust and improve the manufacturing industry, and accelerate the development of modern service industry. We will combine transformation with scale, and promote synchronous increase in economic output and quality and efficiency.

  We will continue to promote industrial multiplication plan. Focusing on industrial scale, key industries, and industrial clusters, we will implement the construction of the key industrial chain (enterprise groups) to extend and expand the industrial chain, start and implement “3-year action project of upgrading 1,000 enterprises”, complete investment of 65 billion yuan into technology transformation, and speed up the transformation and upgrading of traditional industries. We will increase efforts to complete projects, promote 100 major projects with the investment of over 500 million yuan, and ensure 5 projects with the investment of over 5 billion yuan and 10 projects with the investment of 1-5 billion yuan under construction, and 10 projects under production. We will ensure a number of major projects to be completed and put into production including Shanghai GM Wuhan Production Base, Chow Tai Fook Jewelry Cultural Industry Park, GEM Industrial Park, Wuhan Linuo production base, and CNR rail transit building and repair base. We will ensure a number of major projects to be under construction such as the first phase of Dongfeng Renault, Dongfeng Honda No. 3 Factory, ZALL Airline, Keju New Material, Changfei Science Park, China National Nuclear Corporation Industry Park and others. We will accelerate the construction of a number of major projects including Dongfeng Getrag Gearbox, Wuhan Bridge Heavy Equipment Industrial Park, Baijierui New Material, Honeywell Turbochargers, Dongfeng Smith Trailer and others. We will promote development space for industrial multiplication development zone, enhance functions, and promote the construction of “four industrial sectors” of Great Optics Valley, Great Vehicle Capital, Great Airport Economic Zone and Great Port Economic Zone. Industrial investment will exceed 300 billion yuan with an increase of over 30%. Industrial output value will reach more than 1.3 trillion yuan, and industrial added value will exceed 400 billion yuan.

  We will continue to promote services upgrading program, strive to get “Overall Plan of Financial Reform and Innovation in Wuhan” approved and implemented as soon as possible, introduce 8 new financial institutions, promote the establishment of 3 or more consumer finance companies, financial leasing companies, achieve a breakthrough in promoting the establishment of private banks and fully complete Wuhan folk financial street, perfect multi-level capital market, increase the proportion of direct financing, and promote over 8 companies listed in domestic and overseas markets. We will accelerate the construction of “1 port, 6 parks and 8 centers” in the logistics industry, introduce 4 or more well-known logistics companies, and accelerate the construction of Wuhan Logistics Exchange and Bulk Commodity Exchange. The total amount of logistics will exceed over 2.5 trillion yuan. We will accelerate the upgrading of the commerce industry. The sum of e-commerce transactions will exceed 250 billion yuan, and franchise sales will exceed 200 billion yuan. We will promote the construction of key commerce projects such as IKEA Shopping Mall, Aeon Mall, Auchan Business Town and others, gradually improve supporting functions of Wuhan International Expo Center, introduce 2 or more world-class exhibitions, promote the construction of Capital of Engineering Design, and create a famous software town in China. We will positively develop science and technology service industry, promote pilot demonstration city of national wisdom tourism, pass the acceptance inspection of demonstration city of National Tourism Standardization, and develop high-quality tourism of Wuhan “New Flower City” and “2 rivers and 4 banks’, and support Mulan Cultural and Ecological Tourism Zone to establish national 5A scenic spots. We will accelerate the construction of Wuhan Central Business District, Wuhan Central Cultural District, Hanzheng Street Central Service Zone, Wuchang Riverside Business District, Yangchun Lake High-speed Rail Business District and other clusters of service industry. We will develop and implement development planning and supporting policies of commercial real estate economy, complete building 5A office building with an area of 1 million square meters. There will be 25 buildings whose tax exceeds over 100 million yuan.

  3. Deepen reform of science and technology system and accelerate development pace driven by innovation

  We will vigorously implement plans to enhance capability of independent innovation, original innovation, integrated innovation, and re-innovation after introduction, digestion and absorption, perfect technological innovation and market-oriented systems, further open up the channels between science and technology and economic and social development, promote capitalization and industrialization of scientific and technological achievements, and accelerate transforming the advantages of science and education resources into advantages of economic development.

  We will enhance the engine role of East Lake National Independent Innovation Demonstration Zone, increase the efforts to try and experiment, strive to develop Optics Valley into a comprehensive experimental zone of national science and technology system reform, conscientiously implement the spirit of the third meeting of inter-ministerial coordination group of demonstration zone, refer to and implement “4 new policies of Zhongguancun”, carry out pilot reform of duty scientific and technological achievements and the corresponding intellectual property management, further promote pilot work such as weighted deduction of research and development expenses and pre-tax deduction of employee education expenses and other fiscal taxation policies, stock ownership incentive policies, and agglomeration development of national strategic emerging industry zones. We will accelerate the construction of Optics Valley “Capital Special Zone”, strive to establish Optics Valley Science and Technology Bank, promote “Capital Valley” planning and construction surrounding Guanqiao Lake, strengthen the use and protection of intellectual property rights, and accelerate the construction of Optics Valley “National Intellectual Property Demonstration Zone.” We will fully promote the construction and development of Biolake of Optics Valley, Future Science and Technology Town, Optics Valley Central Zone, and other new ecological science and technology towns, accelerate the construction of a number of professional parks including Wuhan Software New Town, Optics Valley Financial Harbor, Laser Industrial Park, Geospatial Information Industrial Park, Culture, Science and Technology Integrated Demonstration Base and others, and spread the policies of taking actions and experimenting first of the pilot demonstration zone in the whole city to form the pattern of “One Zone and Multiple Parks”.

  We will strengthen the dominant position of technological innovation of enterprises, guide and support enterprises to increase R&D investment, support enterprises to construct large-scale R&D institutions independently and to play a key role in innovation, build a batch of enterprise-oriented technological innovation service platforms, especially SMEs-oriented, to stimulate innovation and vitality of SMEs, build a batch of new state-certified enterprise technology centers, engineering (technology) research centers, and key laboratories, accelerate promoting marketization and enterprization reform of practical technology R&D institutions, and perfect industry-university-research collaborative innovation mechanism. We will set up 5 new strategic alliances of industrial technological innovation above the municipal level and 3 enterprise academician workstations, promote Industrial Technology Research Institute to innovate systems and mechanisms, and produce and transform a batch of scientific and technological achievements as soon as possible. We will concentrate on major strategic, global, and perspective innovation projects, organize, implement 75 key technology breakthrough projects, innovate talent development mechanism, explore the green card system for foreign high-end talents, introduce more than 230 high-level talents at home and abroad, improve talent policy and service system, and stimulate talents’ vitality to innovate and start business.

  We will improve technology transfer mechanisms, strengthen the construction of achievement transformation mechanism and platform, fully implement Hubei “10 Rules of Science and Technology” and Wuhan “10 Golden Rules”, establish technology broker system, build a great platform of technological achievements transferred into service to enable inventors and innovators gain a reasonable share of innovation earnings. We will fully implement “Qingtong Plan” to cultivate college student entrepreneurship pioneers and expand innovation and entrepreneurship team, build 20 new university students’ entrepreneurship parks and 1.2 million square meters of science and technology business incubator. We will regularly hold “Qingtong Meeting” to create a platform to connect young entrepreneurs with investment and business capital, have dialogues with business mentors, and share experience in innovation and entrepreneurship, and build entrepreneurship training academy to transfer “educated youth” into new entrepreneurship forces. To develop technology markets, our technology contract trading volume will reach 26 billion yuan. We will promote integration of science and technology with finance, and expand pilot of “New Third Board”. There will be 30 newly-increased listed companies. We will introduce more than 60 new various types of venture capital institutions. Newly-increased science and technology loans will reach 15 billion yuan, and the sum of science and technology insurance will reach 20 billion yuan.

  We will expand the size of strategic emerging industries, and hurry to seize the opportunities in a new round of technological revolution and industrial revolution. In the field of strategic emerging industries, we will strengthen scientific and technological researches, accelerate industrial layout, hastily occupy the commanding height for future development, plan and promote a number of new industrial projects with the investment of over 5 billion yuan, build more than 100 new high-tech enterprises, consolidate and promote the competitive advantages in optoelectronics industry, expand the scale of biology, geo-spatial information, and energy-saving and environmental protection industries, foster and develop industrialization of Internet of Things, cloud computing and other emerging industries, promote 3D printing, industrial robots, and biomass energy industries. The output value growth of High-tech industry will reach more than 20%, and the output value growth of strategic emerging industry output will reach more than 25%.

  4. Promote urban construction and management innovation, and enhance urban functions and image

  We will unswervingly promote the pain-taking program of urban construction, adhere to international perspective and first-class standards, follow the requirements of “focusing on foundation, livelihood, ecology, culture, and quality”, plan the city at high point, construct the city at high level, and manage the city high-effectively. The urban infrastructure investment will exceed 150 billion yuan. We will complete 14 major projects and start to build 11 major projects.

  We will improve the all-region planning system, implement Wuhan 2049 Long-term Development Strategy Implementation Opinions, start to revise and compile a new round of urban overall planning, National Central City Planning Outline, Overall Planning of Land Use, and Integrated Transport Planning, and start to study and compile the “13th Five-Year Plan”. According to the idea of “interaction between circle and ring, integrated development”, we will improve spatial planning system, accelerate the construction of “3 + N” urban internal spatial structure, and strengthen exploitation, utilization and study of the underground space.

  We will promote urban construction investment and financing system, further improve the municipal and district governments at the two levels and jointly promote urban infrastructure construction system, better use financial leasing, corporate bonds, stock market, medium-term notes, insurance funds, “transferring allocation to rent” and other ways to raise funds for construction, explore to establish urban construction funds, formulate specific methods of non-public enterprises entering the fields of franchising, encourage social capital to participate in urban public infrastructure investment operations, and explore to establish and vitalize urban infrastructure stock assets mechanism.

  We will promote the construction of major projects including railways, watercourses, highways, and airlines, accelerate the construction of the 3rd phase of Tianhe Airport, support to build and operate Wuhan-Huanggang intercity railway, promote the construction of Wuhan-Xiaogan intercity railway, speed up the construction pace of the third phase of Wuhan Newport Yangluo Container Port, start to construct Linsifang Port Coal Wharf, promote the construction of Wuhan section of Wuhan-Shenzhen Expressway and Qiaokou-Xiaogan Expressway.

  We will improve rapid transit system in municipal administrative areas, construct 9 rail transit lines at the same time, and make sure that North Extension of Line 1 in Hankou and First Phase of Line 4 will be completed and put into operation to achieve traveling in all the 3 towns of Wuhan by subway. We will accelerate the construction of Line 3, First Phase of Line 6, First Phase of Line 7, and First Phase of Line 8. Airport Line, Line 21, and Line 27 will be under construction. We will accelerate the construction of pathway crossing river, urban ring road and fast road. We will complete Yingwuzhou Yangtze River Bridge, Gusaoshu Road Fast Track, Sixin section of Yangsi Port Fast Track, Tongshun Avenue, Extension of Xingye Road, the western and northern sections of the Third Ring Road, Guobo Avenue, Longyang Avenue, North Road of Moshui Lake, and reconstruction of Lizhi Road, and basically complete reconstruction of Xiongchu Street, and achieve the connection of two main ring roads. We will accelerate the construction of the projects including Jianghan No. 6 Bridge, Hanjiang Sanguan Highway Bridge, Citian Highway Bridge across Fuhe, Daijiashan Bridge, East Lake Channel, Jiangbei Fast Road, Decurrence Line of Jiefang Avenue, North Extension of Gutiansi Road, Dongfeng Avenue, Changfeng Avenue, reconstruction of No. 21 Highway, ancillary road to Garden Expo and others. A number of projects such as 3 Yangtze River Bridges at Yangsi Port, Zhuankou, and Qingshan as well as the second phase of the Yangtze River Avenue, extension of Binjiang Avenue, and Xinwu Jindi Road are under construction. We start the reconstruction projects including the southern section of the Third Ring Road, Optics Valley Avenue, Wuhan-Xianning Highway, and Qingwang Highway, and promote the full construction of the Fourth Ring Road. We will compile overall bus special planning, accelerate the construction of Xiongchu BRT system and large modern tram test line in great Hanyang District, complete a number of public transport hubs and first and last stops including Guobo Center, Panlongcheng, the Fenghuang Mountain and others, and vigorously develop slow traffic and build a number of bike roads and pedestrian roads.

  We will strengthen the construction of municipal infrastructure, stick to simultaneous construction of surface facilities and underground facilities, and coordinate construction of drainage, sewerage, water supply, electricity, communications and other facilities. We will start to plan and research deep drainage tunnel and large drainage channel system, accelerate the implementation of 3-year breakthrough plan of the drainage construction in the central urban area, complete a number of drainage projects in Yangtze River Avenue, Hongmiao Overpass, and Taibei Road, and speed up the construction and reconstruction of pump stations of the fourth phase of Hou Lake and the first phase of Gangxi, and newly set up 100-kilometer drainage pipelines. We will deeply implement the 5-year action plan of wholly collecting and dealing with sewage in the main downtown. We will strengthen sewage collection pipe network construction in the main urban areas such as Erlangmiao, Luobuju, Longwangzui, Huangjinkou and others and complete 100 km of new sewage pipe network. We will promote reconstruction and expansion project of sewage treatment plants in Hanxi, South Taizi Lake, and Sanjintan, complete the main expansion work of Tangxun Lake Sewage Treatment Plant, build the first phase of Jinkou Tap Water Plant, and complete expansion of Yujiatou Tap Water Plant. We will promote the construction of hazardous waste disposal center and construct 4G mobile communications network.

  We will coordinate the promotion of urban renovation and reconstruction, and accelerate the transformation pace of old inner city, old plants, old villages and shanty towns, advance the whole development of areas including Yangtze River Avenue, Hanzheng Street, Erqi area, Chenjiaji, Gutian area, Guibei area, North Sheshan area, Baishazhou area and others.

  We will promote the “in-depth urban management”, sublimate our ideas, improve standards, perfect system, deeply implement “Wuhan Urban Comprehensive Management Ordinance”, and fully enhance the city appearance management, greening and landscaping, traffic management, level of ecological environmental governance and public quality of civilization.

  We will deeply boost the “double innovation” work to achieve full standard National Health City and meet the requirements to create provincial model city of environmental protection. We will deepen the reform of urban integrated management system and appraisal mechanism and promote market-oriented reform of environmental sanitation job. We will perfect all-weather, all-covered clean-keeping network, consolidate and improve the cleaning level of main and secondary roads and window zones, intensify comprehensive environmental management in weak regions such as entrance and exit roads to the city, railways, bazaars, small lanes, connecting places between the city and countryside, and village industrial parks, remediate and standardize roadside business behaviors such as car wash and auto repair, and achieve illegal record of “decreasing the existing amount and achieving zero increase”. We will implement housing lifecycle management and establish dynamic housing foundation database, promote renovation of the frontage house facades and facade signs along the main and secondary roads and the historic streets and standardize overhead pipeline in a large area, further promote the legal, standard, elaborate, and long-acting landscape management, establish and improve the city’s comprehensive transportation coordination mechanisms, and strongly renovate traffic regulation order. We will strengthen construction management of urban construction projects and reduce the impact on traffic as far as possible, and strengthen the comprehensive management of electric bicycles. Over-standard electric bikes are prohibited to be sold and ridden in the main urban areas. We will severely check and punish traffic violation of sediment trucks, and standardize non-motor parking order.

  We will actively create a national civilized city, vigorously implement improvement project of citizen’s quality education, carry out in-depth civilized traffic action and home cleaning action on weekends, and further stimulate citizens to actively and initiatively participate in urban management.

  5. Promote “independent cities” in the new urban area and co-prosperity of urban and rural areas

  We will perfect institutional mechanisms of urban-rural integration, actively and steadily push forward new urbanization, promote 6 new urban areas to establish urban system, distinctive industrial system, relatively complete infrastructure system and public service system of specific main city, and accelerate the formation of self-content, perfect functional, medium-scale modern new towns with powerful industrial strength.

  We will focus on improving the quality of urbanization, compile and implement “Wuhan New Urbanization and Overall Urban and Rural Integrated Planning”, promote the new urban area to achieve industrial modernization, function modernization, and urban pattern modernization, guide large industrial projects to gather in new industrial towns and promote the development and integration between production and towns, and accelerate the construction of sewage treatment plants, environmental sanitation waste disposal, fire protection, water supply and drainage and other urban supporting infrastructure and public service facilities. We will orderly transfer agriculture population to citizenization, promote Wuhan Economic and Technological Development Zone and Hannan District to integrate and develop, continue to pay adequate attention to Hanyang new urban and rural overall development demonstration zone, Wuhan chemical industrial zone and other new urbanization reform pilot. We will coordinate and promote urbanization and new rural construction, avoid cutting off trees casually, filling in lakes, and less pulling down buildings, and improve the living conditions of the residents based on the original forms of villages as far as possible. We will actively develop eco-towns, eco-villages, and “city-town-village-household connection”, promote Dongxihu District, Caidian District and others to create national ecological zones, and accelerate the construction and development of old revolutionary base areas. According to the municipal standards, over 8,000 people will additionally shake off poverty.

  We will deepen rural comprehensive reform, accelerate the construction of new agricultural management system, foster 200 farmers’ specialized cooperatives and 840 family farms, explore to establish agricultural fund mutual assistance cooperative, formulate policies and measures to encourage industrial and commercial capital into countryside to develop modern breeding industry. We will deepen the reform of rural property rights system to endow farmers more property rights, start the rural property right verification (change) registration of 31 streets, villages and towns, and increase transaction types of rural property rights, promote capitalization of agricultural resources, establish 50 land stock cooperatives, and explore use rights of water surface, agricultural facilities, and financing through rural property rights mortgage.

  We will improve the level of agricultural modernization, plan agriculture by the concept of industrialization and develop agriculture by marketization, industrialization, and organization, strengthen agricultural science and technology innovation, and promote upgrading of “vegetable basket” project and build new standard agricultural production base of 70,000 mu. We will plan and construct a number of modern agricultural demonstration zones in a certain scale, and vigorously develop the deep processing of agricultural products. The agricultural product processing industry output value will exceed 230 billion yuan. We will accelerate the development of rural leisure tourism featured by flower-enjoying economy and establish a batch of new provincial tourist villages. Combining with the activity of “10,000 cadres into 10,000 villages benefiting 10,000 villagers”, we will strengthen the construction of farmland water conservancy and firmly carry out the activity of “clearing 10,000 water channels.

  6. Accelerate the construction of ecological civilization and promote green cycling low-carbon development

  We will firmly establish concept of ecological civilization to respect nature, conform to nature, and protect nature, and enhance urgency, consciousness and rigid constraint of green development. Development goes with protection, which highlights the unique landscape resource endowment in Wuhan which makes the public “look at the mountains and rivers and remember nostalgia” and makes the sky bluer, the land greener and the water clearer in Wuhan.

  We will deepen the reform of ecological civilization, further promote the comprehensive supporting reform of “two-oriented society”, and strictly implement the planning of basic ecological control line in Wuhan urban development zone and management rules of Wuhan basic ecological control line. In accordance with the general requirements of “making production space intensive and efficient, living space livable and moderate, ecological space beautiful and picturesque”, we will develop and issue the implementation program of main functional areas, comprehensively delimit and strictly maintain the red line of ecological protection. We will promote the construction of the 6 ecological green wedges of Fuhe, Wu Lake, Great East Lake, Tangxun Lake, Qingling Lake, and Houguan Lake, and strictly stop at the Third Ring Road ecological buffer zone. We will establish and improve compensation for resources use and ecological compensation system, vigorously develop the environmental protection market, further promote energy saving, carbon emission permit, and emissions trading pilot, and actively promote third-party management of environmental pollution. We will expand green credit and green insurance system pilot, establish and perfect waste classification, recycling and disposal system, and perfect accountability system of ecological environmental protection.

  We will strongly promote energy saving and emission reduction, strengthen energy saving and emission reduction and supervision in key fields, accelerate and promote on-line monitoring of energy consumption of key units, implement energy-saving transformation, energy-saving technology industrialization demonstration and other key projects, and promote the use of new energy vehicles and energy-efficient products. We will promote cleaner production enterprises, fully implement design standard for residential buildings that can save 65% of energy, and newly add 2 million square meters of green building, and 4 million square meters of renewable energy building. We will actively promote the pilot of national “low-carbon city”.

  We will vigorously develop the constructing of circular economy. We will further promote the construction of Dongxi Lake and Qingyang’e demonstration zone. We will speed up the circular transformation of industrial parks, carry out machine tools, engineering machinery and other remanufacturing pilot, and accelerate the construction of kitchen waste disposal system and implement “Action Program of Advancing Comprehensive Utilization of Wuhan Bulk Solid Waste Resources”.

  We will construct urban green space ecosystem, hurry to promote preparatory work of Expo Park, and accelerate the construction of Expo Park, Zhanggongdi City Forest Park, Zhangbihu Park, and Zhuyehai Park, and complete Daijiahu Park and Longlingshan Ecological Park. We will continue to promote the construction of “2 rivers and 4 banks” marshland, start building Guishan “urban balcony”, promote the construction of Yangtze River Avenue, Hanyang Avenue, and other primary landscape roads, and upgrade 100 urban road green landscapes. We will newly build 39 urban “three small” green space and parks. We will compile mountain protection planning, accelerate ecological restoration of damaged mountains and construction of roads around mountains, and enhance ecological functions of the Jiufeng Mountain and the Ma’an Mountain suburban forest parks and others. We will build 5 million square meters of new green space and 220 km of green road, and plant 600,000 trees.

  We will deeply implement the “blue sky” project, accelerate the aquatic ecosystem restoration project, and compile and complete “three lines and one road” protective plan involving lakes in the new urban area. We will start and implement the construction project of parks surrounding lakes to form “one lake one scene”, actively promote lake waste interception, and strengthen the comprehensive management of Nan Lake and other lakes. We will strengthen the construction of Chen Lake Zhangdu Lake and other wetland nature reserves to maintain the original ecology of wetlands, strictly protect safety of strategic water sources such as the Yangtze River, the Han River, and Liangzi Lake. We will strictly crack down on illegally filling in lakes and illegal pollution discharge behavior. We will implement action plans to improve air quality and treat haze through comprehensive measures, complete pollution remediation of coal-fired boilers from the Second Ring Road to the Third Ring Road, and basically set up a place where high-polluting fuel is banned. We will fully implement the periodic inspection of motor vehicle environmental protection and eco-mark management, and expand the zone where “yellow label” buses are not allowed to travel. We will strictly control dust pollution at construction sites and on urban roads, and actively participate in special action of joint prevention, control and governance of air pollution in Wuhan city circle.

  7. Promote reform and development of social undertaking and effectively protect and improve people’s livelihood

  We will adhere to ensuring the basic, remedying weakness, maintaining bottom line, stressing key points, improving the systems, doing our utmost, making greatest efforts to solve the most direct and practical interest problems which people most concern about, and striving to provide a variety of public services so that children can grow happily, and young people like their work and start business, and the elderly enjoy an easy life, and citizen live happier with more dignity.

  We will enhance the level of employment and social security, perfect systems and mechanisms to promote employment and business starting, prominently do well in the employment of college graduates and other key groups, and further promote all citizens to start business. We will foster and support 25,000 independent entrepreneurs. Business starting can create jobs for 110,000 people. 150,000 new urban jobs will be created. 55,000 rural labors will be transferred to take jobs. We will establish a more equitable and sustainable social security system. We will expand the coverage of social insurance with a net increase of 300,000 person-times insured. We will properly resolve the problem that land-requisitioned farmers participate in social pension insurance. We will start reform of mode of payment of medical insurance, study and establish the basic pension adjustment mechanism, and simultaneously improve treatment of other social insurance. We will construct and raise 83,000 units of affordable housing, complete 48,000 units, and allocate 35,000 units to live in, actively respond to the aging of population, and establish and perfect system of social elderly care services, promote “combination of care and treatment”, enhance medical care, rehabilitation, nursing functions of the community service for the aged so that the elderly can live a clean, comfortable, and qualified life with dignity.

  We will vigorously develop education, deepen the evaluation system of examination and enrollment, school-running system, and other comprehensive reform in education area, start and implement “Cultivation Project of Famous Principals in Wuhan”, improve famous teacher training and selection mechanisms, develop and implement a new round of 3-year action plan for pre-school education, and create provincial pre-school education demonstration area. We will promote the balanced and quality development of compulsory education and diverse quality development of regular high school education, vigorously develop modern vocational education and implement order training, support all kinds of colleges and universities to improve the level of development, and further promote the pilot project of national “education cloud”.

  We will improve the city’s cultural soft power, highlight the urban cultural heritage, actively integrate into the world culture, and enhance the quality of urban culture. We will deepen cultural restructuring, promote government to transfer from culture creation to culture management and stimulate vitality of cultural creativity, fully complete reform and restructuring work of all the municipal art troupes, accelerate the construction of “five cultural cities”, make efforts to build modern public cultural service system, implement fine art works project, and create a group of Wuhan-style classic programs. We will establish “Wuhan Urban Culture and Arts Mayor Award”, strengthen the overall planning and protection of Historical and Cultural Streets including old concessions in Hankou, Tanhualin in Wuchang, Guiyuan area in Hanyang and others to continue the city’s historic content. We will complete and open Jianghanguan Museum and Hanxiu Theater, accelerate the construction of Panlongcheng National Archaeological Relics Park, Optics Valley International Tennis Center, World Middle-School Student Athletics Championships Stadium, and Wusheng International Cultural Town, and start to construct Wuhan International Velodrome. We will organize WTA Top Five Tour, Qintai Music Festival, International Kite Invitational Tournament and other large-scale cultural and sports activities. We will strengthen school sports work and extensively carry out nationwide fitness campaign.

  We will improve people’s health, deepen medical and health system reform, promote the separation of management and operation of hospitals, encourage and guide social capital to enter the restructuring and reorganization of public hospitals, orderly promote basic drug system to gradually extend to non-government-run primary healthcare institutions, encourage the society to run hospitals, and give priority support to nonprofit medical institutions, promote large hospital directly governing community health centers and strengthen regional medical associations to realize connection with doctors, patients, and money, and form new mechanism of grass-root primary diagnosis, grading clinics, and two-way referral. We will improve contractual service relationships between community physicians and residents, accelerate the construction of National Health Service Center, promote the construction of national specialist diagnose and treatment center for hard-cure and severe illness, and improve key special discipline construction system. We will build 4 new tertiary hospitals, 50 village health centers, start and implement the policy those couples can give birth to 2 children if one of them is an only child, and gradually adjust and improve childbearing policies to promote the coordinated development of urban population.

  We will strengthen national defense mobilization and construction of reserve forces, deepen “mutual support” and mutual construction, and promote civil-military integration and deep development.

  This year, we will accomplish the following 10 practical things.

  1. We will improve transportation, open 15 microcirculation bus lines and special lines for tourism by bus in old Wuchang, and increase 200 buses and 1,000 benches for the convenience of citizens at bus stops. We will open 10 dead end roads, build 30 microcirculation roads, and perfect traffic management infrastructure in the 30 main roads in the main urban area. We will continue to present a citizen manual and a 100-yuan “Wuhan One-card” bus card to each newly enrolled full-time college student.

  2. We will improve the city appearance and environment, renovate 265 communities and overhead pipeline appearance in the 60 main and secondary roads in a large area, rebuild old streets and damaged sidewalks of 150,000 square meters, build 100 new public toilets, and eliminate 1,026 “yellow label” buses.

  3. We will strengthen home care service for the aged. The base pension of urban and rural social old-aged insurance all over the city will increase by 20%. We will build 60 new community nursing homes and upgrade 40, pay allowance to the senior citizen of over 80 years old and subsidies to the elderly in difficulties for home care, and continue to improve the construction of information system named “push to talk” in communities to provide home care services and expand service functions.

  4. We will improve the educational and medical levels, promote the construction of 100 state-owned standardized primary schools, and improve the funding system from pre-school to higher education. We will implement the “one-card” system in all public hospitals managed by the city to achieve inspection results sharing of mass patients, upgrade 30 primary health care institutions, provide one-time humanitarian aid within 50,000 yuan for children under 6 years old with the residence registration of this city who suffer from leukemia, cerebral palsy and other major diseases and whose families are too poor to continue to bear the cost of subsequent hospitalization, and implement free genetic deafness screening for newborns.

  5. We will promote recreation and sports to benefit people, supplement and update 2,157 farm house publications, establish free open day in part scenic regions of new urban areas, introduce and improve 15 leisure and fitness footpaths, provide sports equipment for 415 rural grassroots theatrical teams, and newly build 30 outdoor sports community youth centers and 25 indoor community health clubs. In three towns we will select 35 swimming areas to continue to provide 15 days of free summer swimming for primary and secondary students and free swim training.

  6. We will strengthen the support to the disabled and the help to the poor. Minimum living standard in urban and rural areas will increase by 8%. Impoverished disabled people can take bus, light rail, subway and ferry free of charge. We will provide home care subsidies for poor severe mental patients and mentally deficient people, and continue to provide professional rehabilitation training subsidies for 1,000 children who suffer diseases such as deafness, mental retardation, and autism.

  7. We will make residents’ life convenient, govern and standardize 285 farmers’ markets, and implement upgrades of 200 old farmers’ markets among them, build 200 new community vegetable convenience stores, and distribute 300,000 free “Wuhan One-card” residence permits for the floating population.

  8. We will strengthen food security. In key areas around schools, markets, old communities, urban fringe, etc., we will standardize and set up 50 small dining convenience service areas, standardize the management of 100 soy foods and other key food varieties, upgrade 100 food workshops, and provide free food safety knowledge manuals for the city’s 40,000 small restaurants.

  9. We will improve infrastructure and services of old communities, continue to promote “Happy Communities” construction of 100 old communities, focus on improving community roads, drainage, secondary water supply, public lighting and other infrastructure, promote greening upgrading of 200 old communities, and continue to build 300 community fire control rooms.

  10. We will improve rural production and living conditions, renovate 1,163 km of irrigation canals whose flow is greater than 1 m3/s, build 500 new “village post stations”, transform 116 rural school canteens and 55 toilets in rural primary and secondary schools, start the living garbage removal demonstration project in 100 administrative villages, build 10 new left-behind children caring service stations, and explore the mechanisms for the healthy operation of the established service stations.

  8. Accelerate the internationalization process of the city and promote reform, development and innovation by opening up

  We will seize the opportunity of the country expanding opening up in inland areas, vigorously implement the international level enhancement program to accelerate industry transfer and “going global”, continuously enhance the function of opening up, improve the scale, grade and level of Wuhan’s opening up, and strive to build a gateway city of opening up in the central region.

  We will construct a new open economy development pattern, grasp the country’s opportunities to relax investment access, improve the foreign capital and quality used by advanced manufacturing and modern service sectors, introduce 10 industrial projects with contracted investment of over 5 billion yuan and 10 service projects with the investment of over 3 billion yuan, and newly introduce 12 Fortune 500 companies. The actual use of foreign investment will increase by more than 18%. We will expand emerging markets, expand intellectual property rights, self-owned brand and high-tech exports, maintain a reasonable growth of foreign trade export, promote dominant industrial and commercial enterprises to conduct direct overseas investment and establish production bases and sales networks, and support dominant engineering enterprises to establish overseas bases and undertake international contracting projects.

  We will enhance the opening up function, expand international channels, launch international direct routes from Wuhan to the United States, Australia and other countries and regions, strengthen cooperation with foreign railway companies along “Wuhan-Xinjiang-Europe” international rail freight special train, jointly set up the railway logistics company to achieve the normalized two-way freight train operations, build the international express hub, accelerate the construction of the port customs clearance, enhance the function of East Lake Comprehensive Bonded Zone, strive to establish Wuhan Newport Airport Comprehensive Bonded Zone, and actively promote the application of Wuhan Inland Free Trade Pilot Area.

  We will create an international urban environment, comprehensively start the construction of the foreign consulates area, coordinate with U.S. Consulate in Wuhan to offer visa services and British Consulate to provide services, attract more countries to establish consulates in Wuhan, fully implement the “Home in Wuhan” project for expatriates, standardize bilingual signs in public places, accelerate the development of international education, health care, cultural service system, and promote international community construction.

  We will expand international exchanges and cooperation, plan to hold China Wuhan Investment Summit and other high-level international meetings, cooperate to hold the 50th anniversary celebrations of Sino-French diplomatic ties, promote China and France to jointly build the sustainable ecological city project, establish Paris Chinese Cultural Center “Wuhan Window”, build a group of new international friendly cities and international friendly exchange cities, organize “1,000 Citizens Visiting Friendly Cities” activity, and deepen “two valleys and two cities” strategic cooperation.

  We will strengthen regional cooperation, deeply integrate into the cooperation with “two circles and two belts” and city agglomeration along the middle reach of the Yangtze River, promote great industry docking, great traffic networking, great market unifying, great innovation driving, great ecology protection, great public resources sharing, and great urbanization reform, and cultivate “Wuhan Metropolis”.

  9. Construct a law-based and service-oriented government and improve urban governance capacity

  The accelerated economic society transformation requires urban governance pattern to change with it. We must adhere to the people-oriented and prioritized people’s livelihood core concept of modern urban governance, innovate urban governance model, and accelerate the promotion of urban governance system and capabilities modernization.

  We will build a law-based government and promote governance according to law. The rule of law is the fundamental way of modern urban governance. We will vigorously promote the governess of the city according to law, create a good atmosphere of the government administrating, market players operating, citizens behaving and the whole community safeguarding legal rights according to law, implement Wuhan City Law-Based Government Construction Planning to further promote the legalized work of the government, deeply carry out “the Sixth Five-year Plan” of promoting law, actively carry out administrative legislation in key fields, deepen the administrative law enforcement system reform, promote comprehensive law enforcement and law enforcement forces to sink, and realize strict, standardized, fair and civilized law enforcement. We will consciously accept the legal and work supervision of the Municipal People’s Congress and its Standing Committee, and the democratic supervision of the CPPCC Municipal Committee, earnestly implement the resolutions and decisions of the Municipal People’s Congress and its Standing Committee, take the initiative to listen to the views and suggestions of the municipal CPPCC, and effectively handle motions and suggestions of NPC and proposals and motions of CPPCC.

  We will innovative the social governance system, realize the participation of multiple parties and systematic governance, play the leading role of the government, encourage and support participation of all sectors of society, and achieve the benign interaction of the government’s self-governance and social self-regulation, residents’ self-governance. We will accelerate the implementation of separating the government and the society, and promote social organization to get clear responsibilities, self-govern by law and play a role. We will launch social organizations fostering plan to developing 2,000 new social organizations, further promote the construction of “Happy Communities”, truly lighten the burden on the community, strengthen the community’s self-government functions, strengthen the community corrections and community drug rehabilitation work, and innovate effective system to prevent and resolve social conflicts, so that the masses can reflect problems, and conflicts can be resolved, and the interests can be protected. We will improve the public safety system, accelerate the establishment of quality food and drug safety traceability system, insist on ringing production safety alarm bells, establish risk management systems and safety investigation prevention and control system, vigorously carry out safety regulation in construction sites, road traffic, underground pipe network, hazardous chemicals, fire, special equipment, and other key fields, accelerate the construction of hazardous chemical storages in Wuhan Chemical Industry Park, effectively prevent major accidents, strengthen safety training of migrant workers, deepen the reform of policing mechanisms, improve the dimensional social security protection system, take full use of enthusiasm, initiative and creativity of citizens participating in urban governance, and promote citizens to self-manage, self-serve, self-educate, and self-monitor when participating in urban and rural communities governance, grassroots public affairs and welfare undertakings in accordance with the law. We will strive to enhance the citizens’ “Wuhan Identity” so that the attention of the people can gradually extend from their own families and things around to common affairs of the city and even the national background and historical background that the city keeps a foothold, and enhance the vitality of urban co-governance.

  We will build a smart city and promote digital governance. Smart city is the main indicator to measure the level of urban governance modernization. We will accelerate the implementation of smart city construction planning, establish and improve the urban management information system, build three core systems of smart applications, smart industries, and smart operation, promote efficient delivery and smart response of the city information, provide timely, accurate and scientific services for urban governance, reduce treatment costs, and improve management efficiency. We will comprehensively promote the construction of perception infrastructure, network infrastructure, cloud computing infrastructure and geospatial infrastructure, implement smart transportation, smart urban management, smart municipal administration, smart medical treatment, smart education, smart community and other 15 special smart planning, start the construction of underground pipeline information platform, and establish the city’s “Government Cloud” overall service platform to improve online approval service efficiency and provide more convenient services for citizens.

  We will strengthen the power operation restriction and supervision system, cultivate honest cadres and clean government, clarify and standardize municipal administrative power and government services, develop “power list” and “responsibility list” by the law, improve the governmental affairs disclosure system, promote decision-making disclosure, management disclosure, service disclosure and results disclosure, and let supervision illuminate every aspect and every corner of power operation.

  We will strengthen the construction of a clean government, insist on the “unified efforts theory”, increase deterrence, investigation and supervision efforts, vigorously promote the fight against corruption, promote the source governance and institutional anti-corruption, deepen the reforms in land transfer, engineering construction, government procurement, property transactions and other key fields, and improve the corruption punishing and preventing system to win the trust of people with actual anti-corruption effects.

  We will improve the style normalization system, take “real practice and solid work” as the motto of the government’s work, highlight the “solid work”, promote “doing it immediately”, promote reforms by hard work, win the trust of the masses with the performance, deepen “punishing persons who neglect their duties” and the environment improving work, and promote further improvement of political and behavioral styles, consolidate the effects of the Party’s mass line education practical activities, resolutely oppose the “four conducts”, increase efforts on rectification and implementation, and effectively transfer the effects of education practical activities into results which benefit and are favorable to the people. We will strictly implement “Regulations on Party and Government Offices to Practice Strict Economy and Resist Waste” and fully implement “Regulations on Domestic Official Reception of Party and Government Offices”. No new high-level governmental office buildings and hotels will be built. Financial dependents will only be reduced but not increased. Publicly funded reception, going abroad, and car purchasing will only be reduced but not increased. We will reduce general expenses, put more money to protect and improve people’s livelihood, and let the government consciously live a “tight life” and the people live a “good life”.

  Today’s Wuhan is standing at a new historical starting point, facing great opportunities of leaping development and the history window of accelerated revival.

  The 3rd Plenary Session of the 18th Central Committee of the Communist Party of China starts a new round of reforms, which will bring extensive and profound changes to China, promote comprehensive upgrade of economic and social development, and bring Wuhan which forges ahead a rare historical opportunity to gain new advantages and achieve new leap development. When General Secretary Xi Jinping inspected Hubei, he affirmed “Rejuvenating Great Wuhan”, bringing a powerful force for the comprehensive rejuvenation of Wuhan.

  China is thoroughly implementing the strategy of coordinated regional development, expanding domestic demand, innovation-driven development and new urbanization, and building a new economic support belt relying on the Yangtze River. As a central city in the central region and the middle reaches of the Yangtze River, and the country’s major transportation hub and science and technology base, Wuhan faces multiple overlapping strategic opportunities. Location, transportation, science, education, market and other advantages will be further enhanced and fully released and more quickly transformed into development and competitive advantage.

  Wuhan’s comprehensive economic strength and urban functions are continuously enhanced and enter the rising period of accelerated development. People of the city have a strong desire to build a national central city. The strong enthusiasm and passion to work and pioneer forms a powerful atmosphere of accelerated development.

  To rejuvenate Great Wuhan, we have favorable timing, location and people advantages. Such an opportunity must not be missed. Time waits for no man. We should fully implement the propositions presented in the Report to the 18th CPC National Congress, the Report to the 3rd Plenary Session of the 18th Central Committee of the Communist Party and the important speech of General Secretary Xi Jinping when he inspected Wuhan, Hubei, follow the provincial Party committee and the provincial government’s requirements of “building a fulcrum, taking the lead”, and the municipal Party committee’s decisions and deployment to bravely take responsibilities, work hard to make achievements, seize the opportunities, follow the trend to develop, and struggle tenaciously and work hard for building a national central city and an international metropolis as soon as possible and achieving comprehensive revival of Great Wuhan!
